The Senegalese Foreign Ministry summons the Ukrainian ambassador in Dacar, Yuri Bovarov to protests against his call to recruit Senegalese people to taking part in Ukraine’s war against Russia.
The Senegalese Foreign Ministry announced that it summoned the Ukrainian ambassador in Dacar, Yuri Bovarov to protest against his call to recruit Senegalese people for participating in Ukraine’s war against Russia.
The Foreign Ministry mentioned in a statement a post on Facebook posted by the Ukrainian embassy in Dacar on Thursday calling for Senegalese volunteers and foreign citizens in Senegal to join the war against Russia, and described such action as “illegal”.
The ministry said: “Ambassador Bovarov was summoned immediately to the ministry to investigate the truth behind this post”. Thus pointing out that the Ukrainian ambassador “confirmed that indeed the call exists and 36 applicants were registered”.
The Senegalese Foreign Ministry expressed its “upmost condemnation for these actions, which constitute a blatant breach of the Vienna convention on diplomatic relations, not withstanding the commitments to respect the laws and the institutions of the host country”.
The Senegalese Foreign Ministry demanded the Ukrainian ambassador to “revoke this call immediately and stop all measures to recruit Senegalese or foreign nationals on Senegalese soil”. Thus adding that it “upholds the right to take actions based on the situation”.
The ministry ended this with underlining that “the recruitment of volunteers, mercenaries or foreign fighters on Senegalese soil is illegal and is to be punished as stipulated in the law”.
It should be remembered that on 24 February Russia launched a special military operation in Ukraine after the two republics, Donetsk and Luhansk asked for help facing the heavy attacks by the Ukrainian forces against their territories.

أعلنت الخارجية السنغالية أنها استدعت السفير الأوكراني في دكار يوري بوفاروف، احتجاجاً على دعوته إلى تجنيد سنغاليين للمشاركة في حربها ضد روسيا.
وذكرت الخارجية، في بيان، أنّ منشوراً في “فيسبوك” نشرته السفارة الأوكرانية في دكار يوم الخميس، دعا المتطوعين السنغاليين والمواطنين الأجانب في السنغال للانضمام إلى حربها ضد روسيا، ووصفته بأنه “غير قانوني”.
وقالت الوزارة: “استُدعي السفير بوفاروف على الفور إلى الوزارة للتحقق من صحة هذا المنشور”، لافتة إلى أنّ السفير الأوكراني “أكد فعلاً وجود الدعوة وتسجيل 36 مرشحاً متطوعاً”.
وعبرت الخارجية السنغالية عن “إدانتها بشدة لهذه الممارسة التي تشكل انتهاكاً صارخاً لاتفاقية فيينا للعلاقات الدبلوماسية، ولا سيما فيما يتعلق بالالتزام باحترام قوانين وأنظمة الدولة المستقبلة”.
وطالبت الخارجية السنغالية السفير الأوكراني “بسحب ذلك النداء على الفور، ووقف أي إجراءات لتجنيد السنغاليين أو الأجانب من الأراضي السنغالية”، مضيفةً أنها “تحتفظ بحقها في اتخاذ أي قرار بناء على الوضع”.
واختتمت الوزارة بالتشديد على أنّ “تجنيد المتطوعين أو المرتزقة أو المقاتلين الأجانب في الأراضي السنغالية غير قانوني، ويخضع للعقوبات المنصوص عليها في القانون”.
يُذكر أنّ روسيا بدأت عملية عسكرية خاصة في أوكرانيا 24 شباط/فبراير المنصرم، بعد أن طلبت جمهوريتا دوينتسك ولوغانسك المساعدة منها في وجه الهجمات المكثفة للقوات الأوكرانية على أراضيهما
