The Kuwaiti government issues a royal decree by the Emir ruling to accept the resignations of the interior and defense ministers, who handed their resignation in yesterday, on Wednesday.
The official spokesman of the Kuwaiti government announced Thursday that a royal decree by the Emir was issued accepting the resignation from both the interior and defense ministers, who handed their resignations in yesterday, on Wednesday.
The spokesman of the government added that the royal decree rules to entrust Kuwait Foreign Minister Aḥmad Nāṣir aṣ-Ṣabāḥ with the duties of the defense ministry as a caretaker, and also to entrust Kuwaiti Oil Minister Muḥammad al-Fāris to take over the Interior Ministry as a caretaker.
It should be mentioned that the interior and defense ministers in the Kuwaiti government handed in their resignations yesterday, on Wednesday to the Speaker of the Parliament, aš-Šayh Ṣabāḥ al-Hālid.
The “al-Qabs” newspaper wrote that “both Deputy Prime Minister and Defense Minister aš-Šayh Ḥamad Ğābir al-‘Alī, and Deputy Prime Minister and Interior Minister aš-Šayh Aḥmad Manṣūr handed in their resignations to Ṣabāḥ al-Hālid“.
The newspaper explained that the resignation by the two ministers came as a protest against the recent abuse by the members of the National Assembly using methods to account them.
On his behalf resigned Defense Minister Ḥamad Ğābir al-‘Alī expressed his deepest regrets “for the situation the state goes through by the abuse in using methods granted in the constitution. This matter led us to take this step by handing in our resignations to his Excellency Speaker of the Parliament”. Thus according to his expressions.
Ğābir al-‘Alī added that “we swore in to safeguard the public wealth and took legal and reform minded steps, but in this atmosphere we cannot succeed, as if our failure was required from us, not our success”.
The Kuwaiti Parliament in a special session discussed the request to revoke trust from the Foreign Minister, which motion was started by 10 MPs.
The inquiry upon accusations included “the squander and embezzlement of public funds, breach of the law, administrative malfunction, lack of protection for the political and security interest of the country, failure to safeguard the interest of the state and the citizens abroad”.
During the inquiry session last week the Kuwaiti Foreign Minister reacted to these accusations saying that they are “lack of reality and specific accesses”.
This counts to be the second inquiry the Kuwaiti government faces by the MPs of the opposition in Kuwait since it swore in at the end of December 2021, as the Defense Minister faced a motion to revoke trust from him at the end of last.

أعلن المتحدث باسم الحكومة الكويتية، اليوم الخميس، صدور مرسوم أميري بقبول استقالتَي وزيري الدفاع والداخلية، واللتين تقدَّما بهما، أمس الأربعاء.
وأضاف المتحدث باسم الحكومة أن المرسوم الأميري قضى بتكليف وزير الخارجية الكويتي، أحمد ناصر الصباح، حقيبةَ وزارة الدفاع بالوكالة، كما كلّف وزير النفط الكويتي، محمد الفارس، تولي وزارة الداخلية بالوكالة.
يُذكَر أن وزيري الدفاع والداخلية في الحكومة الكويتية كانا تقدَّما باستقالتيهما، يوم أمس الأربعاء، إلى رئيس مجلس الوزراء الشيخ صباح الخالد.
وقالت صحيفة “القبس” إن “كلاً من نائب رئيس مجلس الوزراء، وزير الدفاع الشيخ حمد جابر العلي، ونائب رئيس مجلس الوزراء، وزير الداخلية الشيخ أحمد المنصور، تقدَّما باستقالتيهما إلى صباح الخالد”.
وأوضحت الصحيفة أن استقالتَي الوزيرين جاءتا اعتراضاً على تعسف أعضاء مجلس الأمة في استخدام أداة الاستجواب مؤخراً.
من جانبه، أعرب حمد جابر العلي، وزير الدفاع المستقيل، عن أسفه الشديد “لما آلت إليه الحالة في البلاد من تعسف في استخدام الأدوات الدستورية، الأمر الذي دفعنا إلى اتخاذ هذه الخطوة عبر رفع استقالتينا إلى سمو الرئيس”، على حد تعبيره.
وأضاف جابر العلي “لقد أقسمنا على المحافظة على المال العام، واتخذنا خطوات إصلاحية وقانونية، لكن لا يمكن أن ننجز في هذه الأجواء، وكأن المطلوب هو الفشل وليس الإنجاز”.
وكان البرلمان الكويتي ناقش، في جلسة خاصة، طلب طرح الثقة بوزير الخارجية المقدَّم من 10 نواب.
وتضمَّن الاستجواب اتهامات بـ”الهدر وتبديد المال العام، ومخالفة القوانين، والتخبط الإداري، وعدم حماية مصالح البلاد السياسية والأمنية، والإخفاق في رعاية مصالح الدولة ومواطنيها في الخارج”.
وخلال جلسة الاستجواب الأسبوع الماضي، ردّ وزير خارجية الكويت على تلك الاتهامات، بالقول إنّها “تفتقد وقائع ومخالفات محددة”.
ويُعَدُّ هذا ثاني استجواب تتعرَّض له الحكومة من جانب نواب المعارضة في الكويت منذ أدائها اليمين الدستورية في نهاية كانون الأول/ديسمبر 2021، إذ تخطّى وزير الدفاع الكويتي تصويتاً بسحب الثقة نهاية الشهر الماضي
