Algeria, Niger, and Nigeria signed a memorandum of understanding to carry out a gas pipeline project through the Sahara and agree on forming a technical committee and the monitoring committee to take the preliminary steps for studying and executing the project.

Algeria, Niger, and Nigeria signed in the Algerian capital signed a memorandum of understanding on Thursday about carrying out a gas pipeline project through the Sahara.

The memorandum was signed by Algerian Minister of Energy and Mineral Resources Muḥammad ‘Arqāb, Nigerian State Minister for Petrol Resources Timipre Sylva, and Minister of Petrol and Energy for Niger Sānī Muḥammadū. The meeting was also attended by Tawfīq Ḥakkār, General Director of the Sonatrach group.

This signing came to lay the ground for the third summit between Algeria, Nigeria, and Niger.

The Algerian Energy Minister said in a press statement after signing the memorandum of understanding that “this memorandum of understanding counts as a strong sign to the world about starting to realize this important project”.

He added that “the memorandum expresses the will of the three parties to realize this big and hopeful project. One of the most important decisions was to form a technical committee and a monitoring committee to take the preliminary steps for studying and activating the project in all its aspects”.

He continued: “the meeting today was following up on the previous meetings. We arrived at the point to put forward the memorandum of understanding to continue all programs that have been agreed upon to fulfill this project”.

The gas pipeline project through the Sahara counts to be a huge endeavor to transport gas and connect these three states by one single line of some 4000 kilometers.

On his behalf, the Minister of Niger for Petrol and Energy confirmed that “the project allows the African states to set up major projects amongst themselves and that also allows access to the energy resources in Africa”. He said: “We are very optimistic to develop in stages with this important project”.

On his behalf, the Nigerian State Minister for Petrol Resources said that the memorandum is “the fruit of commitment by the three states to develop and execute this project, and that will have positive effects on the energy security in Africa”.

Nigeria gave a green light to the Nigerian National Oil Agency last month to sign the memorandum of understanding with the Economic Organization of West African States (ECOWAS) in order for a project to extend the new gas pipeline from Africa to Europe without a timeframe when the extension will commence.

Deputy General Director for Energy Administration at the European Commission Matthieu Baldwin said that “the European Union strives to obtain additional gas supplies from Nigeria” at a time when the EU is preparing for the possible reduction of Russian supplies.

اتفاقية بين الجزائر والنيجر ونيجيريا لإنجاز مشروع أنبوب غاز عابر للصحراء

الجزائر والنيجر ونيجيريا يوقعون مذكرة تفاهم لإنجاز خط أنبوب غاز عابر للصحراء، ويتفقون على تشكيل لجنة تقنية ولجنة مراقبة لوضع اللمسات الأولية للدراسة وتفعيل المشروع

وقعت الجزائر والنيجر ونيجيريا في العاصمة الجزائر، اليوم الخميس، مذكرة تفاهم للشروع في إنجاز مشروع أنبوب الغاز العابر للصحراء.

ووقع المذكرة كل من وزير الطاقة والمناجم الجزائري محمد عرقاب ووزير الموارد البترولية لدولة نيجيريا تيميبري سيلفا ووزير البترول والطاقة للنيجر ساني محمدو، وحضر الاجتماع أيضاً توفيق حكار، المدير العام لمجمع “سوناطراك”.

وجاء هذا التوقيع تتويجاً للاجتماع الثالث بين الجزائر والنيجر ونيجيريا.

وقال وزير الطاقة الجزائري، في تصريح صحافي بعد التوقيع على مذكرة التفاهم، إنّ “مذكرة التفاهم هذه تُعد إشارة قوية للعالم حول الانطلاق في تجسيد هذا المشروع الهام”.

وأضاف أنّ “المذكرة تعبّر عن إرادة الأطراف الثلاثة لتجسيد هذا المشروع الطموح والكبير، ومن أهم القرارات تشكيل لجنة تقنية ولجنة مراقبة لوضع اللمسات الأولية للدراسة، وتفعيل المشروع من كل جوانبه”.

وتابع: “اجتماع اليوم كان مكملاً للاجتماعات السابقة، وتوصلنا إلى وضع مذكرة تفاهم لمواصلة كل البرامج المقررة لإنجاز هذا المشروع”.

ويُعد مشروع خط أنبوب الغاز العابر للصحراء رهاناً ضخماً لنقل الغاز، ويربط هذه البلدان الثلاثة على طريق يبلغ طوله نحو 4000 كيلومتر.

من جهته، أكد وزير البترول والطاقة للنيجر أنّ “المشروع يسمح للدول الأفريقية بإنشاء مشاريع كبرى فيما بينها، وهو ما يسمح أيضاً بتوفير موارد الطاقة في أفريقيا”. وقال: “نحن متفائلون جداً للتقدم في مراحل هذا المشروع الهام”.

بدوره، قال وزير الموارد البترولية لدولة نيجيريا إنّ المذكرة هي “ثمرة لالتزام الدول الثلاث لتطوير وتجسيد هذا المشروع، لما يحمله من انعكاسات إيجابية على الأمن الطاقوي لأفريقيا”.

وأعطت نيجيريا الضوء الأخضر لمؤسسة النفط الوطنية النيجيرية، الشهر الماضي، لتوقيع مذكرة تفاهم مع المجموعة الاقتصادية لدول غرب أفريقيا (إيكواس)، من أجل مشروع مد خط أنابيب غاز جديد من أفريقيا إلى أوروبا، من دون تحديد الوقت الذي سيبدأ فيه مدّ الخط. 

وكان نائب المدير العام لإدارة الطاقة في المفوضية الأوروبية ماثيو بالدوين قال إنّ “الاتحاد الأوروبي يسعى للحصول على إمدادات غاز إضافية من نيجيريا“، في الوقت الذي يستعد الاتحاد لخفض محتمل للإمدادات الروسية
