Tunisian President Qays Sa‘īd decrees new orders most important of them to lift the immunity of the parliament members and confirms that “he is adamant to enact the text of the constitution”.
Tunisian President Qays Sa‘īd issued a presidential decree lifting the parliamentary immunity of all the members of the National Assembly for the duration of its work being frozen. He ordered the general secretary of the National Assembly to be the acting operative and financial director of the Parliament.
Sa‘īd called upon everyone in Tunisia and abroad to assure the rights and liberties, because he “rules by the law”, thus pointing out that “the state is not a dummy to be moved on strings and there are lobbies moving the strings behind the curtains”.
The Tunisian President confirmed that he “is adamant to enact the text of the constitution and no one was detained or denounced of his rights”. Thus he pointed out that these extraordinary measures “are to guarantee the rights, the liberties and the continuity of the state”.
Sa‘īd stressed that “there is no space to toy with the state, to break it up, or blow it up from inside”. With this he pointed out that takes trust from “the popular authorization, which was shown in many occasions, like on 25 July”.
Sa‘īd charged the advisor of the President’s office at the National Security Department Riḍā Ġarsalāwī to take charge of the Interior Ministry.
Ġarsalāwī swore in in front of the Tunisian President to take charge of the Tunisian Ministry of Interior enacting section 89 [80] of the constitution.
Sa‘īd has previously called upon the Tunisian people to exercise calm and not to be moved by provocations and rumors, confirming that his measures are in line of the country’s constitution. This came after Monday he issued a presidential decree deciding to depose the Prime Minister and take over the administration of the Interior Ministry of Hišām al-Mašīšī.
Al-Mašīšī said on Thursday that he is not barred from any of his rights, denying the rumors which said that faced beatings or threats by arms in the Carthage Palace.

الرئيس التونسي قيس سعيّد يصدر أوامر جديدة أهمها رفع الحصانة عن أعضاء البرلمان، ويؤكد أنه “حريص على تطبيق النص الدستوري”.
أصدر الرئيس التونسي قيس سعيّد أمراً رئاسياً برفع الحصانة البرلمانية عن كل أعضاء مجلس الشعب طيلة مدة تعليق أعماله، وكلّف كاتب عام مجلس النواب بتصريف الأعمال الإدارية والمالية للمجلس.
ودعا سعيّد الجميع في تونس وخارجها إلى أن يطمئن على الحقوق والحريات، لأنه “يحتكم إلى القانون”، مشيراً إلى أن “الدولة ليست دمية تحركها الخيوط، وهناك لوبيات تحرك الخيوط من خلف الستار”.
وأكّد الرئيس التونسي أنه “حريص على تطبيق النص الدستوري، ولم يتم اعتقال أحد أو حرمان أحد من حقوقه”، مشيراً إلى أنه اتخذ هذه التدابير الاستثنائية “ضماناً للحقوق والحريات واستمرارية الدولة”.
وشدد سعيّد على أنه “لا مجال للتلاعب بالدولة أو تقسيمها أو تفجيرها من الداخل”، لافتاً إلى أنه يستمد الثقة من “التوكيل الشعبي الذي ظهر في أكثر من مناسبة، وكذلك يوم 25 تموز/يوليو”.
وكلّف سعيد المستشار لدى رئيس الجمهورية في دائرة الأمن القومي رضا غرسلاوي بتسيير أعمال وزارة الداخلية.
وأدى غرسلاوي اليمين الدستورية أمام الرئيس التونسي لتسيير أعمال وزارة الداخلية التونسية طبقاً للفصل الـ89 من الدستور.
وكان سعيّد دعا في وقت سابق الشعب التونسي إلى التزام الهدوء وعدم الانجرار وراء الاستفزازات والشائعات، مؤكداً أن إجراءاته متّسقة مع دستور البلاد، وذلك بعد أن أصدر الإثنين الماضي أمراً رئاسياً قرّر فيه إعفاء رئيس الحكومة والمكلَّف إدارةَ وزارة الداخلية هشام المشيشي.
وقال المشيشي، اليوم الخميس، إنه ليس ممنوعاً من أيّ حق من حقوقه، نافياً الشائعات التي قالت إنه تعرّض للضرب أو للتهديد بالسلاح في قصر قرطاج.
من جهته، دعا رئيس حركة “النهضة” التونسية راشد الغنوشي، في وقت سابق اليوم، إلى حوار وطني في البلاد، مبدياً استعداد حزبه لـ”أيّ تنازلات من أجل إعادة الديمقراطية”.
ودعا الغنوشي، في مقابلة مع وكالة “فرانس برس”، إلى “إجراء حوار وطني من أجل معرفة كيف تكون لتونس حكومة”، مشيراً إلى أنه ومنذ صدور القرارات الرئاسية “ليس هناك حديث مع السيد رئيس الجمهورية، ولا مع أعوانه”.
إلى ذلك، كشف الأمين العام المساعد في “الاتحاد العام التونسي للشغل“، محمد علي البوغديري، أن الاتحاد سيقدّم إلى رئاسة الجمهورية خريطة طريق تتضمّن تصورات متعلقة بالجانبين السياسي والاقتصادي، ودعا إلى الإسراع في إنهاء الوضع الانتقالي في أقرب وقت.
