The Iranian Tasnim Agency explains the details of some of the stipulations of the Iranian-American understanding concerning the extraction of the American forces from the region and the sanctions against Iran.

The Iranian Tasnim News Agency quoting an insightful source revealed details concerning the fate of the American forces in the region and the matter of the sanctions against Iran. This came after Pakistani Prime Minister Šahbāz Šarīf had announced at Monday dawn that a “peace agreement” was reached between the United States of America and the Islamic Republic of Iran, confirming that important progress has been achieved between Tehran and Washington about the matters concerning Lebanon. This came after three months and 16 days of hard work and continuous efforts.
The withdrawal of the American forces and freezing the mutual measures
The source have added to the news agency that the fate of the American forces in the region had been outlined in accordance with the Iranian-American understanding, as based on article 4 of the Memorandum of Understanding states the departure of the American fighting forces from the surroundings of Iran after a period lasting 30 days following the final agreement.
According to article 9 of the Memorandum of Understanding, no new American forces will be added to the region during the period of the current negotiations to reach a final agreement, lasting for 60 days, while in exchange Iran will not take any nuclear measures during this period.
About the matter of the sanctions, the insightful source of the Tasnim Agency explained that according to article 9, American vows not to impose any new sanctions during the period of the current negotiations to reach a final agreement lasting for 60 days, while based on article 7 America also pledges to cancel the primary and secondary sanctions of the U.N. Security Council and the [UAEA] Board of Directors, which is to be done after reaching a final agreement.
The mechanism of lifting the oil and financial sanctions and the future of enrichment
The source pointed out that based on Article 11, after signing the Memorandum of Understanding waivers will be issued on the sanctions about selling oil, petrochemicals and oil products and these waivers will include the matters of cargo, transportation, selling, insurance and oil sells related financial transactions. Based on Article 8 for a period of 60 days (extendable), the negotiations will be held about the nuclear case (the uranium enrichment and the enriched nuclear materials).
The balance of deterrence: the suspension of the understandings in case of any assassination, or aggression
In the same context, the insightful source revealed to the news agency that the Memorandum of Understanding states the suspension of its execution, in case any aggression, or assassination took place in Iran, or at the Axis of Resistance, or in Lebanon.
The source explained that Article 13 of the Memorandum of Understanding confirms that in case any aggression, or any military operations, like assassinations, or other took place in Iran, or at the Axis of Resistance, including Lebanon took place, in accordance with the understanding no negotiations will take place about the final agreement, and thus the implementation of the Memorandum of Understanding will be suspended, including the reopening of the Strait of Hormuz.
Alterations in the last seconds: the Lebanese sovereignty and the maritime movement in the Hormuz
In the same context the Iranian Tasnim News Agency citing an insightful source had revealed earlier on Monday that “the various challenges between Iran and the United States about the stipulations of the Memorandum of Understanding had lasted until the last seconds leading up to the announcement”. The news agency pointed out some aspects of certain alterations that had taken place during the last two days, and even hours leading up to the announcement of the Memorandum of Understanding. It was the addition of the term “guaranteeing the sovereignty and respecting the territorial integrity of Lebanon” to the first article of the Memorandum of Understanding (Trump had been refusing the addition of this term into the previous texts).
Also within the last second alterations the term “maritime movement services administration in the Strait of Hormuz” by Iran and Oman was added to Article 5 of the Memorandum of Understanding and the exceptional exemption of fees for the ships crossing the Strait of Hormuz lasting for 60 days, while Iran intends to obtain these service fees from the ships after this set period will have passed.

وكالة تسنيم الإيرانية توضح تفاصيل بعض بنود التفاهم الإيراني الأميركي المتعلقة بخروج القوات الأميركية من المنطقة، والعقوبات على إيران

