The Emirati “Believers without borders for Studies and Research” organization froze all its activities in Morocco after the continued sour conflict between Abū Zabī and Rabat in the last few weeks, in which the volume of the attacks against the symbols of Morocco and institutions have increased.
The local Moroccan “Banassa [Banāṣā]” website reported on the director-general of the Believers without borders organization, Muḥammad al-‘Ānī saying that “the decision to freeze all the activities of the organization until further notice was urged by the conditions and the repercussions were necessary by the spread of the “Corona” pandemic.
The Emirati “Believers without borders” organization is made up by four magazines, which are the “Yufakkirūna [They think]”, “Dawāt [substances]”, “Albāb [marrows]”, Ta’wīliyyāt [interpretations], in which tens of Moroccan researchers and journalists work.
Sources from within the “Believers without borders” organization report that stop “was a surprise for the organization and has nothing to do with the “Corona” disease”. They also believed that “the intent was lurking even before, especially after the huge crisis in the Emirati-Moroccan relations, and the lack of submission by Morocco to many foreign dictations. A fact that unfortunately has a toll on its cultural and ideological institutions“.
The sources, which identify the “Banassa” site did not reveal, pointed out that the “Believers without borders” was never a “profiting organization and in organizing its activities did not rely at all on selling books, or on exhibitions, but all its ideological and cultural products it provided, or the ideological conferences it held and all other activities were financed by the Emirates”.
The same sources went as far as saying that the employees of the organization at the beginning of last April got a message from the organization, which asked them to “give their resignation for financial reasons since the Emirati support has stopped. That made most of them surprised, because this is an inhumane behavior, especially in this fashion”.
It was reported that these employees “refused to behave this way, which blocked them to receive their lawful payments at the end of the service at this organization. That made the general manager to send them a message to cease operations for the Qāhira branch on 6 April last month”. That made some of them turn to the court to defend their rights as it is stated in the Moroccan law.
‘Abd ar-Raḥīm al-Manār as-Salīmī, director of the Atlas Research Center for Strategic Studies and Security Analysis said to the news website, which reported the news that “the Believers without borders” is not “a scientific research organization, as it is believed, but it is an Emirati proxy of infiltration to Morocco, which plays a dangerous role targeting Islam in Morocco”.
As-Salīmī added that the Emirati organization “has failed in infiltrating the Moroccan Sufi zāwiyas [Sufi orders] and it tried to sneak into some of the Moroccan universities, like the al-Qāḍī ‘Ayyāḍ in Marrakech. It also sees to distort the ideas of some of the elite, which they viewed to be entry points to some of the political parties”.
As-Salīmī also added explaining that the Believers without borders organization has one sole purpose, which is “to attempt to dig into the Moroccan religion environment with methods seemingly elusive, but in reality dangerous, under pretexts of thinking and modernity”. He revealed that it did not succeed to fulfill this project, because “the problematic Moroccan-Emirati relations did not help it to play the role the authorities of Abū Zabī had drawn for it”.
The Moroccan expert pointed out that the classification of the organization pulled “the cover of the dispute between Morocco and the Emirates. It should be noticed that the “Believers without borders” organization has founded printing organizations in Morocco, and it had resorted to other tools and forms”. He believed that these are “Emirati arms combatting Morocco”
The relations of Morocco both with the Emirates and Saudi Arabia experiences a state of crisis because the viewpoints of the two sides differ on several matters. The biggest of these it the neutral standing of Rabat about the siege against Qatar in the Gulf crisis going on since 2017.
Also, there is their standing about the Libyan crisis, and the withdrawal of the kingdom from the war in Yemen, in which Riyadh supports the forces belonging to the Yemeni government fighting against the al-Ḥūtī Movement, which is supported by Iran.
The last few weeks witnessed a crisis and campaigns targeting Morocco, which’s source are the Emirates and Saudi Arabia. The newest of these is a Saudi media attack against Rabat, believing that its economy relies on “the sexual tourism and the exchange of prostitutes, who work in different countries of the world”. That caused anger in Morocco, which clearly manifested in social media.

