“The Transitional Council” supported by the Emirates announces a state of emergency in the south of Yemen starting from midnight and says the reason is the “bending” of the government of President ‘Abd Rabbihi Manṣūr Hādī “from performing its duties”. The government of Hādī calls upon the Saudis to take “a firm stance”.
“The Southern Transitional Council” in Yemen supported by the Emirates has announced its autonomy for the southern provinces of the country as it also announced a state of emergency for ‘Adan and the southern provinces starting from midnight.
According to a statement issued from the Presidential organization of “The Transitional Council,” the reason for this decision is the “bending” of the government of President ‘Abd Rabbihi Manṣūr Hādī from “performing its duties in paying salaries and the lack of support for the open front in weapons, food, and lively needs…” in addition to “causing national infighting and an attempt to shake the national unity”.
The “Transitional” Council also accused the government of Hādī with “supporting terrorism and radicalism”, holding it also responsible for the lack of general services and securing infrastructure.
The council in its statement called upon the Saudi Coalition and the international community to “support and aid the autonomy steps”.
On its own term, the government of President Hādī called upon Saudi Arabia “to take a clear stance and firm measures towards the ongoing rebellion of the Transitional Council, and also to disavow the Riyadh Agreement”.
Foreign Minister in the government of Hādī Muḥammad al-Ḥaḍarmī said that “the announcement by the Transition for an administration in the south is nothing else than the continuation of an armed uprising, and an announcement of refusal and complete withdraw from the Riyadh Agreement”. Condemning the Council “for its dangerous and catastrophic reprisals by announcing an autonomy”.
Al-Ḥaḍarmī considered that “the Transitional Council refuse to rule consciously and to do what it has to by the Riyadh Agreement, and causes a catastrophic state in which ‘Adan is”. Stressing also that the Council “becomes running away from and hiding its failure by announcing its armed insurgency against the state”.
The “Southern Transitional Council” in Yemen supported by the Emirates confirmed that “the Riyadh Agreement” stipulates “the return of the head of the government (the government of Hādī) to certain goals”.
The “Transitional Council” sees that the government of Hādī “hasn’t adhered to these goals” and said: “according to the Riyadh Agreement the present government has lost its legitimacy”.
During the last few weeks, a number of southern provinces in Yemen have witnessed fierce clashes between the forces of President ‘Abd Rabbihi Manṣūr Hādī and the Iṣlāḥ” on one side and the forces of “The Southern Transitional Council” supported by the Emirates on the other, including the provinces of Šabwa and Abīn.
The military confrontations between the forces of “Hādī” and the forces of the “Southern Transitional Council” supported by the Emirates in last August have caused the expulsion of the government of President Hādī and their forces from the city of ‘Adan.
The government of Hādī did not succeed in returning to the province, only by the “Riyadh Agreement”, which ruled the creation of partial government between the south and the north, and the integration of the forces of “The Southern Transitional Council” into the ranks of security and military forces of Hādī’s government. However, the majority of ministers in Hādī’s government has left ‘Adan during the last two months, after they failed to execute “the Riyadh Agreement”. The two sides exchange accusations of prolonging and sabotaging the execution of the agreement’s stipulations.

أعلن “المجلس الانتقالي الجنوبي” في اليمن، المدعوم إمارتياً، عن إدارته الذاتية للمحافظات الجنوبية في البلاد، كما أعلن حالة الطوارئ في عدن والمحافظات الجنوبية ابتداءً من منتصف الليلة
وبحسب بيان صادر عن هيئة رئاسة “المجلس الانتقالي”، فإن سبب هذا القرار هو “تقاعس” حكومة الرئيس عبد ربه منصور هادي “عن أداء مهامها في صرف الرواتب وعدم دعم الجبهات المشتعلة بالسلاح والغذاء ومتطلبات المعيشة..”، بالإضافة إلى “تأجيج التناحر الوطني والسعي لزعزعة اللحمة الوطنية
كما اتهم المجلس “الانتقالي”، حكومة هادي بـ”دعم الإرهاب والتطرف”، محملاً إياها مسؤولية تردي الخدمات العامة وفي مقدمتها البنى التحتية
ودعا المجلس في بيانه، التحالف السعودي والمجتمع الدولي إلى “دعم ومساندة إجراءات الإدارة الذاتية
من جهتها، دعت حكومة الرئيس هادي، السعودية “لاتخاذ موقف واضح وإجراءات صارمة تجاه استمرار تمرد المجلس الانتقالي وتنصله من اتفاق الرياض
وقال وزير الخارجية في حكومة هادي، محمد الحضرمي، إن “إعلان الانتقالي إدارة الجنوب ما هو إلا استمرار للتمرد المسلح، وإعلان رفض وانسحاب تام من اتفاق الرياض”، محملاً المجلس “التبعات الخطيرة والكارثية لإعلان الإدارة الذاتية
واعتبر الحضرمي أن “المجلس الانتقالي يأبى تحكيم العقل، وتنفيذ ما عليه وفقاً لاتفاق الرياض ومراعاة الحالة الكارثية التي تمر بها عدن”، مشدداً على أن المجلس “يصر على الهروب وتغطية فشله بإعلان استمرار تمرده المسلح على الدولة
وكان “المجلس الانتقالي الجنوبي” في اليمن، المدعوم إمارتياً، أكد أن “اتفاق الرياض” ينص على “عودة رئيس الحكومة (حكومة هادي) لأهداف محددة
ورأى “المجلس الانتقالي” أن حكومة هادي “لم تلتزم بتلك الأهداف”، وقال: “وفقاً لاتفاق الرياض، تعد الحكومة الحالية فاقدة للشرعية
وشهدت محافظات عدة في جنوب اليمن خلال الأسابيع الأخيرة اشتباكات عنيفة بين قوات الرئيس عبد ربه منصور هادي و”الإصلاح” من جهة، وقوات “المجلس الانتقالي الجنوبي” المدعومة إماراتياً من جهةٍ أخرى، ولا سيما في محافظتي شبوة وأبين
وأسفرت المواجهات العسكرية بين قوات “هادي” وقوات “المجلس الانتقالي الجنوبي” المدعوم إمارتياً في آب/أغسطس الماضي عن طرد حكومة الرئيس هادي وقواتها من مدينة عدن
ولم تتمكن حكومة هادي من العودة إلى المحافظة إلا بـ”اتفاق الرياض” الذي قضى بتأليف حكومة مناصفة بين الشمال والجنوب ودمج قوات “المجلس الانتقالي الجنوبي” في قوام القوات الأمنية والعسكرية لحكومة هادي، لكن معظم وزراء حكومة هادي غادروا عدن خلال الشهرين الماضيين بعد فشل تنفيذ “اتفاق الرياض”، فيما يتبادل الطرفان الاتهامات بالمماطلة والتمنع عن تنفيذ بنود الاتفاق
