The necessary parliamentary consultations for Lebanese President Mīšāl ‘Awn ruled to name Sa‘ad al-Ḥarīrī to form a new government with 65 votes out of the 120 representatives. Al-Ḥarīrī after swore in after his appointment executing the French initiative and to form a government of non-partisan specialists.
Appointed head of government Sa‘ad al-Ḥarīrī announced in his speech after meeting with President Mīšāl ‘Awn that he is looking forward to the parliamentary consultation, which confirmed his appointment.
Al-Ḥarīrī in his speech thanked those who named him: “to form a government of non-partisan specialists”, according to his words, and added: “The government will implement the content of the French initiative, and I say to the Lebanese that I will uphold my vow to them to stop the collapse that threatens our economy”.
The general office of the presidency announced in its statement that President ‘Awn “after the necessary parliamentary consultation has been conducted and after he consulted with the Speaker of the Parliament Nabīh Barry and looked through its results officially that he asked President Sa‘ad al-Ḥarīrī to be appointed to form a new government”.
Reporter of al-Mayadeen in Beirut reported that by the result of the necessary parliamentary consultation called upon by President Mīšāl ‘Awn today, on Thursday, Sa‘ad al-Ḥarīrī was entrusted to form the Lebanese government after he gained the votes of 65 representatives out of the 120.
Speaker of the Parliament Nabīh Barry said in Ba‘abdā that: “The formation of the government the fastest possible gives an optimistic atmosphere to the matters and an optimistic climate between the president’s and between the Future Movement and the Free Patriotic Movement”.
Lebanese President Mīšāl ‘Awn started the necessary parliamentary consultation in order to name the Prime Minister yesterday morning after the differences went on for weeks and a decision was delayed about the new government.
Al-Ḥarīrī was named today by former PM Nağīb Mīqātī, former PM Tammām Salām, Deputy Speaker of the Parliament Eli al-Farzalī, the Future faction, the Armenian parliamentary faction, the Development and Liberation faction, the Progressive Party faction, the “National Block”, the “Democratic Meeting” faction, the Future Middle faction, the National and Social faction and independent representatives: Nihād al-Mašnūq, Idī Damarğiyān, Mīšāl Ḍāhir, Ğihād aṣ-Ṣamad, and Wağān Ṭālūziyān.
Representative Mario ‘Awn confirmed from the Ba‘abdā Palace that: “The Ḍamān al-Ğabal faction will not support candidate al-Ḥarīrī to be the head of the government”. While representative Ğubrān Bāsīl after the “Strong Lebanon” faction met the President said: “We took part as a constitutional and recognized faction in the consultation answering the call of the president. First of all the position of the movement is known, as it is with a reform government formed by specialist leader and ministers, and also for the atmosphere of the French initiative.”
He added: “This time the conditions of the consultations led to the point that there is only one candidate not being a specialist, but instead a primarily politician one. Therefore we decided not to name anyone, and not to name him”. Explaining: “Our position is solely political and not personal and that arises from relying on the measures of unity in the formation of any government.
On its own term the faction of the Resistance yesterday announced that it will not name anyone to form a government, a matter that was announced today during the consultation.
Al-Ḥarīrī gave himself as a candidate to form the new government as he is able to execute the plan, which was laid out by French President Emmanuel Macron to execute reforms to gain foreign aids, which are heavily needed by Lebanon. He also warned of a civil war at a time the country is sinking into the worst financial crisis. He did this in a televised interview, in which he confirmed that he is the natural candidate to be the PM.
Lebanese President Mīšāl ‘Awn decided to postpone the necessary legal consultation until today after it was due to happen last Thursday. That happened “based on the request by some Lebanese factions to point out the difficulties that shall be worked on to be overcome”, according to the statement.

