U.N. report: American planes transported mercenaries, weapons and drones to the Rapid Support Forces in Sudan

A report by U. N. experts reveal that American “Boeing 727” planes transported weapons, drones and foreign fighters to the “Rapid Support” Forces in Dārfūr via an areal corridor that started from the Chadian capital N’Djamena.

A team of U. N. experts revealed that Boeing 727 type planes previously linked by an investigation of the Reuters news agency to business activities of a retired former American soldier were used to transport weapons, drones, fighters and mercenaries to the “Rapid Support” Forces in Sudan.

The results came as part of a draft put together by a U.N. expert team dealing with Sudan and is scheduled to be published in September, after being presented to the U.N. Secretary Council for reviewing.

The report pointed out that the team has received informations classified as “reliable” from four sources, stating that the planes had transported fighters of the “Rapid Support” Forces and foreign mercenaries, aside from military equipment including weapons and drones. The experts relied on the testimonies of two witnesses in the city of Niyālā that was a main military and logistical hub for the “Rapid Support” Forces in Dārfūr, but also on communications presented by to U.N. member states, without revealing their identities.

Areal corridor between N’Djamena and Niyālā

The draft report stated that three Boeing 727 type planes appeared in Chad starting from November 2024 and were working from the military section of N’Djamena international airport. The planes included one sold in Brazil to a company linked to former military contractor Steven Shawlis, and two others bought by one of the companies of the American “Calita Charters 2” company centered in the state of Michigan.

The experts pointed out that no official movement was registered by these three planes since their arrival in N’Djamena, supporting that “several steps were taken to circumvent their reveal upon their takeoff”. The report states that a number of “Boeing 727” type planes and “Ilyushin 76” type transport planes landed at night at Niyālā airport between January and July 2026. It added that the “Rapid Support” Forces used this areal corridor connecting N’Djamena and Niyālā to transport foreign fighters and mercenaries and military equipment, including weapons and drones to Dārfūr Region.

Former transport networks

A previous report published by Reuters on 15 July this year followed airplanes linked to companies under the control of Shawlis, who is a former soldier of the American special forces and a retired had worked for many years with American governmental and international institutions. The news agency followed the movements of the planes from N’Djamena to the support centers used by the Rapid Support in Niyālā and the city of al-Kufra in Southeast Libya arriving in Bossassou in Somalia, based on satellite images, mobile phones data, filmed footages and flight monitor data.

Reuters did not find flight records on independent monitoring platforms that monitor the indications that usually document the planes upon their takeoff.

One of the planes, a Boeing 727, was destroyed in an airstrike carried out by the Sudanese Army against Niyālā airport in May 2025. An insightful source of the news agency reported that 51 members of the Rapid Support Forces were among a group of 54 people killed onboard. Reuters confirmed that it did not find evidence of sanctions imposed on Shawlis, or his companies, or that the authorities would have raised charges against them for committing violations. Until now Shawlis hasn’t responded to the inquiries of news agency about the U. N. report. His business partner, Craig Monroe in his former statements denied any connection between the “Contractor Irwin’s” company owning two planes and the Rapid Support Forces.

Columbian mercenaries in Dārfūr

The U. N. report also revealed details about the participation of Columbian mercenaries in the fighting alongside the Rapid Support Forces, estimating their number around between 1500 and 2000 fighters. It mentioned that the known mercenaries under the name of “Desert Wolves” set up the Niyālā base in March 2025 and took over the operation of drones participating at the frontlines during the siege of the city of al-Fāšir and while taking control over it in October the same year.

According to the report the Columbian mercenaries took part in military operations carried out by the Rapid Support Forces, including battles in the city of al-Fāšir and Dārfūr Region. It pointed out “using complicated areal transport networks to transport weapons, drones and fighters to the regions controlled by the Rapid Support Forces. That was was within the investigations held by the team of experts about the violations of weapons embargo imposed on Dārfūr.

On its behalf the Emirati U.N. mission stated that the authorities have investigated the activities of the company and concluded that it is not involved in any activity of the mercenaries in Sudan, or being connected to the people whose names came up in the report, conforming the compliance of the company with the Emirati and international laws.

The Chadian Civil Aviation Authority state that the Boeing planes did not possess a working permit to operate from Chadian territories, pointing out that it does not oversee military planes and does not provide services to their movements. Chadian Foreign Minister ‘Abd Allah Ṣābir Fuḍūl stated that the questions concerning the planes enters within the realm of defense secrets, confirming that the role of his country in the Sudanese war is limited to the current diplomatic efforts to restore peace.

The team of U. N. experts took over the monitoring the of the weapons embargo imposed on Dārfūr Region since 2004 and the investigation of transport networks of weapons, financing and fighters for the parties of the conflict.

كشف فريق خبراء تابع للأمم المتحدة أنّ طائرات من طراز “بوينغ 727″، سبق أن ربطها تحقيق لوكالة “رويترز” بشبكة أعمال متعاقد عسكري أميركي سابق، استخدمت في نقل أسلحة وطائرات مسيّرة ومقاتلين ومرتزقة إلى قوات “الدعم السريع” في السودان.

وجاءت النتائج ضمن مسودة تقرير أعدّها فريق خبراء الأمم المتحدة المعني بالسودان، ومن المقرر نشره في أيلول/سبتمبر المقبل، بعد تقديمه إلى مجلس الأمن الدولي لمراجعته.