جمدت مؤسسة “مؤمنون بلا حدود للدراسات والأبحاث” الإماراتية، الخميس، جميع أنشطتها بالمغرب بعد تزايد حدة الخلاف بين أبو ظبي والرباط، في الأسابيع القليلة الماضية والذي بلغ حد الهجوم على رموز المغرب ومؤسساته
ونقل موقع “بناصا” المحلي في المغرب، عن مدير عام مؤسسة مؤمنون بلا حدود، محمد العاني، قوله إن” قرار تجميد جميع أنشطة المؤسسة حتى إشعار آخر أملته الظروف والتداعيات التي فرضها انتشار جائحة “كورونا
وتصدر مؤسسة “مؤمنون بلا حدود” الإماراتية، أربع مجلات، هي “يتفكرون” و”ذوات” و”ألباب” و”تأويليات”، يشتغل فيها العشرات من الباحثين والصحافيين المغاربة
وأفادت مصادر من داخل مؤسسة “مؤمنون بلا حدود” بأن التوقف “المفاجئ للمؤسسة لا دخل لجائحة “كورونا” به”، واعتبرت أن “النية مبيتة من قبل، خاصة بعد التوتر الكبير الذي تعرفه العلاقات المغربية الإماراتية، وعدم رضوخ المغرب للكثير من الإملاءات الخارجية، الشيء الذي يجعل المؤسسات الثقافية والفكرية تؤدي ثمنه للأسف
وأشار المصدر الذي لم يكشف موقع “بناصا” هويته، إلى أن “مؤمنون بلا حدود” لم تكن في يوم من الأيام “مؤسسة ربحية ولم تعتمد إطلاقا في تنظيم أنشطتها على مبيعات الكتب ولا على المعارض، بل كل المنتوج الفكري والثقافي الذي كانت تقدمه، والمؤتمرات الفكرية وغيرها من الأنشطة كلها بتمويل إماراتي
وذهبت المصادر ذاتها إلى أن موظفي المؤسسة توصلوا في فاتح أبريل/نيسان الماضي، برسالة من المؤسسة تطلب منهم “تقديم استقالاتهم لأن المؤسسة لديها عسر مادي بسبب توقف الدعم الإماراتي عنها، وهو ما جعل أغلبهم يستغرب لهذا التصرف اللاإنساني وفي هذا الظرف بالذات”
وأضاف أن هؤلاء الموظفين “رفضوا الامتثال لهذا الأمر، الذي يرهن توصلهم بمستحقاتهم عن نهاية الخدمة بهذه المؤسسة، وهو ما جعل المدير العام يرسل إليهم إشعارا بالفصل عن العمل لقوة قاهرة يوم 6 أبريل/نيسان الماضي”، الأمر الذي دفع بعضهم إلى اللجوء للقضاء من أحل استخلاص حقوقهم وفق ما ينص على ذلك القانون المغربي
وقال عبد الرحيم المنار السليمي، رئيس المركز الأطلسي للدراسات الإستراتيجية والتحليل الأمني، للموقع الإخباري الذي أورد الخبر، إن “مؤمنون بلاحدود” ليست “مؤسسة بحثية علمية كما يُعتقد، بل هي ذراع اختراق إماراتي للمغرب تلعب دورا خطيرا يستهدف الإسلام المغربي”
وأضاف السليمي أن المؤسسة الإماراتية “فشلت في اختراق الزوايا المغربية (الصوفية) وحاولت التسرب إلى بعض الجامعات المغربية مثل القاضي عياض بمراكش، كما أنها استعملت في الترويج لأفكارها بعض النخب التي كانت تعتقد أنها نافذة في بعض الأحزاب السياسية”
وزاد السليمي مبينا أن مؤسسة مؤمنون بلاحدود لها هدف واحد يتمثل في “محاولة الحفر بأدوات تبدو ناعمة ولكنها خطيرة في محيط الحقل الديني المغربي بحجة العقل والحداثة”، مبرزا أنها لم تستطع إكمال مشروعها لأن “توتر العلاقات المغربية الإماراتية لم يساعدها على لعب الدور الذي رسمته سلطات أبوظبي لها”
وأشار الخبير المغربي إلى أن تصفية المؤسسة بعد ارتفاع “سقف الخلاف بين المغرب والإمارات، فإنه يجب الانتباه إلى أن “مؤمنون بلاحدود” أسست مؤسسات نشر في المغرب، وأنها قد تعود بأودات وأشكال أخرى”، معتبرا أنها “ذراع إماراتية تحارب المغرب
وتشهد علاقات المغرب مع كل من الإمارات والسعودية حالة من التوتر، بسبب تباعد المواقف بين الطرفين بشأن ملفات عديدة، أبرزها موقف الرباط المحايد من الحصار المفروض على قطر ضمن الأزمة الخليجية القائمة منذ عام 2017
وكذلك موقفها من الأزمة الليبية، بجانب انسحاب المملكة من الحرب في اليمن، والتي تدعم فيها الرياض القوات الموالية للحكومة اليمنية، في مواجهة الحوثيين المدعومين من إيران
وشهدت الأسابيع القليلة الماضية تواتر حملات تستهدف المغرب، مصدرها الإمارات والسعودية، أحدثها تهجم إعلامي سعودي على الرباط، معتبرا أن اقتصادها قائم على “السياحة الجنسية وتحويلات العاهرات اللواتي يعملن في مختلف دول العالم”، ما أثار غضبا في المغرب، ظهر بوضوح عبر مواقع التواصل الاجتماعي