الاستشارات النيابية الملزمة لرئيس الجمهورية اللبنانية ميشال عون تفضي إلى تسمية سعد الحريري لتأليف الحكومة الجديدة بـ65 صوتاً من أصل 120 نائباً. والحريري يتعهد بعد تكليفه بتطبيق المبادرة الفرنسية وتشكيل حكومة اختصاصيين من غير الحزبيين
أعلن رئيس الحكومة المكلف سعد الحريري، في كلمة بعد لقائه رئيس الجمهورية اللبناني ميشال عون، أنه أطلعه على نتيجة الاستشارات النيابية التي أفضت إلى تكليف
الحريري شكر في كلمته من سمّوه “لتشكيل حكومة اختصاصيين من غير الحزبيين”، وفق قوله، وأضاف: “الحكومة ستطبق مواد المبادرة الفرنسية، وأقول للبنانيين إنّي عازم على الالتزام بوعدي لهم بإيقاف الانهيار الذي يتهدد اقتصادنا
وكانت المديرية العامة في رئاسة الجمهورية أعلنت، في بيان، أن الرئيس عون “بعدما أجرى الاستشارات النيابية الملزمة، وبعدما تشاور مع رئيس مجلس النواب نبيه بري، وأطلعه على نتائجها رسمياً، استدعى الرئيس سعد الحريري لتكليفه بتشكيل الحكومة الجديدة
وكان مراسل الميادين في بيروت أفاد بأنه في نتيجة الاستشارات النيابية الملزمة التي أجراها رئيس الجمهورية ميشال عون، اليوم الخميس، تم تكليف سعد الحريري بتأليف الحكومة اللبنانية بعد نيله أصوات 65 نائباً من أصل 120
رئيس مجلس النواب نبيه بري قال من بعبدا إنَّ “تشكيل الحكومة في أسرع مما هو متوقع، يُعطي أجواءً تفاؤلية للأمور، والجو تفاؤلي بين الرئيسين، وبين تيار المستقبل والتيار الوطني الحر
وبدأ الرئيس اللبناني ميشال عون الاستشارات النيابية الملزمة لتسمية رئيس جديد للوزراء صباح اليوم الخميس، بعد أن أدَّت خلافات على مدى أسابيع إلى تأخير الاتفاق على حكومة جديد
وتمّت تسمية الحريري اليوم من قبل رئيس الحكومة الأسبق نجيب ميقاتي ، ورئيس الحكومة الأسبق تمام سلام ، ونائب رئيس مجلس النواب إيلي الفرزلي ، وكتلة المستقبل، وكتلة نواب الأرمن ، وكتلة التنمية والتحرير، وكتلة الحزب التقدمي، و”التكتل الوطني”، وكتلة “اللقاء الديمقراطي”، وكتلة الوسط المستقل، والكتلة القومية الاجتماعية. والنواب المستقلين: نهاد المشنوق، إدي دمرجيان، ميشال ضاهر، جهاد الصمد، وجان طالوزيان
النائب ماريو عون أكد من قصر بعبدا أن “كتلة ضمانة الجبل لم تؤيد ترشيح الحريري لرئاسة الحكومة”. أما النائب جبران باسيل، وبعد لقاء تكتل “لبنان القوي” رئيس الجمهورية، فقال: “شاركنا كتكتل دستورياً وميثاقياً في الاستشارات تلبية لدعوة الرئيس. أولاً موقف التيار معروف، لأنه مع حكومة إصلاح من اختصاصيين برئيسها ووزرائها، وجو المبادرة الفرنسية كذلك
وأضاف: “هذه المرة في الاستشارات أفضت الظروف إلى أن يكون هناك مرشح واحد غير اختصاصي، بل سياسي بامتياز. لذلك قررنا ألا نسمي أحداً، وألا نسميه”، موضحاً: “موقفنا سياسي بحت، وليس شخصياً، وهو نابع من اعتماد معايير واحدة في تأليف أي حكومة
بدورها، أعلنت كتلة الوفاء للمقاومة أمس أنها لم تسمّ أحداً لتشكيل الحكومة ، الأمر الذي أعلنت عنه اليوم خلال الاستشارات
وقد قدّم الحريري نفسه كمرشح لتشكيل حكومة جديدة، يمكنها أن تنفذ خارطة الطريق التي وضعها الرئيس الفرنسي إيمانويل ماكرون، لتطبيق إصلاحات تمهّد لإطلاق المساعدات الخارجية التي يحتاجها لبنان بشدة، محذراً من حرب داخلية في وقت تغرق فيه البلاد في أسوأ أزمة مالية منذ الحرب الأهلية، وذلك في مقابلة متلفزة كان قد أكَّد فيها أنه المرشح الطبيعي لرئاسة الحكومة
وكان رئيس الجمهورية اللبنانية ميشال عون قرر تأجيل الاستشارات النيابية الملزمة إلى اليوم، بعد أن كانت مقررة الخميس المنصرم، وذلك “بناءً على طلب بعض الكتل النيابية، لبروز صعوبات تستوجب العمل على حلها”، وفق بيان الرئاسة
