The Independent Electoral Supreme Council in Iraq announces its full readiness and says that there are 12 UN teams taking part in the monitoring of the special voting.
The Independent Electoral Supreme Council announced on Friday the participation of more than 435 voters in a special voting until midday, pointing out that the participation ratio in the special elections in the city of Basra until noon was more than 41%.
The Iraqi voters included in the special elections started to cast their votes today morning in the parliamentary elections, two days before the general voting.
Prime Minister Muṣṭafā al-Kāẓimī checked upon the voting process in several voting centers in the districts of al-Karh and ar-Raṣāfa and followed the implementation process of the security plan on the ground.
Al-Mayadeen correspondent reported from in front of the al-Karh center in Baghdad that members of the military turn up in high numbers at the election center saying that Iraqi helicopters guard the special voting in the Iraqi elections.
The special voting includes some 1,2 million voters being members of the security forces, refugees of prison inmates.
The Independent Electoral Supreme Council announced its full readiness pointing out that 12 UN teams will take part in the monitoring of the special voting.
On its own behalf the Joint Operations Command confirmed that it will not allow any security breach or chaos during the elections, adding that the safeguarding of the special voting goes according to plans.
On the other hand the Security Media Unit confirmed the participation of the air force in the plan of securing the elections via performing reconnaissance flights.
Official spokesman of the Electoral Commission Ğamāna Ġulāmī said that “the preparations for the special voting happened in the best fashion and sensitive material in relations to the voting were spread out to all election centers in the provincial offices.
On his own behalf the director of the media and public relations office in Niniveh told al-Mayadeen that the special voting election is like a prelude to the general elections, hoping that the atmosphere of the special voting will be ideal for the election on Sunday.
He pointed out that “there is good participation in southern Mosul by the army personnel”, saying that “there are international inspectors in a number of special voting election centers”.
Major General Yaḥyā Rasūl said that “there are no roadblocks at all”. Thus calling upon the Iraqis take part in big numbers on the elections Sunday.
This all comes amidst government strengthening the military organization, while the refuge camps in the north, west and middle of the country witnessed preparations for the elections with local and other inspectors from EU and the UN mission.
Previously the Secretary General of the “ ‘Aṣā’ib Ahl al-Ḥaqq [People of the Righteous Brigades]” Movement Qays al-Hazz ‘Alī had said that Iraq in the next period “is going to be at an intersection between the period that have ended and the period that will come in result of the elections”. He explained that “Iraq as a country has resources and capabilities to make it ready recuperating a major role”.

المفوضية العليا المستقلة للانتخابات في العراق تعلن جاهزيتها التامة، وتقول إنّ هناك 12 فريقاً تابعاً للأمم المتحدة سيشاركون في مراقبة التصويت الخاص.
أعلنت المفوضية العليا المستقلة للانتخابات، اليوم الجمعة، عن مشاركة أكثر من 435 ألف ناخب بالتصويت الخاص حتى منتصف النهار، مشيرةً إلى أنّ نسبة المشاركة بالتصويت الخاص في البصرة حتى 12 ظهراً بلغت 41%.
وبدأ الناخبون العراقيون المشمولون بالتصويت الخاص، صباح اليوم، الإدلاء بأصواتهم في الانتخابات التشريعية قبل يومين على الاقتراع العام.
واطلع رئيس مجلس الوزراء مصطفى الكاظمي على سير عملية التصويت الخاص في عدد من المراكز الانتخابية بجانبي الكرخ والرصافة، وتابع ميدانياً سير تنفيذ الخطة الأمنية.
وأفاد مراسل الميادين من أمام مركز الكرخ في بغداد بتوالي توافد العسكريين بكثافة على مراكز الاقتراع، قائلاً إنّ طائرات مروحية عراقية تواكب عمليات الاقتراع الخاص في الانتخابات العراقية.
ويشمل التصويت الخاص نحو مليون و200 ألف ناخب من منتسبي الأجهزة الأمنية والنازحين والسجناء.
وأعلنت المفوضية العليا المستقلة للانتخابات جاهزيتها التامة، مشيرةً إلى أن 12 فريقاً تابعاً للأمم المتحدة سيشاركون في مراقبة التصويت الخاص.
من جهتها، أكدت قيادة العمليات المشتركة عدم السماح بأي خرق أمني أو فوضى خلال الانتخابات، مضيفةً أن تأمين الاقتراع الخاص يسير كما هو مخطط له.
بدورها، أكدت خلية الاعلام الأمني مشاركة سلاح الجو في خطة تأمين الانتخابات من خلال تنفيذ طلعات جوية استطلاعية.
وقالت المتحدثة باسم مفوضية الانتخابات، جمانة غلاي، إن “الاستعدادات للاقتراع الخاص تمت على أفضل وجه، وتم توزيع المواد الحساسة المتعلقة بالتصويت على كل مراكز الاقتراع في مكاتب المحافظات”.
ومن جهته، قال مدير شعبة العلاقات والاعلام في نينوى للميادين، إن انتخابات الاقتراع الخاص تمثل عرساً انتخابياً، أملاً أن تنسحب أجواء الاقتراع الخاص على انتخابات الأحد.
وأشار إلى أن “هناك مشاركة جيدة في جنوب الموصل للعسكريين”، قائلاً إن “هناك مراقبون دوليون في عدد من مراكز الاقتراع الخاص”.
كذلك، قال اللواء يحيى رسول إنه “لا وجود لأي قطع للشوارع”، داعياً المواطنين للمشاركة بكثافة في الاقتراع يوم الأحد.
يأتي ذلك وسط تشديد حكومي على المؤسسة العسكرية، بينما شهدت مخيمات النازحين في شمال وغرب ووسط البلاد، تحضيرات للتصويت مع مراقبين محليين وآخرين من الاتحاد الأوروبي وبعثة الأمم المتحدة.
وفي وقت سابق، أعلن الأمين العام لحركة “عصائب أهل الحق”، قيس الخزعلي، أنّ العراق في المرحلة المقبلة “أمام مفترق طرق بين مرحلة انتهت والمرحلة التي ستأتي نتيجة الانتخابات”، موضحاً أنّ “العراق، كبلد، لديه من موارد ومؤهّلات تجعله مؤهَّلاً لأداء دور كبير”.
