The Russian Foreign Ministry says that the foreign ministers of Russia, Syria, Türkiye, and Iran have confirmed their commitment to the sovereignty and territorial integrity of Syria and fighting against terrorism in all of its forms and appearances.
On Wednesday the Russian Foreign Ministry officially announced that the foreign ministers of Russia, Syria, Türkiye, and Iran have agreed on tasking their deputies to arrange a roadmap for the normalization of relations between Ankara and Damascus.
In a comment on its official website the Russian Foreign Ministry said: “The ministers objectively and candidly discussed the re-establishment of the Turkish-Syrian relations on various aspects”.
The participants also tasked their deputy foreign ministers to arrange a roadmap about giving a boost to the relations between Türkiye and Syria in coordination with the works of the foreign ministries and the security agencies of the four countries.
The statement added that it has also been agreed between the parties to continue the high-level contacts and quadruple technical negotiations in the next period.
The participants also agreed on their commitment to the sovereignty and territorial integrity of Syria and to combating terrorism in all of its forms and appearances.
The statement pointed out that “the need for more international aid to Syria, securing the voluntary, safe and dignified return of the Syrians to their country and the reconstruction after the crisis will have ended has been confirmed”.
Also, Moscow saw a meeting between foreign ministers of Russia Sergei Lavrov, of Syria Fayṣal al-Miqdād, of Iran Ḥosseyn Amīr ‘Abdollahiyān and Türkiye Mevlüt Çavuşoğlu to bring the viewpoints between Damascus and Ankara closer to each other, as the participant it states is members of the Astana format to settle the Syrian crisis”.
It is interesting to point out that the Astana negotiations started in January 2017 between the Syrian sides under Russian-Turkish-Iranian guidance and it issued a statement saying that there is no military solution to the Syrian crisis emphasizing the need to be committed to territorial sovereignty of Syria, its independence and unity. Thus explaining that Syria is a democratic state home for all without any religious or ethnic bias.
The text of the Astana statement also stated that the participating delegations stress the fight against the Dā‘iš organization and the Fatḥ aš-Šām Front.
At the end of April, the defense ministers of the four countries held negotiations in Moscow. At that time the Syrian Defense Ministry announced that the matter of withdrawal of Turkish troops from the territories of the Syrian Republic had been discussed during the meeting.
The Turkish Defense Ministry told the Sputnik news agency that the parties of the Moscow summit had discussed the tangible steps for the normalization of relations between Ankara and Damascus.
At the very same time, the Russian Defense Ministry confirmed that the participants of the negotiations gave special attention to the matters connected to combating all forms of the terrorist threat and the radical groups in Syria.
It also pointed out that following the negotiations the parties once again underlined their desire for the territorial integrity of Syria and the need for more immediate efforts for the rapid return of the Syrian refugees to their homeland.
The talks that took place in April came after Russia had December 2022 hosted the first negotiations for 11 years between Turkish Defense Minister Hulusi Akar and Syrian Defense Minister ‘Alī Maḥmūd ‘Abbās to study the ways of solving the Syrian crisis and the need to continue the dialogue to achieve stability.
The discussions aim to bring the viewpoints between Damascus and Ankara closer to each other that cut had cut their relations in 2011 after the outbreak of the confrontations between the Syrian Army and the foreign-backed armed groups.

وزارة الخارجية الروسية تقول إنّ وزراء خارجية روسيا وسوريا وتركيا وإيران أكدوا التزامهم بسيادة سوريا ووحدة أراضيها، ومكافحة الإرهاب بجميع أشكاله ومظاهره
أعلنت وزارة الخارجية الروسية، اليوم الأربعاء، أنّ وزراء خارجية روسيا وسوريا وتركيا وإيران، اتفقوا على تكليف نوابهم بإعداد خارطة طريق لتطبيع العلاقات بين أنقرة ودمشق.
وقالت الخارجية الروسية في تعليق على موقعها الرسمي: “الوزراء ناقشوا بشكل موضوعي وصريح استئناف العلاقات السورية- التركية في مختلف الجوانب”.
كما اتّفق المشاركون على تكليف نواب وزراء الخارجية لإعداد خارطة طريق من شأنها دفع العلاقات بين تركيا وسوريا، بالتنسيق مع عمل وزارات الدفاع والأجهزة الأمنية للدول الأربع.
وأضاف البيان أنّه تمّ الاتفاق بين الأطراف أيضاً، على متابعة الاتصالات الرفيعة المستوى والمفاوضات الفنية الرباعية خلال الفترة المقبلة.
هذا وأكّد المشاركون في الاجتماع، التزامهم بسيادة سوريا ووحدة أراضيها، ومكافحة الإرهاب بجميع أشكاله ومظاهره.
وأشار البيان إلى أنّه “تم تأكيد ضرورة زيادة المساعدات الدولية لسوريا، وتأمين العودة الطوعية والآمنة والكريمة للسوريين إلى وطنهم وإعادة الإعمار بعد انتهاء الأزمة”.
هذا، وشهدت موسكو اليوم، لقاء جمع وزراء الخارجية، الروسي سيرغي لافروف والسوري فيصل المقداد، والإيراني حسين أمير عبد اللهيان والتركي مولود جاويش أوغلو، لتقريب وجهات النظر بين دمشق وأنقرة، إذ إن الدول المشاركة، أعضاء في مفاوضات “أستانا” لتسوية الأزمة السورية”.
وتجدر الإشارة إلى أنّ مفاوضات “أستانا” بدأت في كانون الثاني/يناير 2017، بين الأطراف السورية برعاية روسية- تركية- إيرانية، وخرجت ببيان نص على أنه لا يوجد حلّ عسكري للأزمة السورية، وشدد على ضرورة الالتزام بسيادة الأراضي السورية واستقلاليتها ووحدتها، موضحاً أن سوريا دولة ديمقراطية تحتضن الجميع من دون تمييز ديني أو عرقي.
كما نص بيان أستانا على أن الوفود المشاركة تصر على محاربة تنظيم “داعش” وجبهة “فتح الشام”.

وفي نهاية نيسان/أبريل الماضي، عقد وزراء دفاع الدول الأربع محادثات في موسكو، وأعلنت حينها وزارة الدفاع السورية، أن مسألة انسحاب القوات التركية من أراضي الجمهورية السورية، نوقشت خلال الاجتماع.
وقالت وزارة الدفاع التركية، لوكالة “سبوتنيك”، إنّ أطراف اجتماع موسكو، ناقشت خطوات ملموسة، لتطبيع العلاقات بين أنقرة ودمشق.
وفي الوقت ذاته، أكّدت وزارة الدفاع الروسية أن المشاركين في المحادثات، أعطوا اهتماماً خاصاً للقضايا المتعلقة بمكافحة أشكال التهديدات الإرهابية كافة، والجماعات المتطرفة في سوريا.
وأشارت إلى أنّه، عقب المحادثات، أعادت الأطراف التشديد على رغبتها بصون وحدة الأراضي السورية، والحاجة إلى تكثيف الجهود الرامية إلى عودة اللاجئين السوريين سريعاً إلى وطنهم.
وجاءت المحادثات، التي جرت في نيسان/أبريل الماضي، بعد أن استضافت روسيا، في كانون الأول/ ديسمبر 2022، أول محادثات بين وزيري الدفاع التركي خلوصي أكار، والسوري علي محمود عباس، منذ 11 عاماً، لبحث سبل حل الأزمة السورية، وضرورة مواصلة الحوار لتحقيق الاستقرار.
