The Head of the National Unity Government ‘Abd al-Ḥamīd ad-Dabība during his meeting with Algerian President ‘Abd al-Mağīd Tabbūn on Monday at the Algerian Presidency hands over an “a general framework plan to restore security for the people by holding elections”.
The Head of the National Unity Government ‘Abd al-Ḥamīd ad-Dabība on Monday handed over his plan to Algerian President ‘Abd al-Mağīd Tabbūn about holding elections, thus within efforts to mobilize regional and international support for it.
According to a statement by the Libyan government, all this came in a meeting bringing together Tabbūn and ad-Dabība, who on Monday started his official visit to Algeria (without announcing its length).
There have been misunderstandings between the official Libyan authorities, also about the electoral law, which prevented holding the presidential elections on 24 December 2021 within the U.N. endorsed the plan.
The Libyan government said that ad-Dabība handed over a plan to Tabbūn about the general framework for a plan “to restore security for the people” by holding elections.
It explained that this framework includes “measures taken by the government to hold elections and an overall vision about this”.
It underlined that the plan “requires regional and international support for its execution”.
According to the statement, Tabbūn expressed his support for these “steps and international cooperation in the matter, and to prepare an international summit hosted by Algeria supporting having elections in Libya”.
This step was announced by ad-Dabība on 12 February aiming to hold parliamentary elections on 30 June 2022 to end all existing political splits, also within the government.
At the same time as the plan of ad-Dabība last week, the Joint Libyan Commission of the National Assembly of Ṭubruq (the East) and the Supreme State (Legislative Advisory) Council met in Cairo last week to put together the constitutional basis for having parliamentary and presidential elections within the U.N. initiative.
According to the Algerian official television following the meeting with Tabbūn ad-Dabība said that he discussed “a number of matters, most important amongst them the next elections in Libya”.
It explained that he gave the overview of his government “to achieve an important (electoral) plan and move Libya ahead of the state of transition to the state of stability and popular choice”.
He continued that the meeting put lied out the important role of Algeria in supporting the elections and its proceedings at the closest time possible.
Ad-Dabība said that with Tabbūn he discussed the possibility of holding a summit on the level of foreign ministers about the elections in Libya.
He also reported that the need for increased economic cooperation was also proposed between the two countries, especially in the field of oil and natural gas within the current global conditions with the aim of increasing the production and cooperation in controlling their prices and markets.
A few days ago on a separate occasion, Tabbūn and his Foreign Minister Ramṭān La‘māmara have met with Libyan Foreign Minister Nağlā’ al-Manqūš.
At that time Algeria confirmed its support for the efforts of the Libyan Unity Government “to achieve fair and legal elections”.
Libyan suffers from a state of the political division since the National Assembly last March granted support for Fatḥī Bāšāġā to be its new president.
Ad-Dabība refuses to hand over power, except to a government, which is formed by the newly elected parliament, thus executing the rulings of the Political Dialogue Meeting.
The Libyans hope to hold parliamentary and presidential elections, which would contribute to ending the armed conflict from which the oil-rich county is suffering for years.

الدبيبة يسلم تبون خطة الانتخابات ويتطلع إلى دعم إقليمي ودولي

رئيس حكومة الوحدة الوطنية عبد الحميد الدبيبة، يسلم الرئيس الجزائري عبد المجيد تبون، خلال لقائهما اليوم الإثنين بمقر الرئاسة الجزائرية، “الإطار العام لخطة عودة الأمانة للشعب لإجراء الانتخابات
سلّم رئيس حكومة الوحدة الوطنية الليبية عبد الحميد الدبيبة، الإثنين، خطته لإجراء الانتخابات إلى الرئيس الجزائري عبد المجيد تبون، ضمن جهود لحشد دعم إقليم ودولي لها.
جاء ذلك خلال لقاء جمع تبون والدبيبة الذي بدأ الإثنين زيارة رسمية للجزائر (غير معلنة المدة)، بحسب بيان للحكومة الليبيةوجراء خلافات بين المؤسسات الرسمية الليبية لا سيما بشأن قانوني الانتخاب، تعذر إجراء انتخابات رئاسية في 24 كانون الأول/ديسمبر 2021، ضمن خطة ترعاها الأمم المتحدة.
وقالت الحكومة الليبية إن الدبيبة سلّم تبون الإطار العام لخطة “عودة الأمانة للشعب” لإجراء الانتخابات.
وأوضحت أن هذا الإطار يتضمن “الإجراءات التي قامت بها الحكومة لتنفيذ الانتخابات وكذلك الرؤية العامة بهذا الشأن”.
وشددت على أنّ الخطة “تتطلب دعما إقليمياً ودولياً لتنفيذها”.
وأعرب تبون عن دعمه لهذه “الخطوات والتنسيق الدولي بشأنها والتحضير لعقد مؤتمر دولي تستضيفه الجزائر داعماً لإجراء الانتخابات في ليبيا”، وفق البيان.
وهذه الخطة أعلنها الدبيبة في 12 شباط/فبراير الماضي، وتستهدف إجراء انتخابات برلمانية في 30 حزيران/يونيو 2022، لإنهاء جميع الأجسام السياسية الموجودة، بما فيها حكومته.
وبالتوازي مع خطة الدبيبة، اجتمعت في القاهرة الأسبوع الماضي لجنة ليبية مشتركة من مجلس النواب بطبرق (شرق) والمجلس الأعلى للدولة (نيابي استشاري) لوضع قاعدة دستورية لإجراء انتخابات برلمانية ورئاسية، وذلك بمبادرة من الأمم المتحدة.
وعقب لقائه تبون، قال الدبيبة إنه بحث “عدداً من الملفات، أهمها عقد الانتخابات المقبلة في ليبيا”، وفق التلفزيون الرسمي الجزائري.
وأوضح أنه قدم تصور حكومته لـ”إنجاز هذا المشروع (الانتخابات) المهم والمرور بليبيا من دائرة الانتقالية إلى دائرة الاستقرار واختيار الشعب”.
وتابع أن اللقاء تطرق إلى الدور المهم المأمول من الجزائر في دعم الانتخابات وإجرائها في أقرب وقت ممكن.
وقال الدبيبة إنه بحث مع تبون إمكانية عقد مؤتمر على مستوى وزراء خارجية الدول حول الانتخابات في ليبيا.
كما أفاد بأنه تم التطرق إلى ضرورة زيادة التعاون الاقتصادي بين البلدين، خاصة بمجال النفط والغاز في ظل الظروف العالمية الراهنة، بهدف زيادة الإنتاج والتنسيق في التحكم في الأسعار وتسويقها.
وقبل أيام، التقى تبون ووزير خارجيته رمطان لعمامرة على نحو منفصل مع وزيرة الخارجية الليبية نجلاء المنقوش.
وأكدت الجزائر آنذاك دعمها لجهود حكومة الوحدة الليبية لـ”الوصول إلى انتخابات نزيهة وشرعية”.
وتعاني ليبيا حالة انقسام سياسي منذ أن منح مجلس النواب، مطلع آذار مارس الماضي، الثقة لفتحي باشاغا رئيسا لحكومة جديدة.
ويرفض الدبيبة تسليم السلطة إلا لحكومة تأتي وفق برلمان جديد منتخب، تنفيذاً لمخرجات ملتقى الحوار السياسي.
