The participants on the “al-‘Ulā” Gulf Summit sign the “al-‘Ulā Statement”, which includes a reconciliation agreement between Qatar and the Gulf states. The Saudi Crown Prince calls upon the international community to stop the ballistic missile program, which threatens the region.
Saudi Foreign Minister Fayṣal ibn Farḥān in the final statement of the “al-Ulā Gulf Summit” confirmed that the summit “opens a new chapter for the stability and solidarity of the Gulf”, adding that the agreement of the summit “calls upon the non-interference in the domestic affairs”.
He continued: “The agreement calls for thwarting together any threats for the security of the Gulf and to reinstate the Gulf cooperation and the brotherly relations”, especially between Qatar and the 4 boycotting states.
The work of the Gulf Summit had commenced on Tuesday in the Saudi city of al-‘Ulā, where the participants signed there the “al-‘Ulā Statement”, which includes a reconciliation agreement between Qatar and the Gulf states.
During the summit, Saudi Crown Prince Muḥammad ibn Salmān called upon “the international community to stop the ballistic missile project threatening the peace of the region”.
Ibn Salmān confirmed the necessity to build upon the common features amongst the GCC states confronting the Iranian nuclear program.
On his own term, Emir of Kuwait Nawwāf al-Aḥmad al-Ğābir aṣ-Ṣabāḥ said that: “the name of our statement, the “Agreement of Solidarity” represents our commitment for the Arab nation”.
Emir of Qatar Tamīm ibn Ḥamad arrived today at the airport of the city of al-‘Alā in Saudi Arabia to take part in the 41st Gulf Summit.
The Saudi “al-Ihbāriyya” channel said that: “Saudi Crown Prince Muḥammad ibn Salmān welcomes the Emir of Qatar and immediately greeted him, as soon as he walked down the stairs of the plane”.
An Egyptian insider source to the Sputnik agency mentioned that: “Foreign Minister Sāmiḥ Šukrī takes part in the Gulf Summit”. Deputy President and Prime Minister of the Emirates Muḥammad ibn Rāšid Āl Maktūm as already departed for Saudi Arabia earlier today, only to take part in the Gulf Summit. According to the Bahraini News Agency, Bahraini Crown Prince Salmān ibn Ḥamad Āl Halīfa also takes part in the Gulf Summit.
Previously a high-ranking American official revealed that there has been a relaxation in the struggle, which goes on for three years between Qatar, Saudi Arabia, and other 3 Arab states.
He added that President Donald Trump’s advisor Jared Kushner helped in the negotiations and will take part in the ceremony of signing the agreement in addition to Middle East envoy Avy Berkovitz and special envoy to the Iranian matters Brian Hook. Also, the Emir of Kuwait will take part, whose country had a great role in achieving agreement between the sides of the division.
Before that Kuwait had announced the opening of the airspace, the land and maritime borders between Saudi-Arabia and Qatar starting from yesterday, Monday.
The Kuwaiti Foreign Ministry said in its announcement: “We welcome the decision on opening the land, maritime and areal borders between Saudi Arabia and Qatar starting from this night”. Thus pointing out that this development is an important step to solve the Gulf crisis going on without a halt since June 2017.
Saudi Crown Prince Muḥammad ibn Salmān confirmed that: “The summit will be to join in words, to unite the ranks and for inclusiveness and solidarity in face of the challenges witnessed in the region”.
Abū Zabī believed that the Gulf Summit held today will witness “historic shifts”. Thus Emirati State Minister for Foreign Affairs Anwār Qarqāš said that: “The GCC summit will restore the unity in the Gulf”.
While Saudi Arabia expressed that it intends to raise the blockade, there has been so similar statements by the other three blockading states, yet the same American official said: “We believe that they will also join in raising the blockade”, and the official added that in the essence of the upcoming agreement Qatar will relinquish its court cases connected to the blockade.
Both Turkey and the Ḥamās Movement welcomed the decision on opening the areal, land, and maritime borders between Saudi Arabia and Qatar.
Saudi Arabia, the Emirates Bahrain, and Egypt cut their relations with Qatar and imposed a blockade upon it on land, air, and sea since mid-2017, accusing it of support for terrorism. Qatar denied this saying that the blockade intends to limit its sovereignty.