وأشار التقرير إلى أنّ الفريق تلقى معلومات وصفها بـ”الموثوقة” من أربعة مصادر، أفادت بأن الطائرات نقلت مقاتلين تابعين لقوات “الدعم السريع” ومرتزقة أجانب، إلى جانب معدات عسكرية تشمل أسلحة وطائرات مسيّرة. واستند الخبراء إلى شهادتي شاهدين في مدينة نيالا، التي تمثل المركز العسكري واللوجستي الرئيسي لقوات “الدعم السريع” في دارفور، وإلى مراسلات واردة من دولتين عضوين في الأمم المتحدة، من دون كشف هويتهما.

مسار جوي بين نجامينا ونيالا

وأفادت مسودة التقرير بأنّ ثلاث طائرات من طراز “بوينغ 727” ظهرت في تشاد ابتداءً من تشرين الثاني/نوفمبر 2024، وكانت تعمل من الجزء العسكري في مطار نجامينا الدولي. وتضمنت الطائرات واحدة بيعت في البرازيل إلى شركة مرتبطة بالمقاول الأميركي السابق، ستيفن شاوليس، واثنتين اشترتهما إحدى الشركات من شركة “كاليتا تشارترز 2” الأميركية ومقرها ولاية ميشيغان.

وأشار الخبراء إلى عدم تسجيل أي تحركات رسمية للطائرات الثلاث منذ وصولها إلى نجامينا، مرجحين أنها اتخذت “خطوات متعمدة لتجنب اكتشافها أثناء التحليق”. وقال التقرير إنّ عدداً من طائرات “بوينغ 727” وطائرات النقل من طراز “إليوشن 76” هبطت ليلاً في مطار نيالا بين كانون الثاني/يناير وتموز/يوليو 2026. وأضاف أنّ قوات “الدعم السريع” استخدمت المسار الجوي الرابط بين نجامينا ونيالا لنقل المقاتلين والمرتزقة الأجانب والمعدات العسكرية، بما فيها الأسلحة والمسيّرات، إلى إقليم دارفور

شبكة الرحلات السابقة

وكان تحقيق سابق نشرته رويترز في 15 تموز/يوليو الجاري تتبع طائرات مرتبطة بشركات يسيطر عليها شاوليس، وهو جندي سابق في القوات الخاصة الأميركية ومتعاقد عمل سنوات طويلة مع مؤسسات حكومية أميركية ودولية. وتتبعت الوكالة حركة الطائرات من نجامينا إلى مراكز إمداد تستخدمها “الدعم السريع” في نيالا، ومدينة الكفرة جنوب شرقي ليبيا، وبوصاصو في الصومال، مستندةً إلى صور الأقمار الاصطناعية وبيانات الهواتف المحمولة ومقاطع مصورة وبيانات تتبع الرحلات.

ولم تجد رويترز سجلات للرحلات على منصات التتبع المستقلة التي ترصد الإشارات التي تبثها الطائرات عادةً خلال تحليقها.

وكانت إحدى الطائرات، وهي من طراز “بوينغ 737″، دُمّرت في غارة نفذها الجيش السوداني على مطار نيالا في أيار/مايو 2025. وأفاد مصدر مطلع للوكالة بأنّ 51 عنصراً من قوات “الدعم السريع” كانوا بين 54 شخصاً قتلوا على متنها. وأكدت رويترز أنها لم تجد دليلاً على فرض عقوبات على شاوليس أو شركاته، أو توجيه السلطات اتهامات إليهم بارتكاب مخالفات. في حين لم يرد شاوليس على أسئلة الوكالة بشأن التقرير الأممي، فيما نفى شريكه التجاري كريغ مونرو في تصريحات سابقة وجود أي صلة بين شركة “كونتراكتور إيروايز”، المالكة لطائرتين، وقوات “الدعم السريع”.

مرتزقة كولومبيون في دارفور

وكشف التقرير الأممي أيضاً تفاصيل بشأن مشاركة مرتزقة كولومبيين في القتال إلى جانب قوات “الدعم السريع”، مقدراً عددهم بما يتراوح بين 1500 وألفي مقاتل. وذكر أن المرتزقة، المعروفين باسم “ذئاب الصحراء”، أنشأوا قاعدة في نيالا في آذار/مارس 2025، وتولوا تشغيل طائرات مسيّرة والمشاركة في التخطيط للعمليات خلال حصار مدينة الفاشر والسيطرة عليها في تشرين الأول/أكتوبر من العام نفسه.

وبحسب التقرير شارك المرتزقة الكولومبيون في عمليات عسكرية نفذتها قوات “الدعم السريع”، بينها معارك في مدينة الفاشر بإقليم دارفور، مشيراً إلى “استخدام شبكات نقل جوية معقدة لنقل أسلحة وطائرات مسيرة ومقاتلين إلى مناطق سيطرة الدعم السريع”، وذلك في إطار تحقيقات يجريها فريق الخبراء بشأن انتهاكات حظر السلاح المفروض على دارفور.

بدورها، قالت بعثة الإمارات لدى الأمم المتحدة إن السلطات حققت في نشاط الشركة وخلصت إلى عدم تورطها في أي نشاط للمرتزقة في السودان أو ارتباطها بالأشخاص الذين وردت أسماؤهم في التقارير، مؤكدةً التزام الشركة القوانين الإماراتية والدولية.

كما قالت هيئة الطيران المدني التشادية إنّ طائرات “بوينغ” لم تكن تملك تصريحاً للعمل انطلاقاً من الأراضي التشادية، مشيرةً إلى أنها لا تدير الطيران العسكري ولا تتولى خدمات تتبع حركته. وقال وزير الخارجية التشادي، عبد الله صابر فضول، إنّ الأسئلة المتعلقة بالطائرات تدخل ضمن نطاق الأسرار الدفاعية، مؤكداً أنّ دور بلاده في الحرب السودانية يقتصر على الجهود الدبلوماسية الرامية إلى استعادة السلام.
