With Russian support… Niger announces restoring control in Niamey after a military uprising

The Nigerien authorities announce regaining control over the 101st airbase and over sensitive positions in Niamey after an insurrection with the participation of soldiers. This came amidst rising tensions following repeated losses against the armed groups.

The authorities in Niger announced regaining control over the strategic air base in the capital Niamey, after an insurrection carried out by the soldiers and which witnessed heavy fighting and explosions lasting for hours close to the airport and the presidential district during yet the latest threat faced by the military authority led by ‘Abd ar-Raḥmān Tiyānī.

Nigerien Defense Minister Salifou Modi said that a group of military personnel “broke military order” and around 00:20 Saturday attempted to kidnap a number of their colleagues within Base 101 in Niamey before opening fire at sensitive positions in the capital.

He added that the rapid intervention of the defense and security forces managed to contain the movement and gradually regain control over the targeted positions, calling upon the population of Niamey to remain calm and continue their activities in a normal fashion.

Hundreds of soldiers took part in the insurrection

On Saturday night the official media in Niger stated that in the attack “hundreds of dissatisfied soldiers took part” and that “the clashes lasted for several hours before the forces loyal to Tiyānī managed to regain control”. The official television showed scenes saying that the insubordinate soldiers surrendered themselves”.

Three security sources reported that the Presidential Guard took a move to defend Tiyānī during the events. According to Reuters the President of the Military Council did not appear publicly until

Sunday morning.

It stated that sounds of explosions and firefights were heard since the first hours of Saturday in various areas of Niamey, especially around the Diore Hamani International Airport and adjacent airbase, but also around the area of Balatou that hosts the Presidential Palace and the main governmental institutions.

The broadcast of the official radio and television stopped for hours at the peak of the tension, while the National Council for Defense of the Homeland called upon the citizens to be untied and mindful. Also confirming the loyalty of the defense and security forces.

A strategic base for the Nigerien forces and the Sahel Alliance

The airbase lies within the same compound that contains the civilian airport in Niamey, hosting military planes and drones and anti-terrorist unites of the “Alliance of Sahel States” that consists of Niger, Mali and Burkina Faso, in addition to the presence of Russian and Italian forces.

The same base had suffered two previous attacks during this year. The in January was carried out a branch of Dā‘išm while the second one in June carried out by a branch linked to al-Qā‘ida.

Russian intervention via the “Africa Corps”

In a noticeable development Russian ambassador to Niger Victor Vorobayev has revealed to the Russian “TASS” news agency that the Nigerien militry leadership requested the support of the “Africa Corps” of the Russian Ministry of Defense to help to crush the uprising attempt.

Vorobayef said that the young officers that took part in the attempt “might have received instructions for foreign sides”. A source on the ground reported that members of the “Africa Corps”  fought along the forces of the Presidential Guard, using suicide drones against the insurrectionist positions, before the governmental forces regained full control over Base 101 on Saturday night.

Soldiers from certain regions have suffered major losses

According to Reuters in the military move many soldiers took part who are concentrated in Niamey, while others came from the regions of Alam, Tira and Doso, in which regions the army unites have faced massive losses during the fight with the armed groups in the Western and Southern parts of Niger.

Analysts and security source link the rising tension within the army to the state of confusion at the front line units in result of the constant attacks and human losses, despite that the Military Council had justified its coup against President Muḥammad Bāzūm in July 2023 among other reasons by the need to improve the security situation.

The southwestern regions of Niger has witnessed a series of bloody attacks during recent months, including an attack by “Dā‘iš” in August, which according to Reuters led to killing 18 soldiers.

Yet another internal challenge faced by Tiyānī

The insurrection on Saturday differs from the previous attacks against the airport that this time the authorities contributed it to troops within the same armed forces, which reveal the new internal dimension of the security crises the Military Council is facing.

