The U.N. envoy for Yemen says that “the Yemeni sides responded to the ceasefire proposal in a positive fashion”, and explains that the ceasefire “will allow the fuel ships to enter the port of al-Ḥudayda”.
U.N. envoy for Yemen Hans Grundberg announced that “the conflicting sides in Yemen responded in a positive fashion to the U.N. proposal about the two months-long ceasefires, which goes into effect tomorrow, on 2 April at 7 p.m. local time”.
Grundberg explained that this ceasefire “will allow the fuel ships to enter the port of al-Ḥudayda and operate certain flights to be operated at Sana’a airport”, thus pointing out that “the countrywide ceasefire can be renewed if both sides agree”.
Commenting on the announcement of the ceasefire member of the Supreme Political Council Muḥammad ‘Alī al-Ḥūtī in a comment of Twitter said that “the ceasefire announced by the U.N. envoy is trustworthy and is in effect”. They added that “the Yemeni people must exercise caution”.

On his behalf, the president of Sana’a’s negotiations delegation Muḥammad ‘Abd as-Salām welcomed the announcement by the U.N. envoy for Yemen about the humanitarian ceasefire”.
‘Abd as-Salām pointed out that “in short, this ceasefire will stop all military operations. Sana’a airport will be open for a number of flights, as will also the port of al-Ḥudayda will be opened for the oil products for a number of ships during the two months of the ceasefire”.

The text of the U.N. ceasefire
The U.N. explained that its ceasefire lasting for two months will contain the following conditions:
- Cessation of all attacking land, air and naval military operation within Yemen and abroad and all current military positions on the ground will be frozen.
- 18 oil products carrying ships will enter the port of al-Ḥudayda
- Weekly two commercial flights will operate to and from Sana’a to the Jordanian Hashemite Kingdom and the Arab Republic of Egypt.
- As soon as the ceasefire comes to effect the U.N. Special Envoy will call upon the parties for a meeting to open the roads at Ta‘izz and all other provinces to allow the movement of the citizens, children, women, and men to and use their transportations profiting from the atmosphere of the ceasefire.
- The sides will cooperate with the Special Envoy about their proposals in the matter of the following steps toward ending the war.
The U.N. explained that these temporal arrangements in their very nature are unprecedented.
About the peculiarities and the timeframe the U.N. pointed out the followings:
- The ceasefire enters effect after 24 hours that the Special Envoy about it.
- Within the timeframe of 24 hours the sides will be responsible to inform the forces under their command to cease all attacking military operations and freeze all military positions on the ground.
- The sides will appoint a liaison officer for works with the office of the U.N. Secretary-General’s Special Envoy’s office for Yemen about the matters of the ceasefire, including the military details to support the ceasefire’s process and to respect it. As there will be no independent monitoring, the office of U.N. Secretary-General’s Special Envoy for Yemen will provide coordination, which will require assistance by the sides to execute the ceasefire.
- The ceasefire is up to renewal by the agreement of the sides.
Two days ago Hans Grundberg U.N. envoy for Yemen announced that the Yemeni sides achieved progress about reaching a ceasefire “providing an ease to the harshness of the fuel, movement and gap transport crisis”. Thus welcoming all diplomatic initiatives progressing towards relaunching the political process.
The Saudi Coalition ceased all its operations in Yemen two days ago in morning and mentioned that “this comes as a success for the ongoing negotiations at Riyadh and creates a positive atmosphere to create peace”.
The decision of the coalition comes after a peace initiative that was proposed by the President of the Supreme Political Council in Yemen Mahdī al-Mušāṭ a few days prior. This started its announcement by “suspending the missiles and drone strikes and all military towards Saudi Arabia on a unilateral manner on land, air, and sea”.

