Qatar informed the U.N. Security Council that Bahraini fighter jets intruded into its territorial airspace which Doha considers a breach of its sovereignty, territorial integrity, and security.
Today, on Thursday Qatar announced that Bahraini fighters have penetrated its airspace above Qatari territorial waters.
The Qatari News Agency “QANA” reported an announcement saying that “the State of Qatar informs the Security Council and Secretary-General Antonio Guterres about the areal penetrations done by 4 Bahraini fighters into Qatari airspace yesterday, on Wednesday, 9 December this year.
The announcement added that: “Ambassador Šayha ‘Alyā’ Aḥmad ibn Sayf Āl Tānī permanent envoy of the State of Qatar to the U.N. sent a message to Ambassador Jerry Matjila, permanent envoy of South Africa and the president of the UNSC this month, and also to Guterres, including the official process by the government of the State of Qatar about the penetration of Bahraini warplanes into the airspace of the State of Qatar above Qatari territorial waters”.
The message by the Qatari ambassador expressed: “Qatar’s strong rejection to these violations describing them as excesses against its sovereignty, territorial integrity and security”. Thus pointing out that tense violations “outrageously contradicts that vows by the Kingdom of Bahrain to adhere to the international law”.
The message viewed that: “These breaches count as an escalation by raising the level of the conflict in the region, to which escalation Bahrain contributed by taking part in the blockade and the coercive illegal measures unjustifiable against the State of Qatar”.
It warned that: “these breaches are not the first ones, which Bahraini warplanes took to the Qatari airspace”, stressing that the repetition of these incidents points to “the disrespect to the international commitments by the Kingdom of Bahrain, about which there cannot be silent”.
Doha called upon Bahrein to refrain from these acts “of provocations, which are irresponsible, and rather adhere to the U.N. Charter, the international law, the international agreements and the rulings of the International Court of Justice”.
The announcement by Qatar comes only days after the outbreak of a Qatari-Bahraini conflict following the Qatari Coast Guard apprehending Bahraini fishermen and sailors, which the Bahraini Ministry of Interior considered “abusive and aggressive measures”.
Bahraini Minister of Interior General Rāšid ibn ‘Abd Allah Āl Halīfa said that: “the apprehension was demeaning and aggressive, and these matters cannot be allowed against the citizens, and we shall not permit them”. Thus pointing out that “the Qatari Coast Guard police have attacked the Bahraini police while they were performing their duty”.
Yesterday, on Wednesday Qatari Foreign Minister Muḥammad ibn ‘Abd ar-Raḥmān Āl Tānī from Moscow called for “dialogue between the Gulf states and Iran”, welcoming any “initiative, which makes the region more safe”.
The Foreign Minister said: “we shared with the Russian side that Qatar views the security of the Gulf as a priority and that the escalation is not in the interest of any sides”.
He added: “we confirmed to the Russian side that Qatar views the Gulf crisis as a priority and that the escalation is not in the interest of any sides, and that the negotiations to solve the Gulf crisis were conducted with Saudi Arabia only, as it was representing the other states as well.”
At the same time, there are negotiations to end the Gulf crisis with Qatar, as Saudi Arabia, the Emirates, Bahrain, and Egypt all cut their ties with Qatar on 5 June 2017 and accused it with sheltering terrorism, which was denied a Qatar.

ونشرت وكالة الأنباء القطرية “قنا” بياناً قالت فيه إن “دولة قطر تبلغ مجلس الأمن الدولي والأمين العام للأمم المتحدة أنطونيو غوتيريش عن خروقات جوية من قبل 4 مقاتلة بحرينية للأجواء القطرية أمس الأربعاء في 9 كانون الأول/ديسمبر الجاري

وأضاف البيان أن “سفيرة قطر الشيخة علياء أحمد بن سيف آل ثاني، المندوب الدائم لدولة قطر لدى الأمم المتحدة، وجّهت رسالة إلى السفير جيري ماتجيلا، المندوب الدائم لجنوب أفريقيا ورئيس مجلس الأمن لهذا الشهر، وإلى غوتيريش، تضمنت إخطاراً رسمياً من قبل حكومة دولة قطر باختراق الطائرات العسكرية البحرينية للمجال الجوي لدولة قطر فوق المياه الإقليمية القطرية
وعبّرت رسالة السفيرة القطرية عن “استنكار قطر بشدة لهذه الخروقات بوصفها انتهاكاً لسيادتها وسلامتها الإقليمية وأمنها”، مشيرة إلى أن هذه الخروقات “تتعارض بشكل صارخ مع التزامات مملكة البحرين بموجب القانون الدولي
ورأت الرسالة أن “هذه الخروقات تعتبر تصعيداً يرفع من حدة التوتر في المنطقة الذي ساهمت البحرين في زيادته من خلال اشتراكها في الحصار الجائر والإجراءات الأحادية غير القانونية وغير المبررة على دولة قطر
ونوّهت بأن “هذه الخروقات هي ليست الأولى التي تقوم بها طائرات عسكرية بحرينية لأجواء دولة قطر”، مشددة على أن تكرار هذه الحوادث يدل على “الاستهتار بالالتزامات الدولية من جانب مملكة البحرين لا يمكن السكوت عليه
ودعت الدوحة البحرين إلى الامتناع عن هذه الأعمال “الاستفزازية وغير المسؤولة، والالتزام بميثاق الأمم المتحدة والقانون الدولي والاتفاقيات الدولية وأحكام محكمة العدل الدولية
بيان قطر، يأتي بعد أيام قليلة من نشوب توتر بحريني قطري، عقب احتجاز خفر السواحل القطرية صيادين وبحارة بحرينيين، وهو ما اعتبرته الداخلية البحرينية “إجراءات تعسفية وعدوانية
وقال وزير الداخلية البحريني، الفريق أول راشد بن عبد الله آل خليفة، إن “أعمال القبض كانت عدوانية ومهينة، وهي أمور لا نرضاها على المواطنين، ولن نسمح بها”، مشيراً إلى أن “شرطة خفر السواحل القطرية اعتدت على عناصر شرطة البحرين أثناء أدائهم الواجب
وأمس الأربعاء دعا وزير الخارجية القطري محمد بن عبد الرحمن آل ثاني من موسكو إلى “الحوار بين الدول الخليجية وإيران” مرحباً بأي “مبادرة من شأنها جعل المنطقة مستقرة
وقال آل ثاني “شاركنا الجانب الروسي بأن قطر تنظر إلى أمن الخليج كأولوية وأن التصعيد ليس في مصلحة أي طرف
وأضاف “أكدنا للجانب الروسي أن قطر تنظر للأزمة الخليجية كأولوية وأن التصعيد ليس في مصلحة أي طرف، ومحادثات حل الأزمة الخليجية كانت مع السعودية فقط بصفتها ممثلاً عن الدول الأخرى