Since Tiyānī took power in 2023 Niger downsized its military cooperation with France and the United States and enhanced its cooperation with Russia, just like along with Mali and Burkina Faso withdrew from the Economic Community of the West African States “ECOWAS” and with them founded “the Alliance of Sahel States”.

The conflicts also coincided with the growing tensions between Niamey and Paris about the uranium sector after the Nigerien authorities took control over the assets of the French uranium company within the frame of heading to enhance governmental control the mineral resources.

Algeria was the first state to condemn the recent events in Niger, expressing its full solidarity with the Nigerien leadership. All that at a time, when no officials statement was issued by the rest of the Western, or regional states until now. The “Alliance of Sahel States” also confirmed its full support “to the authorities of the Republic of Niger”, confirming its dedication to preserve the unity, control and stability of the allied states. Similarly, Türkiye also confirmed its solidarity with Niger after the recent events and called for “self restraint” to preserve the security and stability of the country.

أعلنت السلطات في النيجر استعادة السيطرة على قاعدة عسكرية جوية استراتيجية في العاصمة نيامي، بعد تمرد نفّذه جنود، السبت، وشهد إطلاق نار كثيفاً وانفجارات استمرت ساعات قرب المطار والمنطقة الرئاسية، في أحدث تحدٍّ يواجه السلطة العسكرية بقيادة، عبد الرحمن تياني.

وقال وزير الدفاع النيجري، ساليفو مودي، إنّ مجموعة من العسكريين “خرجت عن النظام العسكري” وحاولت، قرابة الساعة 00:20 من فجر السبت، احتجاز عدد من زملائها داخل القاعدة 101 في نيامي، قبل أن تطلق النار باتجاه مواقع حساسة في العاصمة.

وأضاف أنّ التدخّل السريع لقوات الدفاع والأمن أتاح احتواء التحرّك واستعادة السيطرة تدريجياً على المواقع المستهدفة، داعياً سكان نيامي إلى الهدوء ومواصلة أنشطتهم بصورة طبيعية.

مئات الجنود شاركوا في التمرّد

وقالت وسائل الإعلام الرسمية في النيجر، مساء السبت، إنّ الهجوم شارك فيه “مئات الجنود الساخطين”، وأنّ “المواجهات استمرت عدة ساعات قبل أن تتمكّن القوات الموالية لتياني من استعادة السيطرة”. وعرض التلفزيون الرسمي مشاهد قال إنها لعسكريين متمرّدين وهم يسلّمون أنفسهم.

وأفادت ثلاثة مصادر أمنية بأنّ الحرس الرئاسي تحرّك للدفاع عن تياني خلال الأحداث. ولم يظهر رئيس المجلس العسكري علناً، حتى صباح اليوم الأحد، وفق “رويترز”.

وكانت أصوات الانفجارات وإطلاق النار سُمعت منذ الساعات الأولى من السبت في مناطق مختلفة من نيامي، خصوصاً حول مطار ديوري حماني الدولي والقاعدة الجوية العسكرية المجاورة له، وكذلك في منطقة بلاتو التي تضمّ القصر الرئاسي ومؤسسات حكومية رئيسية.

وتوقّف بثّ الإذاعة والتلفزيون الرسميين لساعات في ذروة التوتر، فيما دعا المجلس الوطني لحماية الوطن المواطنين إلى الوحدة واليقظة، مؤكّداً تعبئة قوات الدفاع والأمن.

قاعدة استراتيجية لقوات النيجر وتحالف الساحل

وتقع القاعدة الجوية داخل المجمع نفسه الذي يضم المطار المدني في نيامي، وتستضيف طائرات ومسيّرات عسكرية ووحدة لمكافحة الإرهاب تابعة لـ”تحالف دول الساحل” الذي يضمّ النيجر ومالي وبوركينا فاسو، إضافة إلى وجود قوات روسية وإيطالية.

