Syrian President Baššār al-Asad issues a decree removing the president of the ministerial council ‘Imād Muḥammad Dīb Hamīs from his office. This comes after nearly four years for him working in this position, as Hamīs was appointed into this office since 3 July 2016 after he was Minister of Electricity in the previous government.

The presidential announcement also included that President al-Asad appointed Ḥussayn ‘Arnūs to the role of president of the ministerial council, while he still holds the task of minister of water resources. The announcement pointed out that the government will continue its work until the new elections of the National Assembly.
Ḥussayn ‘Arnūs Was born in the town of al-Tall, belonging to Ma‘rat an-Nu‘mān in the province of Idlib in Northern Syria in 1953. He graduated in the Faculty of Civil Engineering at the University of Aleppo in 1978. He took over the directorship of engineers’ guild between 1989 and 1994.
He was also appointed as director of the public company for the highways between 1992 and 2002. Since 2002 until 2004 he worked as deputy minister of transportation. He also worked as a general director for the public institution for highway transportation between 2004 and 2009.
He got appointed as governor of Dayr az-Zūr from 2009 until 2011. Then he became governor of al-Qunayṭra province in 2011. Between 2014 and 2016 he worked as Minister of Public Works. Since 2018 until his appointment as Prime Minister he worked as Minister of Water Resources.
Experts following the Syrian situation view that the removal of Hamīs from his position goes back to the dwindling of the economic situation in the country during the war imposed on Syria and especially in times. As the Syrian pound recently has witnessed a huge loss of values against the dollar. That caused great anxiety and fears in the Syrian streets, which had its affect on the prices of the commodities.
A number of members of the National Assembly called for the deprivation of trust from the government, while others viewed that one of the reasons of the weakening of the currency is the flawed policies exercised by the government.

الرئيس السوري بشار الاسد يصدر قرارا باعفاء رئيس مجلس الوزراء عماد محمد ديب خميس من منصبه، وذلك بعد نحو اربع سنوات من شغله لهذا المنصب، حيث تم تعيين خميس في هذا المنصب منذ الثالث من تموز عام 2016 بعد ان كان وزيرا للكهرباء في الحكومة السابقة
البيان الرئاسي ضم ايضا تكليف الرئيس الأسد للمهندس حسين عرنوس بمهام رئيس مجلس الوزراء إضافة لمهامه كوزير للموارد المائية، واشار البيان الى استمرار الحكومة بأعمالها لحين انتخاب مجلس الشعب الجديد
حسين عرنوس وهو من مواليد قرية التح التابعة لمعرة النعمان في محافظة ادلب شمالي سوريا عام 1953، تخرج في كلية الهندسة المدنية بجامعة حلب عام 1978. وتسلم رئاسة فرع نقابة المهندسين بإدلب بين عامي تسع وثمانين وواربعة وتسعين
كما عين مدير الشركة العامة للطرق بين عامي اثنان وتسعين والفين واثنين. ومن عام الفين واثنين الى الفين واربعة شغل منصب معاون وزير المواصلات. كما شغل منصب مدير عام المؤسسة العامة للمواصلات الطرقية منذ عام الفين واربعة الى الفين وتسعة
وعين محافظا لدير الزور منذ عام الفين وتسعة الى الفين واحد عشر، ثم محافظا للقنيطرة عام الفين واحد عشر. وبين عامين الفين واربعة عشر الى الفين وستة عشر شغل منصب وزير الاشغال. ومن عام الفين وثمانية عشر الى تكليفه برئاسة الوزراء كان يشغل منصب وزير الموارد المائية
مراقبون للاوضاع السورية يروون ان اقالة خميس من منصبه تعود الى تدهور الاوضاع الاقتصادية في البلاد خلال الحرب المفروضة على سوريا وخصوصا في الفترة الاخيرة، حيث شهدت الليرة السورية مؤخرا تراجعا كبيرا في قيمتها أمام الدولار، ما أثار تخبطا واستياء كبيرا في الشارع السوري الذي انعكس بدوره على أسعار السلع الاستهلاكية
ونادى عدد من أعضاء مجلس الشعب بحجب الثقة عن الحكومة، فيما رأى اخرون ان أحد اسباب انخفاض العملة هو سياسات خاطئة مارستها الحكومة
