The Tunisians will head to the poll boxes next Monday for the referendum about the new draft constitution, while the opposition calls for a boycott.

The Tunisians will head to the poll boxes next Monday for the referendum about the new draft constitution granting vast prerogatives to President Qays Sa‘īd, and that constitutes a breaking point in Tunisia in midst of fear of a possible event of “misuse” of power.

The an-Nahḍa Movement, the main opposers of President Sa‘īd called for a referenda boycott and described it as “an unconstitutional path”, while the General Tunisian Workers’ Union, the biggest worker association in Tunisia left a free choice for its members about participating in the referendum.

The Election Institution expects more than 9 million voters to participate in the referendum, which will begin at 5 a.m. Greenwich time until 9 p.m. while that day will be a national holiday.  

It should be pointed out that the popular referendum campaign will end on Saturday, as Sunday will be a day of campaign silence.

Sa ‘īd proposed a draft constitution in its first form, and after that, he made more than 40 alterations in it to what he described as “leaked mistakes” either on the level of how paragraphs were linguistically edited or adding new words.

Experts presume “a low participation in the referendum, considering the curious path during the amending of the draft of the new constitution”.

Tunisia has been going through a fierce political crisis won’t President Sa‘īd take over personally in the country a year ago and run the country with presidential decrees, justifying all this by “imminent danger”. His opponents consider this as “a putsch against the revolution” and “excessive concentration of power”

The referendum will mean the second phase within the “a decisive roadmap” by the President after suspending the governmental institutions, including the National Assembly, which was later dissolved, and in addition to changing the organizational law for the Supreme Judiciary Council and the Election Institution.

After the referendum, the main challenge for the Tunisian President will be the economic crisis, that the country witnesses, which is followed by a raise in unemployment (40% among the youth), a growth in inflation, and a fall in the buying capacity for the citizens.

The International Monetary Fund announced this Tuesday that a delegation of experts finished their visit to Tunisia in the context of the negotiations held by the international financial organization to allow a relief plan, pointing out that negotiations between the two sides achieved “good progress”.

The negotiations between Tunisia and the IMF are revolving around the reform program suggested by the head of government Nağlā’ Būdan. The IMF gave the condition for granting credit to performing fundamental reforms. The experts estimate that the level of credit to be around €2 billion.

Experts believe that the reforms Tunisia will implement might mean a heavy burden on the citizens, thus including the policy of subsidizing basic commodities.

التونسيون يتوجهون، الاثنين المقبل، إلى صناديق الاقتراع للاستفتاء حول مشروع الدستور الجديد، في ظل دعوات المعارضة إلى المقاطعة

يتوجه التونسيون، يوم الاثنين المقبل، إلى صناديق الاقتراع للاستفتاء على مشروع دستور جديد يمنح صلاحيات واسعة للرئيس قيس سعيد، ويمثّل مرحلة مفصلية في تونس، وسط تخوف من احتمال حدوث “انحراف” في السلطة.

حركة “النهضة”، أبرز معارضي الرئيس سعيد، دعت إلى مقاطعة الاستفتاء، ووصفته بأنه “مسار غير قانوني”، فيما ترك الاتحاد العام التونسي للشغل، كبرى النقابات العمالية في تونس، حرية القرار لأنصاره بشأن المشاركة في الاستفتاء.

وسجلت هيئة الانتخابات أكثر من 9 ملايين ناخب يتوقّع أن يشاركوا في الاستفتاء الذي يبدأ من الساعة 5:00 بتوقيت غرينتش إلى الساعة 21:00، في يوم سيكون عطلة رسمية. 

يشار إلى أنّ الحملة الدعائية للاستفتاء الشعبي تنتهي غداً السبت، على أن يكون الأحد يوم صمت انتخابي.

وطرح سعيّد مشروع دستور في نسخته الأولية، ثم أجرى عليه أكثر من 40 تعديلاً يتعلق بما وصفت بأنها “أخطاء تسربت”، سواء على مستوى تحرير البنود لغوياً أو إضافة مفردات جديدة. 

ويرجح خبراء أن تكون “نسبة المشاركة في الاستفتاء ضعيفة، نظراً إلى المسار المثير للجدل خلال إعداد مسودة الدستور الجديد”.

وتمر تونس بأزمة سياسية حادة منذ أن قرّر الرئيس سعيّد الانفراد بالسلطة في البلاد قبل عام وتسيير البلاد بمراسيم، مبرّراً ذلك “بخطر داهم”، ما اعتبره معارضوه “انقلاباً على الثورة” و”تركيزاً مفرطاً للسلطات”.

ومرحلة الاستفتاء تعدّ الثانية ضمن “مخطط تم إقراره” من قبل الرئيس، بعد أن علق عمل المؤسسات الحكومية، بينها مجلس نواب الشعب، الذي حله لاحقاً، إضافة إلى تغيير قانون تنظيم المجلس الأعلى للقضاء وهيئة الانتخابات.

وفي أعقاب الاستفتاء، سيظل التحدي الرئيسي للرئيس التونسي هو الأزمة الاقتصادية التي تشهدها البلاد، وما يرافقها من ارتفاع في معدلات البطالة (40% بين الشباب)، وازدياد التضخم، وتراجع القدرة الشرائية للمواطنين.

وكان صندوق النقد الدولي أعلن الثلاثاء الماضي أنّ بعثة من خبرائه اختتمت زيارة إلى تونس في إطار مفاوضات تجريها المؤسسة المالية الدولية، لمنحه برنامج مساعدات، مشيراً إلى أنّ المحادثات بين الجانبين حقّقت “تقدماً جيّداً”.

وتتمحور المفاوضات بين تونس وصندوق النقد حول برنامج الإصلاحات الذي تقترحه الحكومة برئاسة نجلاء بودن، ويشترط الصندوق أن يترافق القرض مع تنفيذ إصلاحات جذرية. ويقدّر خبراء أن يبلغ حجم القرض نحو ملياري يورو.

ويرى خبراء أن الإصلاحات التي ستجريها تونس قد تثقل كاهل المواطن، ولا سيما بما يتعلق بسياسة دعم المواد الأساسية