المشاركون في قمة “العلا” الخليجية يوقعون على “بيان العلا” الذي يتضمن اتفاق المصالحة بين قطر والدول الخليجية، وولي العهد السعودي يدعو المجتمع الدولي لوقف برامج الصواريخ البالستية المهددة للسلم بالمنطقة.
أكد وزير الخارجية السعودي فيصل بن فرحان، في ختام “قمة العلا” الخليجيّة، أن القمة “تفتح صفحة جديدة لاستقرار وتضامن الخليج”، مضيفاً أن اتفاق القمة “يدعو إلى عدم التدخل في الشؤون الداخلية”
وتابع: “الاتفاق يدعو إلى التصدي المشترك لأي تهديدات لأمن الخليج، واستعادة التعاون الخليجي والعلاقات الأخوية”، خاصةً بين قطر والدول الـ4 التي قاطعته
وكانت قد انطلقت، اليوم الثلاثاء، أعمال القمة الخليجية في مدينة العلا السعودية، حيث وقّع المشاركون فيها على “بيان العلا” الذي يتضمن اتفاق المصالحة بين قطر والدول الخليجية
وخلال القمة، دعا ولي العهد السعودي محمد بن سلمان “المجتمع الدولي إلى وقف برامج الصواريخ البالستية المهددة للسلم بالمنطقة
وأكد ابن سلمان ضرورة البناء على العوامل المشتركة بين دول مجلس التعاون، مهاجماً البرنامج النوويّ الإيرانيّ
من جهته، قال أمير دولة الكويت نواف الأحمد الجابر الصباح إن “تسمية إعلاننا “اتفاق التضامن” يعكس حرصنا على الأمة العربية
وكان أمير قطر الشيخ تميم بن حمد وصل اليوم إلى مطار مدينة العلا في السعودية للمشاركة في القمة الخليجية الـ 41
وقالت قناة “الإخبارية” السعودية إن “ولي العهد السعودي الأمير محمد بن سلمان استقبل أمير قطر بعناق فور نزوله عن سلم الطائرة
كما ذكر مصدر مصري مطلع لوكالة “سبوتنيك” أن “وزير الخارجية المصري سامح شكري يشارك في القمة الخليجية”. وتوجه محمد بن راشد آل مكتوم، نائب رئيس الإمارات ورئيس مجلس الوزراء، في وقت سابق من اليوم، إلى السعودية، وذلك لحضور القمة الخليجية. كما يشارك في القمة الخليجية ولي عهد البحرين سلمان بن حمد آل خليفة، بحسب وكالة الأنباء البحرينية
وفي وقت سابق، كشف مسؤول أميركي رفيع عن تحقيق انفراجة في النزاع المستمر منذ ثلاثة أعوام بين قطر وكل من السعودية وثلاث دول عربية أخرى
وأضاف أن جاريد كوشنر، مستشار الرئيس دونالد ترامب، ساعد في المفاوضات، وسيحضر مراسم توقيع الاتفاق، إضافة إلى آفي بيركوفيتز مبعوث الشرق الأوسط وبريان هوك المبعوث المختص بالملف الإيراني، كذلك أمير الكويت الذي كان لبلاده دور كبير في تحقيق التقارب بين أطراف الخلاف
سبق ذلك إعلان الكويت الاتفاق على فتح الأجواء والحدود البرية والبحرية بين السعودية وقطر اعتباراً من أمس الإثنين
وقالت وزارة الخارجية الكويتية في بيانها: “نرحب بقرار فتح الحدود البرية والبحرية والجوية بين قطر والسعودية اعتباراً من هذا المساء”، لافتةً إلى أن هذا التطور يمثل خطوة هامة لحل الأزمة الخليجية المتواصلة منذ حزيران/يونيو 2017

وبينما أوضحت السعودية أنها تعتزم رفع الحصار، لم يصدر عن الدول الثلاث الأخرى تصريح مماثل، لكن المسؤول الأميركي قال: “نتوقع أنهم سينضمون أيضاً لرفع الحصار”. وأضاف المسؤول أنه بموجب الاتفاق الوشيك، ستتخلى قطر عن الدعاوى القضائية المتعلقة بالحصار.