كشفت وكالة “تسنيم” الإيرانية، نقلاً عن مصدر مطلع، تفاصيل تخص مصير القوات الأميركية في المنطقة وملف العقوبات على إيران، وذلك بعدما أعلن رئيس الوزراء الباكستاني شهباز شريف، فجر الاثنين، التوصّل إلى “اتفاق سلام” بين الولايات المتحدة الأميركية والجمهورية الإسلامية الإيرانية بعد مفاوضات مكثّفة، مؤكّداً تحقيق تقدّم مهمّ بين طهران وواشنطن بشأن القضايا المتعلّقة بلبنان، بعد ثلاثة أشهرٍ و16 يوماً من العمل الدؤوب والجهود المتواصلة.
انسحاب القوات الأميركية وتجميد الإجراءات المتبادلة
وأفاد المصدر للوكالة بأنّ مصير القوات الأميركية في المنطقة جرى تحديده وفقاً للتفاهم الإيراني الأميركي المشترك، حيث بناءً على المادة الـ4 من مذكّرة التفاهم، يتعيّن على القوات القتالية الأميركية الخروج من محيط إيران بعد مضي 30 يوماً من الاتفاق النهائي.
ووفقاً للبند الـ9 من مذكّرة التفاهم، لن تتمّ إضافة أيّ قوات أميركية جديدة إلى المنطقة طوال فترة المفاوضات الرامية للتوصّل إلى الاتفاق النهائي والممتدة لـ 60 يوماً، وفي المقابل لن تقوم إيران بأيّ إجراء نووي خلال هذه الفترة.
وفيما يخصّ ملف العقوبات، أوضح المصدر المطلع لوكالة “تسنيم” أنه وفقاً للمادة الـ9، تعهّدت أميركا بعدم فرض أيّ عقوبات جديدة خلال فترة المفاوضات الرامية للتوصّل إلى الاتفاق النهائي والممتدة لـ 60 يوماً. كما تلتزم أميركا بناءً على المادة الـ7 بإلغاء العقوبات الأولية والثانوية وعقوبات مجلس الأمن الدولي ومجلس المحافظين، وذلك عقب التوصّل إلى الاتفاق النهائي.
آلية رفع العقوبات النفطية والمالية ومستقبل التخصيب
وأشار المصدر إلى أنه بموجب المادة الـ11، سيتمّ بعد توقيع مذكّرة التفاهم تطبيق الإعفاءات (Waiver) من العقوبات المتعلّقة ببيع النفط والبتروكيماويات والمشتقات النفطية، وستشمل هذه الإعفاءات مجالات الشحن والنقل والبيع والتأمين والمعاملات المالية الخاصة ببيع النفط، في حين ستجري استناداً إلى المادة الـ8، وعلى مدى 60 يوماً (قابلة للتمديد)، محادثات بشأن الملف النووي (تخصيب اليورانيوم والمواد النووية المخزّنة).
معادلة الردع: تعليق التفاهمات في حال أيّ اغتيال أو عدوان
وفي سياق متصل، كشف المصدر المطلع للوكالة أنّ مذكّرة التفاهم تنصّ على تعليق تنفيذها إذا وقع أيّ عدوان أو اغتيال في إيران أو جبهة المقاومة أو لبنان.
وأوضح المصدر أنّ المادة الـ13 من مذكّرة التفاهم تؤكّد أنه في حال وقوع أيّ عدوان أو أيّ عمليات عسكرية كالاغتيالات وغيرها في إيران أو جبهة المقاومة، بما في ذلك لبنان، فإنه وفقاً للتفاهم لن تُجرى أيّ مفاوضات بشأن الاتفاق النهائي، وبالتالي سيتمّ تعليق تنفيذ مذكّرة التفاهم، بما في ذلك فتح مضيق هرمز.
تعديلات اللحظات الأخيرة: السيادة اللبنانية والملاحة في هرمز
وفي سياق متصل، كانت وكالة “تسنيم” الإيرانية قد كشفت في وقت سابق من اليوم، نقلاً عن مصدر مطلع، أنّ “التحدّيات المختلفة بين إيران والولايات المتحدة بشأن بنود مذكّرة التفاهم استمرّت حتى الدقائق الأخيرة المؤدّية إلى الإعلان”. وأشارت الوكالة إلى أنّ محاور بعض التغييرات التي أُجريت في اليومين الأخيرين والساعات المؤدّية إلى إعلان مذكّرة التفاهم كانت بإضافة عبارة “ضمان السيادة واحترام وحدة الأراضي اللبنانية” إلى البند الأول من مذكّرة التفاهم (وكان ترامب يرفض إضافة هذه العبارة في النصوص السابقة).
وضمن المحاور التعديلية الأخيرة أيضاً، تمّت إضافة عبارة “إدارة خدمات الملاحة البحرية في مضيق هرمز” من قِبل إيران وعُمان إلى البند الخامس من مذكّرة التفاهم، واستثناء استيفاء الرسوم من السفن العابرة لمضيق هرمز لمدة 60 يوماً، حيث تعتزم إيران تحصيل رسوم الخدمات من السفن بعد انقضاء هذه المدة المحدّدة
