The Algerian president says that: “All the demands of the blessed [Popular] Movement have been taken into account in the revision of the new constitution”, and points out that he shall take a partial government reform during the next two days”.
Algerian President ‘Abd al-Mağīd Tabbūn announced today, on Thursday that he decided to resolve the current parliament and hold early parliamentary elections, thus pointing out that he will take partial governmental reform in the next two days.
In his televised speech on the occasion of the “National Day for the Martyrs” today, on Thursday Tabbūn said that: “All the demands of the blessed [National] Movement were taken into consideration. Also the voice of the civil society will be raised today and tomorrow after it was sidelined [for so long]”.
Tabbūn added: “We started to organize the civil society in order to make it an integral part of the state”. He said: “We want a parliament as far as possible from any doubt and we want the youth to be present at the elections”.
The Algerian President made explained that: “The powers of the president have been reduced”, thus pointing out that: “I was entrusted with the powers of the voters. There shall be transparent elections after the current parliament is dissolved”. Tabgūn revealed that: “There shall be governmental changes during the next 48 hours”.
He continued: “The fundamental change can only come by new laws and institutions”. Thus he confirmed that: “All the demands of the blessed [Popular] Movement has been taken into consideration in the new constitution”.
It should be remembered that in November last year the Independent Election Council in Algeria adopted constitutional amendments after they gained 66,8% support in a popular referendum.
Tabbūn said that: “A presidential pardon was signed for some of the detainees”. He underlined that:
“The number of those released will be between 55 and 60 individuals, who shall return to their homes today, or tomorrow”.
This decision of Tabbūn was expected, as in Algeria the political parties had revealed two days ago the intention of the Algerian president to dissolve the parliament and organize early elections.
This decision about the dissolution of the parliament was preluded by a number of meetings between the president and the leaders of the political parties, amongst them the party of ‘Abd al-‘Azīz Bil-‘Ayd and the “National Construction Movement” Party led by ‘Abd al-Qādir ibn Qarīna, who is a former minister and presidential candidate in the last presidential elections, in which ‘Abd al-Mağīd Tabbūn won.
About the Libyan case, the Algerian President said: “We are pleased with what the Libyan brothers have achieved with their new leadership”, adding that: “Since the voice of Algeria has been raised in the diplomacy we haven’t changed our words. The solution has to be Libyan-Libyan without interference”.

أعلن الرئيس الجزائري عبد المجيد تبون، اليوم الخميس، أنه قرر حل البرلمان الحالي وإجراء انتخابات تشريعية، مشيراً إلى أنه سيقوم بتعديل حكومي جزئي في خلال يومين
وخلال كلمة له بمناسبة “اليوم الوطني للشهيد” اليوم الخميس، قال تبون إنه “تمّ إدراج كل مطالب الحراك المبارك في تعديل الدستور، كما سيتم إعلاء صوت المجتمع المدني اليوم ومستقبلاً بعد أن كان مهمشاً
وأضاف تبون “انطلقنا في تنظيم المجتمع المدني لكي يكون جزء لا يتجزأ من الدولة”، قائلاً: “نريد برلماناً بعيداً كل البعد عن الشبهات، ونريد أن يكون الشباب حاضراً في الانتخابات
وأوضح الرئيس الجزائري أنه “تمّ تقليص صلاحيات رئيس الجمهورية”، مشيراً إلى أنه “عززت من صلاحيات المنتخبين، وستجرى انتخابات تشريعية شفافة بعد حل البرلمان الحالي”. وكشف تبون أنه “سيجري تعديلاً حكومياً خلال الـ 48 ساعة المقبلة
وتابع: “التغيير الجذري لا يأتي إلا بقوانين و مؤسسات جديد”، مؤكداً أنه تمّ “إدراج كل مطالب الحراك المبارك في الدستور الجديد
ويذكر أن اللجنة المستقلة للانتخابات في الجزائر أقرت التعديلات الدستورية في تشرين الثاني/نوفمبر الماضي، بعد نيلها 66.8% في الاستفتاء الشعبي
تبون قال إنه “قام بإمضاء عفو رئاسي عن بعض المعتقلين”، لافتاً إلى أن “عدد المفرج عنهم سيكون بين 55 و60 فرداً، حيث سيعودون إلى منازلهم بداية من اليوم أو الغد
وقرار تبون هذا كان متوقعاً حيث كشفت أحزاب سياسية في الجزائر قبل يومين عن نية الرئيس الجزائري حلّ البرلمان، وتنظيم انتخابات برلمانية مبكرة
وسبق هذا الإعلان بشأن حل البرلمان عدة لقاءات بين رئيس الجمهورية ورؤساء أحزاب من بينها حزب عبد العزيز بلعيد وحزب “حركة البناء الوطني” الذي يرأسه عبد القادر بن قرينة، وهو وزير سابق ومرشح سابق في الانتخابات الرئاسية الأخيرة التي فاز فيها عبد المجيد تبون