وتعرّضت القاعدة نفسها لهجومين سابقين خلال العام الجاري، الأول في كانون الثاني/يناير نفّذه فرع تنظيم “داعش”، والثاني في حزيران/يونيو نفّذه فرع مرتبط بتنظيم “القاعدة”.

تدخّل روسي عبر الفيلق الأفريقي

وفي تطوّر لافت، كشف السفير الروسي في النيجر، فيكتور فوروبايف، لوكالة “تاس” الروسية، أنّ القيادة العسكرية النيجرية طلبت دعم “الفيلق الأفريقي” التابع لوزارة الدفاع الروسية للمساعدة في قمع محاولة التمرّد.

وقال فوروبايف إنّ الضباط الشباب المشاركين في المحاولة “ربما كانوا يتلقّون توجيهات من جهات خارجية”. وأفادت مصادر ميدانية بأنّ عناصر “الفيلق الأفريقي” قاتلوا إلى جانب قوات الحرس الرئاسي، مستخدمين طائرات مسيّرة انقضاضية ضدّ مواقع المتمرّدين، قبل أن تستعيد القوات النظامية السيطرة الكاملة على القاعدة الجوية 101 مساء السبت.

جنود من مناطق تكبّدت خسائر كبيرة

وبحسب “رويترز”، شارك في التحرّك العسكري جنود متمركزون في نيامي وآخرون قدموا من مناطق والام وتيرا ودوسو، وهي مناطق تعرّضت فيها وحدات الجيش لخسائر كبيرة خلال القتال مع الجماعات المسلحة في غرب وجنوب غرب النيجر.

ويربط محللون ومصادر أمنية التوتر المتصاعد داخل الجيش بحالة إحباط لدى وحدات الخطوط الأمامية نتيجة استمرار الهجمات والخسائر البشرية، برغم أنّ المجلس العسكري برّر انقلابه على الرئيس، محمد بازوم، في تموز/يوليو 2023، من بين أسباب أخرى، بالحاجة إلى تحسين الوضع الأمني.

وشهدت مناطق جنوب غرب النيجر سلسلة هجمات دامية خلال الأشهر الأخيرة، بينها هجوم نفّذه “داعش”، في آب/أغسطس الجاري، وأدّى، بحسب “رويترز”، إلى مقتل 18 جندياً.

تحدّ داخلي جديد أمام تياني

ويختلف تمرّد السبت عن الهجمات السابقة على المطار في أنّ السلطات تنسبه هذه المرة إلى عناصر من داخل القوات المسلحة نفسها، ما يكشف عن بعد داخلي جديد للأزمة الأمنية التي تواجهها السلطة العسكرية.

ومنذ وصول تياني إلى السلطة عام 2023، قلّصت النيجر تعاونها العسكري مع فرنسا والولايات المتحدة، وعزّزت علاقاتها مع روسيا، كما انسحبت مع مالي وبوركينا فاسو من المجموعة الاقتصادية لدول غرب أفريقيا “إيكواس” وأسست معها “تحالف دول الساحل”.

وتزامنت الاضطرابات أيضاً مع تصاعد التوتر بين نيامي وباريس بشأن قطاع اليورانيوم، بعدما سيطرت السلطات النيجرية على أصول تابعة لشركة أورانو الفرنسية، في إطار توجّهها لتعزيز السيطرة الحكومية على الموارد المعدنية.

وكانت الجزائر أوّل دولة تدين أحداث النيجر الأخيرة، معبّرة عن تضامنها الكامل مع قيادة النيجر، في وقت لم تصدر فيه بيانات رسمية من باقي الدول الغربية أو الإقليمية حتى الآن. كما أكد “تحالف دول الساحل “دعمه الكامل” لمؤسسات جمهورية النيجر، مؤكداً عزمه على الحفاظ على وحدة وتماسك واستقرار دول التحالف. كذلك، أكدت تركيا تضامنها مع النيجر بعد الأحداث الأخيرة وتدعو إلى “ضبط النفس” حفاظاً على الأمن والاستقرار في البلاد
