President of the Yemeni “Presidential Command Council” Rašād al-‘Ulaymī announces a series of decrees involving the dismissal and appointment of military and civilian leaders, while putting a number of officials to investigation. What are the details?

President of the Yemeni “Presidential Leadership Council” Rašād al-‘Ulaymī on Wednesday issued a series of decrees including the dismissal and appointment of a number of military and civilian leaders in the provinces of Aden, Ḥaḍramawt and al-Mahra, while putting a number of officials under investigation.
By Decree 5 of year 2026 State Minister and Governor of Aden Province Aḥmad Ḥāmid Lamlas is dismissed from his position and put under investigation and by decree 6 ‘Abd ar-Raḥmān Šayh al-Yāfi‘ī is appointed to his post, both decrees effective immediately upon issuing and publishing it in the national gazette.
By decree 7 Commander of the Second Military District Major General Ṭālib Sa‘īd ‘Abd Allah Bārğāš is dismissed from his position, while also Major General Muḥsin ‘Alī Nāṣir Marṣa‘ is also dismissed from his position as commander of the al-Ġayḍa Axis and Commander of the Military Police Battalion in al-Mahra Province, both of them being put under investigation.
According to decree 8 of the same year Major General Muḥammad ‘Umar ‘Awaḍ al-Yimīnī is appointed as Commander of the Second Military District and Brigadier General Sālim Aḥmad Sa‘īd Bāslūm is appointed as Chief of Staff of the present area of Ḥaḍramawt.
Decree 9 also orders the appointment of Sālim ‘Alī Sa‘ad Kidda as Commander of the al-Ġayḍa Axis in al-Mahra Province also appointing him to the rank of Major General. This decree is also effective immediately upon issuing it and publishing it the office gazette and the military publications.
By decree 10 Major General Hālid Yuslim ‘Alī al-Qatmī is appointed as “Commander of the Second Corps of the Special Presidential Guards”, and the decree is also effective immediately upon issuing it.
It should be pointed out that the Yemeni “Presidential Command Council” had announced earlier on Wednesday the termination of the membership President of “the Southern Presidential Council” ‘Aydrūs az-Zubaydī and referring him to the General Prosecutor with the charge of high treason, also dismissing the minister of transport and planning and the minister of international cooperation from this posts and putting them under investigation.

أصدر رئيس “مجلس القيادة الرئاسي” في اليمن رشاد العليمي، اليوم الأربعاء، سلسلة قرارات. شملت إقالة وتعيين قيادات عسكرية ومدنية في محافظات عدن وحضرموت والمهرة، مع إحالة عدد. من المسؤولين إلى التحقيق.
وبموجب القرار الرقم (5) لسنة 2026، أُعفيَ وزير الدولة محافظ محافظة عدن أحمد حامد. لملس من منصبه، وأحيلَ إلى التحقيق، فيما نص القرار الرقم (6) على تعيين عبد الرحمن شيخ اليافعي مكانَه، على أن يُعمل. بالقرارين من تاريخ صدورهما ويُنشرا في الجريدة الرسمية.
أما عن القرار الرقم (7)، فقد أُعفي إثره قائد المنطقة العسكرية الثانية اللواء الركن. طالب سعيد عبد الله بارجاش من منصبه، كما أُعفي اللواء محسن علي ناصر مرصع من منصبه قائداً لمحور الغيضة. وقائداً للواء الشرطة العسكرية في محافظة المهرة، وأُحيلا إلى. التحقيق
وفي القرار الرقم (8) للسنة نفسها، عُيّن اللواء محمد عمر عوض اليميني قائداً للمنطقة. العسكرية الثانية، والعميد سالم أحمد سعيد باسلوم رئيساً لأركان المنطقة الواقعة في حضرموت.
كما قضى القرار الرقم (9) بتعيين سالم علي سعد كدة قائداً لمحور الغيضة في محافظة. المهرة، مع ترقيته إلى رتبة عميد، على أن يُعمل بالقرار من تاريخ صدوره ويُنشر في الجريدة الرسمية والنشرات العسكرية.
وبموجب القرار الرقم (10)، عُيّن العميد خالد يسلم علي القثمي “قائداً للواء الثاني حرس. خاص رئاسي”، على أن يسري القرار من تاريخ صدوره أيضاً.
