Algeria announces “the immediate stop to the friendship, good neighbor and cooperation memorandum with Spain” after its “unjustified” stance about Western Sahara.
Algeria announced on Wednesday to “immediately suspend” the friendship, good neighbor, and cooperation memorandum with Spain, and this is for its [Spain’s] stance in Western Sahara.
The statement of the Algerian Presidency held that “the Spanish authorities laid out a campaign to justify the position it showed about Western Sahara breaching its legal, moral and political commitments as the administrative authority over a region, which formed part of the Spanish Kingdom until the new of its colonial rule of Western Sahara”.
The statement underlined that “these same authorities, which carry hold responsibility for its unjustified change in position since the announcements on 18 March 2022, during which the present Spanish government gave its full support to an illegal and unlawful amendment for autonomy the occupying power claimed. This occupying power is working on strengthening the actual colonial situation by using false pretexts”.
The statement added: “Indeed this position of the Spanish government breaches the international legality it is being binding by being an administrative power, by undermining the efforts of the United Nations and the personal representative of the Secretary-General, and thus directly contributing to the collapse of the situation in Western Sahara and in the region”.
It also announced that “built on this Algeria decided to proceed by immediately suspending the friendship, good neighbor and cooperation memorandum it signed on 8 October 2002 with Spain, which until now outlined the developing relations between the two countries”.
The aforementioned memorandum between the two states was signed on 8 October 2002, yet the relations between Algeria and Spain went through a number of major crises since the sudden change of position by the Spanish government about the matter of Western Sahara.
According to the Moroccan Royal Court Office, in March the Spanish government in a letter sent by Prime Minister Pedro Sanchez to the Moroccan monarch VI. Muḥammad described the Moroccan autonomy initiative in the Sahara as “the most serious” one for settlement in the disputed region.
This counts to be a “historic transition” in the position of Madrid about the matter, considering it is the former colonial power of the region, also mentioning that in the past it held a neutral position.
Since 1975 there is a struggle between Morocco and the “Polisario” Front about the Sahara region, which started after the Spanish occupation ended its presence in the area. The struggle transformed into an armed confrontation, which lasted until 1991. This was ended by signing a ceasefire agreement under the supervision of the United Nations.
Rabat is adamantly claiming its rights over the Sahara region and proposes a broad autonomy under its sovereignty, while the “Polisario” demands a referendum to decide the fate of the region. This is the proposition Algeria is supporting, which hosts refugees from the disputed region.

الجزائر تعلن “الوقف الفوري لمعاهدة الصداقة وحسن الجوار والتعاون مع إسبانيا”، بعد موقفها “غير المبرر” بشأن الصحراء الغربية
أعلنت الجزائر، اليوم الأربعاء، “التعليق الفوري” لمعاهدة الصداقة وحسن الجوار والتعاون مع إسبانيا، وذلك لموقفها من القضية الصحراوية.
وجاء في بيانٍ لرئاسة الجمهورية الجزائرية، أنّ “السلطات الإسبانية انخرطت في حملة لتبرير الموقف الذي تبنّته بشأن الصحراء الغربية في انتهاك لالتزاماتها القانونية والأخلاقية والسياسية، بصفتها السلطة القائمة بإدارة الإقليم الذي يثقل كاهل مملكة إسبانيا حتى إنهاء استعمار الصحراء الغربية”.
وشدد البيان على أنّ “هذه السلطات نفسها التي تتحمل المسؤولية عن تغيير غير مبرر لموقفها منذ إعلانات 18 آذار/مارس 2022، التي من خلالها قدمت الحكومة الإسبانية الحالية دعمها الكامل للصيغة غير القانونية وغير المشروعة للحكم الذاتي الداخلي التي تنادي بها قوة الاحتلال، والتي تعمل على تعزيز الأمر الواقع الاستعماري باستخدام الحجج الكاذبة”.
وأضاف البيان: “إن موقف الحكومة الإسبانية هذا ينتهك الشرعية الدولية المفروضة عليها من خلال وضعها كقوة إدارية، ويقوّض جهود الأمم المتحدة والمبعوث الشخصي الجديد للأمين العام، ويسهم بشكل مباشر في تدهور الوضع في الصحراء الغربية، وفي المنطقة”.
وأعلنت أنّه “بناءً على ذلك، قرّرت الجزائر المضي قدماً في التعليق الفوري لمعاهدة الصداقة وحسن الجوار والتعاون التي أبرمتها في 8 تشرين الأول/أكتوبر 2002 مع إسبانيا، والتي تحكم حتى الآن العلاقات التنموية بين البلدين”.
وأُبرمت المعاهدة المذكورة بين البلدين في 8 تشرين الأول/أكتوبر 2002، غير أنّ العلاقات بين الجزائر وإسبانيا تمرّ بأزمةٍ كبيرة منذ التغير المفاجئ في موقف الحكومة الإسبانية من القضية الصحراوية.
ووصفت الحكومة الإسبانية، في آذار/مارس الفائت، في رسالة بعثها رئيسها بيدرو سانشيز إلى العاهل المغربي محمد السادس، مبادرة الحكم الذاتي المغربية في الصحراء بـ”الأكثر جدية” للتسوية في الإقليم المتنازع عليه، بحسب بيان للديوان الملكي المغربي.
ويعدُّ هذا “تحولاً تاريخياً” في موقف مدريد من القضية، باعتبارها المستعمر السابق للإقليم، لا سيما أنّها كانت تتبنى موقفاً محايداً في السابق.
ومنذ 1975، هناك نزاع بين المغرب وجبهة “البوليساريو” حول إقليم الصحراء، بدأ بعد إنهاء الاحتلال الإسباني وجوده في المنطقة. وتحوّل الصراع إلى مواجهة مسلحة استمرت حتى 1991، وتوقفت بتوقيع اتفاق لوقف إطلاق النار، برعاية الأمم المتحدة.
وتصر الرباط على أحقيتها في إقليم الصحراء، وتقترح حكماً ذاتياً موسعاً تحت سيادتها، فيما تطالب “البوليساريو” باستفتاء لتقرير مصير الإقليم، وهو طرح تدعمه الجزائر التي تستضيف لاجئين من الإقليم المتنازع عليه
