The Iraqi-Irani security agreement proposal was signed about dismantling and evicting 5 gatherings of Iranian separatist parties at the border of the two countries. That has to take place within the set timeframe not later than 19 September.

Information from al-Mayadeen suggests that a security meeting was held between the representatives of Tehran, Baghdad, and Irbīl, where proofs and maps were presented about the existence of headquarters spread out along the mountain chain along the border of the two countries and an organization is planning military activities against the Iranian cities.
According to the information Iran outlined 5 headquarters of these holding the troops there following Iranian separatist parties and groups responsible for the operations that had been witnessed in the Iranian cities. At the top of the list, there is “Kōmala”, “Pīğāk”, and “The Democratic Iranian Kurdistan”, aside from other groups.
Iranian ambassador in Baghdad Kāẓem Āl Ṣādeq said that by the meetings held in Tehran and in the [Iraqi Kurdistan] Region “we see serious will by the Iraqi side to distance these groups from the Iranian border”.
Āl Ṣādeq added that “the designated authorities provided maps on the positions of the headquarters and strongholds of their presence and their training”, pointing out that “this matter is taken care of”.

In this context, the Joint Iraqi Committee was formed by the Ministry of Foreign Affairs, the National Security, and the Intelligence Services, in addition to the Ministry of Interior of the Kurdistan Region. The result of the coordination within this framework was singing the Iraqi-Irani security proposal concentrating on 4 points to settle the matter before 19 September this year.
These points guarantee the disarmament of these troops, handing over those against whom arrest warrants were issued, deploying federal troops along the border, and distancing the remaining troops to other places with the condition that the [Iraqi Kurdistan] Region guarantees their safety.
3 gatherings have already been dismantled at Saydakān in Northern Iraq. According to the sources Baghdad handles this issue seriously raises by Tehran, so that Irbīl would not slip out of its control.
Iran had agreed with Iraq to disarm the terrorist groups within Iraqi Kurdistan and to close down the military positions.
In the same context on Sunday, Iranian Defense Minister Brigadier General Moḥammad Āštiyānī confirmed that the Irani-Iraqi agreement on disarming the terrorists and expelling them from the Iraqi Kurdistan Region “shall not be extended”. Thus according to what the Iranian Mehr news agency mentioned.
Āštiyānī said: “There is no extension to the set deadline. We will take measures based on the agreement we reached at the appropriate time”.
As for the measures that the Iraqi side had taken so far, Āštiyānī added: “Some of the actions have been achieved and the matter shall be judged at the last hour. We will take our decisions based on that evaluation”.
Official Spokesman of the Iraqi Joint Operations Command Taḥsīn al-Haffāğī had said that “the security forces started an operation to impose the state of law and the authority of the state upon all border positions with Iran and to prevent the use of the Iraqi territories for attacks against any of the neighboring states. That is guaranteed by the Iraqi constitution”.
Al-Haffāğī had confirmed that “the Iraqi forces posses the militia capability to secure the Iraqi-Iranian border strip”, and that “there is a high level of cooperation with the government of the Iraqi Kurdistan Region about this matter”.
He pointed out that “Iraq is fully committed to implementing the security agreement with Iran that is serving the highest interest of the Iraqi national security”.
On his own behalf members of the Kurdistani National Union’s leadership, Ġiyāt as-Sūrağī said that “Iraq effectively started to implement the security agreement with Iran, especially about dismantling the armed terrorist groups that are present at the Iraqi-Iranian border”. Thus explaining that “many of these groups have been distanced from the border and their weapons have been taken away”.
Earlier sources of al-Mayadeen have reported that “a committee on the ground will oversee the operation evicting the Iranian separatist gatherings that are present in Iraqi Kurdistan Region”.
In August official spokesman of the Iranian Foreign Ministry, Nāṣer Ka‘ānī confirmed the agreement with Iraq on closing down the headquarters of the terrorist groups in Kurdistan and seizing their weapons. He pointed out that the final deadline for the implementation of the agreement is 19 September.
Iraqi Foreign Minister Fu’ād Ḥussayn had confirmed in a press conference held with his Iranian colleague Ḥosseyn Amīr ‘Abdollahiyān that his country has taken all measures to distance the separatist terrorists from the Iranian border, pointing out that “a number of groups have been disarmed along the Iraqi-Iranian border”.

