Deputy UN envoy to Libya Raisedon Zenenga says that “there is no common basis between the sides after five days of Libyan political meeting dialogue”.
The reporter of the al-Mayadeen reported that discussions of the Libyan National Dialogue meeting ended having failed to agree on the constitutional basis for the elections scheduled to next 24 December.
Deputy envoy to Libya Raisedon Zenenga mentioned that “there is common basis between the sides after 5 days of the dialogue”.
Zenenga added that “not reaching an agreement will have a shameful impact on the Libyan people, and that is not a good omen about the trustworthiness of the dialogue meeting”.
The UN envoy also viewed that “the solution can only come by going by the roadmap preparing for national elections on 24 December”.
The reporter of al-Mayadeen had reported previously today that the Smaller Libyan Committee on the Libyan Dialogue Meeting presented 3 proposals to vote on it by the 75 members of the meeting.
Out reporter explained that the first proposal serves to hold parliamentary and presidential elections at the same time on 24 December according to the temporary constitution’s basis.
The second proposal was to hold parliamentary elections on 24 December according to the temporary constitution’s principal, and postpone the presidential elections to a latter date according to the general constitution.
As for the third proposal, it held that the general constitution would be subjected to national referendum during a preparatory period, and the elections would be held upon that constitution.
It should be mentioned that the entrusted legislative committee at the Libyan Political Dialogue Meeting held a direct consultation meeting lasting for 3 days in Tunis in preparation for the talks of the meeting’s general debates, which kicked off today in Geneva.
The Entrusted Legislative Committee was founded by the Political Dialogue Meeting in January and includes 18 members for the sake of “include a wide range voices geographically and politically”, in addition to “securing participation by the women, the youth and the cultural components”.

وذكر مساعد المبعوث الأممي إلى ليبيا ريسدون زنينغا، أنه “لا توجد أرضية مشتركة بين الأطراف بعد 5 أيام من الحوار
وأضاف زنينغا أنّ “عدم التوصل إلى اتفاق سيشعر الشعب الليبي بالخذلان، وهذا لا يبشر بالخير إزاء مصداقية ملتقى الحوار
كما رأى مساعد المبعوث الأممي أنّ “الحل لا يمكن إلا بالعودة إلى روح خارطة الطريق للتمهيد إلى إجراء انتخابات وطنية في 24 كانون الأول/ ديسمبر
وكان مراسل الميادين أفاد في وقت سابق اليوم، بأن اللجنة الليبية المصغرة المنبثقة عن ملتقى الحوار الليبي قدمت 3 اقتراحات للتصويت عليها إلى أعضاء الملتقى الـ75
وأوضح مراسلنا أن الاقتراح الأول يفيد بإجراء انتخابات نيابية ورئاسية في وقت واحد في 24 كانون الأول/ ديسمبر وفق قاعدة دستورية مؤقتة
والاقتراح الثاني، إجراء انتخابات نيابية في 24 كانون الأول/ديسمبر وفق قاعدة دستورية مؤقتة، وتأجيل الانتخابات الرئاسية لمرحلة لاحقة وفق الدستور العام
أما الاقتراح الثالث، فيفيد بعرض الدستور العام على الاستفتاء خلال المرحلة التمهيدية، وإجراء الانتخابات على أساس هذا الدستور
يشار إلى أنّ اللجنة الاستشارية المنبثقة من ملتقى الحوار السياسي الليبي عقدت اجتماعاً تشاورياً مباشِراً استمر 3 أيام في تونس، استعداداً لمناقشات الجلسة العامة للملتقى، التي انطلقت اليوم في جنيف
وتأسست اللجنة الاستشارية المنبثقة من ملتقى الحوار السياسي في كانون الثاني/يناير، وضمّت 18 عضواً من أجل “ضمان تنوّع واسع النطاق، جغرافياً وسياسياً”، بالإضافة إلى “ضمان مشاركة المرأة والشباب والمكوّنات الثقافية