مبعوث الأمم المتحدة إلى اليمن يقول إنَّ “الأطراف اليمنية استجابت بصورة إيجابيّة لمقترح الهدنة”، ويوضح أنّ الهدنة “ستسمح لسفن الوقود بدخول ميناء الحُديدة
أعلن مبعوث الأمم المتحدة إلى اليمن، هانس غروندبرغ، أنَّ “أطراف النّزاع في اليمن استجابت، بصورة إيجابية، لمقترح الأمم المتحدة بشأن هدنةٍ لمدة شهرين، تدخل حيز التنفيذ يوم غد، الـ2 من نيسان/أبريل، في الساعة 7 مساءً بالتوقيت المحلي”.
وأوضح غروندبرغ أنَّ هذه الهدنة “ستسمح لسفن الوقود بدخول ميناء الحُديدة، وتشغيلِ رحلاتٍ جويةٍ محددةٍ من مطار صنعاء”، مشيراً إلى أنَّ “وقف إطلاق النار على مستوى البلاد يمكن تجديده بموافقة الطرفين”.
وتعليقاً على إعلان الهدنة، قال عضو المجلس السياسي الأعلى، محمد علي الحوثي، في تغريدة في “تويتر”، إنَّ “الهدنة المعلنة من جانب المبعوث الأممي تتحقق صدقيتها بالتنفيذ”، وأضاف أنَّ “على الشعب اليمني توخّي الحذر
بدوره، رحّب رئيس وفد صنعاء المفاوض، محمد عبد السلام، بإعلان المبعوث الأممي إلى اليمن الهدنةَ الإنسانية.
وأشار عبد السلام إلى أنّه “بموجب هذه الهدنة ستتوقف العمليات العسكرية، ويُفتح مطار صنعاء الدولي لعددٍ من الرحلات، وكذلك سيُفتح ميناء الحديدة أمام المشتقات النفطية لعددٍ من السفن خلال شهرَي الهدنة”.
نصّ هدنة الأمم المتحدة
أوضحت الأمم المتحدة أنَّ هدنتها التي تمتد لشهرين ستضمن العناصر التالية:
1- وقف جميع العمليات العسكرية الهجومية، البرية والجوية والبحرية، داخل اليمن وخارجه، وتجميد المواقع العسكرية الحالية على الأرض.
2- دخول 18 سفينة من سفن المشتقات النفطية إلى ميناء الحُديدة.
3- تشغيل رحلتين جويتين تجاريتين أسبوعياً إلى صنعاء ومنها، إلى المملكة الأردنية الهاشمية وجمهورية مصر العربية.
4- فور دخول الهدنة حيّز التنفيذ، سوف يدعو المبعوث الأممي الخاص الأطراف إلى اجتماعٍ، للاتفاق على فتح طرقٍ في تعز وغيرها من المحافظات، لتيسير حركة المدنيين من رجال ونساء وأطفال وتنقلاتهم، بالاستفادة من الجو الذي تهيئة الهدنة.
5- تعاطي الأطراف مع المبعوث الخاص بشأن المقترحات حول الخطوات القادمة نحو إنهاء الحرب.
وأوضحت الأمم المتحدة أنَّ هذه الترتيبات مؤقتة في طبيعتها، وهي لا تمثّل سابقةً.
وبخصوص الطرائق وتحديد الإطار الزمني، بيّنت الأمم المتحدة ما يلي:
1- تدخل الهدنة حيّز التنفيذ بعد 24 ساعة من إعلان المبعوث الخاص عنها.
2- خلال مدة الـ 24 ساعة، تكون الأطراف مسؤولةً عن إبلاغ القوات المنضوية تحتها بوقف جميع العمليات العسكرية الهجومية، وتجميد المواقع العسكرية على الأرض.
3- سوف يُعيّن الأطراف ضباطَ ارتباطٍ مخوَّلين للعمل مع مكتب المبعوث الخاص للأمين العام للأمم المتحدة إلى اليمن على جميع جوانب الهدنة، بما فيها الجوانب العسكرية، لدعم الامتثال للهدنة واحترامها. ومع أنّه لن تكون هناك مراقبةٌ مستقلّةٌ، سوف يُقدِّم مكتب المبعوث الخاص للأمين العام للأمم المتحدة إلى اليمن دعم التنسيق الذي يطلبه الأطراف للمساعدة في تنفيذ الهدنة.
4- الهدنة قابلة للتمديد بموافقة الأطراف.
وقبل يومين، أعلن المبعوث الأممي إلى اليمن، هانس غروندبرغ، تحقيق تقدّم مع الأطراف اليمنية بشأن إمكان التوصل إلى هدنة، “تتضمن تخفيف حدّة أزمة الوقود وتيسير الحركة والتنقل”، مُرحّباً بجميع المبادرات الدبلوماسية، الرامية إلى استئناف العملية السياسية.
وكان التحالف السعودي أوقف عملياته في اليمن، صباح أمس الأول، وذكر أنَّ ذلك “يأتي لإنجاح المشاورات الجارية في الرياض، وخلق بيئة إيجابية لصنع السلام”.
وأتى قرار التحالف بعد مبادرة السلام التي قدّمها رئيس المجلس السياسي الأعلى في اليمن، مهدي المشاط، قبل أيام، والتي بدأها بإعلانه “تعليق الضربات الصاروخية والطيران المسيّر والأعمال العسكرية كافّةً في اتجاه السعودية، بصورة أحادية، برّاً وبحراً وجوّاً