أفادت معلومات للميادين بانعقاد اجتماع أمني ضمّ ممثلين عن طهران وبغداد وأربيل، حيث قُدمت فيه أدلة وخرائط عن وجود مقارّ تتوزع على سلسلة الجبال الممتدة بين البلدين، يُخطط فيها تنظيم أنشطة عسكرية ضدّ المدن الإيرانية
وبحسب المعلومات، فقد حدّدت إيران 5 مقارّ من هذه المقرات، محمّلةً عناصر يتبعون لمجموعات وأحزاب انفصالية إيرانية مسؤولية العمليات التي تشهدُها مدن إيرانية، على رأسها “كوملة” و”بيجاك” و”الديمقراطي الكردستاني الإيراني” ومجموعاتٌ أخرى.
وقال السفير الإيراني في بغداد كاظم آل صادق إنّه من خلال اجتماعات عُقدت في طهران والإقليم، “نرى إرادة جادة من الجانب العراقي لإبعاد هذه المجموعات من الحدود الإيرانية”.
وأضاف آل صادق أنّ “الجهات المعنية سلّمت خرائط لأماكن المقرات ومراكز تواجدهم وتدريبهم”، مشيراً إلى أنّ “هذه المسألة تُعالج”
وفي هذا السياق، شُكّلت لجنة عراقية مشتركة ضمت وزارة الخارجية وجهازي الأمن القومي والمخابرات، إضافةً إلى وزير داخلية إقليم كردستان. وقد نتج عن التنسيق في هذا الإطار توقيع محضر أمني عراقي إيراني ارتكز على 4 نقاط لإنهاء الملف قبل التاسع عشر من أيلول/سبتمبر الحاليِ.
وتتضمن هذه النقاط نزع سلاح العناصر، وتسليم من صدرت بحقهم مذكرات قبض، ونشر قوات اتحادية على الحدود، وإبعاد العناصر المتبقّين إلى أماكن أخرى تحت سقف شرطٍ من الإقليم لضمان سلامتهم.
وقد جرى تفكيك 3 تجمعاتٍ في سيدكان شمالي العراق. وهناك جدية مِن بغداد تجاه هذا الملف تلمسها طهران ولا تدور إربيل خارج محورها، وفق المصادر.
وكانت إيران قد اتفقت مع العراق على نزع سلاح الجماعات الإرهابية في كردستان العراق، وإغلاق مقارها العسكرية.
وفي وقتٍ سابق اليوم، أكّد وزير الدفاع الإيراني، العميد محمد آشتياني، أنّ الاتفاق الإيراني – العراقي، لنزع سلاح الإرهابيين وطردهم من إقليم كردستان العراق “لن يتم تمديده“، وفق ما ذكرت وكالة “مهر” الإيرانية.
وقال آشتياني: “ليس هناك أي تمديد للمهلة المحددة، وسنتخذ إجراءات بناء على الاتفاق الذي توصلنا إليه في الوقت المناسب”.
وبشأن الإجراءات التي اتخذها الجانب العراقي حتى الآن، أضاف آشتياني: “تم إنجاز بعض الأعمال، وسنقيّم الأمر في الساعات الأخيرة، وسنتخذ قرارنا بناءً على هذا التقييم”.
وكان المتحدث باسم قيادة العمليات المشتركة العراقية، تحسين الخفاجي، قال في وقت سابق، إنّ “القوات الأمنية بدأت عملية فرض القانون وسلطة الدولة على جميع النقاط الحدودية مع إيران، لمنع استخدام الأراضي العراقية للاعتداء على أي دولة من دول الجوار، وهذا ما يؤكده الدستور العراقي”.
وأكّد الخفاجي” أنّ “القوات العراقية لديها الإمكانيات العسكرية لضبط الشريط الحدودي العراقي الإيراني”، و”هناك تنسيق عالي المستوى مع حكومة إقليم كردستان في هذا الأمر”.
كما لفت إلى أنّ “العراق ملتزم تماماً بتنفيذ الاتفاق الأمني مع إیران لما فيه من مصلحة عليا للأمن القومي العراقي”.
من جهته، قال القيادي في الاتحاد الوطني الكردستاني غياث السورجي، إنّ “العراق بدأ بشكل فعلي تطبيق الاتفاق الأمني مع إيران الخاص بتفكيك التجمعات الإرهابية المسلحة الموجودة على الحدود العراقية الإيرانية”، موضحاً أنه “أُبعد الكثير من تلك التجمعات عن الحدود ونُزع سلاحها”.
وفي وقتٍ سابق، أفادت مصادر الميادين، بأنّ “لجنة ميدانية ستشرف على عملية إخراج مجموعات انفصالية إيرانية موجودة في إقليم كردستان العراق”.
وفي آب/أغسطس الفائت، أكّد المتحدث باسم الخارجية الإيرانية، ناصر كنعاني، الاتفاق مع العراق على إغلاق مقار الجماعات الإرهابية في كردستان، ونزع سلاحها. ولفت إلى أنّ الموعد النهائي لتنفيذ الاتفاق هو 19 أيلول/سبتمبر الجاري.
وكان وزير الخارجية العراقي، فؤاد حسين، قد أكّد خلال مؤتمر صحافي جمعه بنظيره الإيراني، حسين أمير عبد اللهيان، أنّ بلاده اتخذت كل الإجراءات لإبعاد المجموعات الانفصالية الإرهابية عن الحدود الإيرانية، مشيراً إلى أنّه “تمّ نزع سلاح مجموعاتٍ متعددة عند الحدود العراقية الإيرانية
