The correspondent of al-Mayadeen in Tehran cited sources that Iran had informed the mediators about a negotiating framework based on three levels, confirming that Tehran will negotiate according to this framework, in case Washington accepts it.

It added that Tehran “will not discuss in the first stage any other matter”.
In case an agreement was reached, “they would move on to the second stage, to discuss how to administer the Strait of Hormuz after ending the war”.
The correspondent explained that “the discussions at the level of the Straight of Hormuz will be conducted in coordination with the Omani side, to lay down a new legal framework”.
As for the third stage, this will involve the nuclear case, as Iran confirms rejecting to discuss this matter before reaching an agreement on the first and second stages.
This comes after the Iranian Foreign Ministry announced Foreign Minister ‘Abbās ‘Āraqčī heading to the Russian capital Moscow leading a diplomatic delegation after a journey that had included Islamabad and Muscat.
The Iranian “Tasnim” News Agency reported citing sources that the visit of ‘Arāqčī to Pakistan is not connected to the nuclear negotiations, but came complementing the most recent negotiations with the Pakistani officials.

أفاد مراسل الميادين في طهران عن مصادر بأنّ إيران أبلغت الوسطاء بصيغة تفاوضية تقوم على ثلاث مراحل، مؤكّدة أنّ طهران ستتفاوض وفق هذه الصيغة في حال قبول واشنطن بها.

وفي حال التوصّل إلى اتفاق، “سيتمّ الانتقال إلى المرحلة الثانية لبحث كيفية إدارة مضيق هرمز بعد انتهاء الحرب”.
وأوضح مراسلنا أنّ “البحث في مرحلة مضيق هرمز سيتمّ بالتنسيق مع الجانب العماني لوضع نظام حقوقي جديد”.
أما المرحلة الثالثة، فهي مرتبطة ببحث الملف النووي، إذ تؤكّد إيران رفضها مناقشة هذا الملف قبل التوصّل إلى اتفاق على المرحلتين الأولى والثانية
ويأتي ذلك بعد أن أعلنت الخارجية الإيرانية أنّ وزير الخارجية عباس عراقتشي توجّه إلى العاصمة الروسية موسكو على رأس وفد دبلوماسي، عقب جولة شملت إسلام آباد ومسقط.
كما أفادت وكالة “تسنيم” الإيرانية، نقلاً عن مصادر، بأنّ زيارة عراقتشي إلى باكستان لا ترتبط بالمفاوضات النووية، بل تأتي استكمالًا لمشاوراته الأخيرة مع المسؤولين الباكستانيين
