The transitional authorities in Syria announce forming a National Authority for Transitional Justice tasked with revealing the truth about the violations caused by the former government and to question and account those responsible for them in coordination with the relevant sides.

On Saturday the transitional authorities in Syria announced forming a National Authority for Transitional Justice after more than five months of the falling of the former government.
In a presidential decree signed by transition president Aḥmad aš-Šar‘a held that the new authority “is tasked with revealing the truth about the horrible violations that were caused by the deposed government and to question and account those responsible for them in coordination with the relevant sides, to release the damages of the victims and uphold the principles not to happen again and serve the national reconciliation”.
The decree revealed appointing ‘Abd al-Bāsiṭ ‘Abd al-Laṭīf as president of this authority, as he was tasked to form a work group and arrange its internal order within a period of not more than 30 days upon this announcement.
It pointed out that the authority “has personal deliberation and financial and administrative independence and fulfills its duties in all Syrian areas”.
The gives a deadline of 10 days for the smaller groups to be incorporated into the Ministry of Defense
Following this the transitional authorities gave a deadline of 10 days to the “smaller groups” to be incorporated into the Ministry of Defense within the attempt to unite the armed groups under its command.
Minister of Defense Marhaf Abū Qaṣra said: “We have immediately started to work on incorporating the military units within one united institutional frame”, confirming that “all units have been incorporated under the Ministry of Defense”.
He underlined the “urgency for all remaining smaller military groups to join the ministry within a time not more than 10 days from the time of this announcement, based on the importance of the institutional work”.
At the same time he confirmed that this came “fulfilling the efforts for unification and organization”, warning anyone about “any late action in this regard will force taking appropriate measures according to the conventional laws”.
Abū Qaṣra did not specify the groups that have no yet joined the ministry, or the possible steps in case they did not respect the given deadline.
After around two months of the fall of the former government on 8 December the new authorities led by aš-Šar‘a announced dissolving the army and the security services the former government was based on and to dissolve all armed factions, including the Hay’at Taḥrīr aš-Šām.
This comes while the transitional authority faces major security challenges transforming without imposing its influence on all the Syrian territories, in light of the existence of a number of armed groups controlling factions and areas where they have no popular basis.

أعلنت السلطات الانتقالية في سوريا، السبت، تشكيل الهيئة الوطنية للعدالة الانتقالية، بعد. أكثر من خمسة أشهر على سقوط النظام السابق.
وجاء في مرسوم وقّعه الرئيس الانتقالي أحمد الشرع، أنّ الهيئة الجديدة “تُعنى بكشف الحقيقة. حول الانتهاكات الجسيمة التي تسبب فيها النظام البائد، ومساءلة ومحاسبة المسؤولين عنها بالتنسيق مع الجهات. المعنية، وجبر الضرر الواقع على الضحايا، وترسيخ مبادئ عدم التكرار والمصالحة الوطنية
كما أشار المرسوم إلى تعيين عبد الباسط عبد اللطيف رئيساً للهيئة، بحيث يُكلّف بتشكيل. فريق العمل ووضع النظام الداخلي خلال مدة لا تتجاوز 30 يوماً من تاريخ الإعلان.
وأشار إلى أنّ الهيئة “تتمتع بالشخصية الاعتبارية والاستقلال المالي والإداري، وتمارس. مهامها في جميع أنحاء الأراضي السورية”.
السلطة تمهل المجموعات الصغيرة 10 أيام للالتحاق بوزارة الدفاع
في غضون ذلك، أمهلت السلطات الانتقالية “المجموعات الصغيرة” 10 أيام للالتحاق بوزارة الدفاع، في. سياق سعيها لتوحيد الجماعات المسلحة تحت إمرتها.
وقال وزير الدفاع، مرهف أبو قصرة: “بدأنا فوراً بالعمل على دمج الوحدات العسكرية ضمن إطار. مؤسساتي موحد”، مؤكداً أنه تمّ “دمج كافة الوحدات ضمن وزارة الدفاع”.
وشدد على “ضرورة التحاق ما تبقى من المجموعات العسكرية الصغيرة بالوزارة بمدة أقصاها 10 أيام. من تاريخ هذا الإعلان، انطلاقاً من أهمية العمل المؤسساتي”.
وبينما أكّد أنّ ذلك يأتي “استكمالاً لجهود التوحيد والتنظيم”، حذّر من أنّ “أي تأخير في هذا الصدد. سيستلزم اتخاذ الإجراءات المناسبة وفق القوانين المعمول بها”.
ولم يحدد أبو قصرة المجموعات التي لم تلتحق بعد بالوزارة، أو الإجراءات المحتملة. في حال لم تلتزم بالمهلة المحددة.
وبعد نحو شهرين من سقوط النظام السابق في الثامن من كانون الأول/ديسمبر، أعلنت السلطة. الجديدة بقيادة الشرع حلّ الجيش والأجهزة الأمنية التي كانت قائمة في العهد السابق، وحلّ الفصائل المسلحة كافة، بما فيها هيئة تحرير الشام.
يأتي ذلك بينما تواجه السلطة الانتقالية تحديات أمنية كبيرة تحول دون بسط نفوذها على كامل. الأراضي السورية، بالنظر إلى وجود مجموعات مسلحة متعددة الولاء ومناطق لا تحظى فيها بحاضنة شعبية
