The Prime Minister’s Office in Iraq announced on Wednesday that “the three Iraqi presidential offices gathered today to meet the leaders of the political forces responding to the call of Prime Minister Muṣṭafā al-Kāẓimī”.
The Prime Minister’s offices said in a statement that “those gathered expressed their firm National commitment to finding a solution to all the crises by dialogue”.
The Prime Minister’s Office explained that those gathered expressed that “turning over the ruling to the voting polls is not something extraordinary when the crises arrive at the dead end”. Thus pointing out their call upon the “aṣ-Ṣadrī Movement to be part of the national dialogue to set the mechanism in motion for a comprehensive solution”.
The Prime Minister’s Office added that those gathered “called for stopping all forms of escalation on the ground, in the media and in politics”. Thus confirming “the need to protect the national institutions and return to the calm discussions far apart from the provocations and agitation”.
According to the Iraqi News Agency the Iraqi political forces with the “Conciliatory Framework” at the top of it, had called earlier on Tuesday for a meeting in the governmental palace responding to the invitation by Prime Minister Muṣṭafā al-Kāẓimī to end the crisis in the country. This came with the absence of the “aṣ-Ṣadrī Movement”, the other party of the current political problem.
Al-Kāẓimī said on Tuesday: “upon the joint national responsibility that gathered the Iraqis around the principle of protecting the unity of Iraq, its security, and its stability I call for a national meeting in the governmental palace for Wednesday to start the serious national dialogue”.
Al-Kāẓimī also called on all national sides to “end the popular and media escalation and give enough space for suggesting some middle ground so that can take effect in the national deliberation”.
The aṣ–Ṣadrī Movement refused to take part in the dialogue
Leader of the aṣ-Ṣadrī Movement Muqtadā aṣ-Ṣadr posted a brief statement today, which held: “We announce that the aṣ-Ṣadrī Movement along with all its dignitaries and political personalities did not take part in the political dialogue that called for by His Excellency the Prime Minister today, nor directly, nor indirectly”.
On Tuesday aṣ-Ṣadr announced to postpone the million-people rally that was scheduled for next Saturday in the capital Baghdad until further notice upon calls for counter-rallies by the supporters of the “Conciliatory Framework” and while the two sides are clashing on differences about the formation of the government.
An Iraqi judiciary source reported in a statement to the Russian “Sputnik” news agency that “the Federal Court delayed to hand over the motion to dissolve the parliament on the 30 August session”. At the same time, the Supreme Court Council had confirmed before that it does not have the authority to rule on dissolving the parliament and that it maintains equal distance from everyone”.
Roughly a week ago protests broke out by the supporters of the “Conciliatory Framework” in numerous Iraqi regions. The supporters of the “aṣ-Ṣadrī Movement” organized protests in the Green Zone in Baghdad opposing the nomination of Muḥammad Šayyā‘ as-Sūdānī as Prime Minister by the Conciliatory Framework.
For around 10 months the formation of the government in Iraq sees a political deadlock because of the conflicting representations and the names of the representatives.

رئاسة مجلس الوزراء في العراق تعلن أنّ “الرئاسات العراقية الثلاث اجتمعت اليوم مع قادة القوى السياسية، بدعوة من رئيس مجلس الوزراء مصطفى الكاظمي
أعلنت رئاسة مجلس الوزراء في العراق، اليوم الأربعاء، أنّ “الرئاسات العراقية الثلاث اجتمعت اليوم مع قادة القوى السياسية، بدعوة من رئيس مجلس الوزراء مصطفى الكاظمي”.
وقالت رئاسة مجلس الوزراء، في بيان، إنّ “المجتمعين عبّروا عن التزامهم بالثوابت الوطنية، وإيجاد حل لكل الأزمات من خلال الحوار”.
وأوضحت الرئاسة أنّ المجتمعين اعتبروا أنّ “الاحتكام مجدداً إلى صناديق الاقتراع ليس حدثاً استثنائياً عندما تصل الأزمات إلى طرق مسدودة”، مشيرةً إلى دعوتهم “التيار الصدري إلى الانخراط في الحوار الوطني لوضع آليات للحل الشامل”.
وأضافت رئاسة مجلس الوزراء أنّ المجتمعين “دعوا إلى إيقاف كل أشكال التصعيد الميداني أو الإعلامي أو السياسي”، مؤكدين “ضرورة حماية مؤسسات الدولة، والعودة إلى النقاشات الهادئة، بعيداً عن الإثارات والاستفزازات”.
وأجرت القوى السياسية العراقية، وعلى رأسها “الإطار التنسيقي” العراقي، في وقت سابق اليوم الأربعاء، اجتماعاً في القصر الحكومي، بدعوةٍ من رئيس الوزراء مصطفى الكاظمي، لحل الأزمة في البلاد، وذلك وسط غياب “التيار الصدري”، الطرف الآخر في المشكلة السياسية الحالية، وفق وكالة الأنباء العراقية.
وقال الكاظمي أمس الثلاثاء: “من منطلق المسؤولية الوطنية المشتركة التي تجمع العراقيين على مبدأ حفظ وحدة العراق، وأمنه، واستقراره، أدعو الإخوة قادة القوى السياسية الوطنية إلى اجتماع وطني في قصر الحكومة، يوم غدٍ الأربعاء، لبدء حوار وطني جاد”.
ودعا الكاظمي أيضاً كلّ الأطراف الوطنية إلى “وقف التصعيد الشعبي والإعلامي، ومنح المساحة الكافية للطروح الوسطية، لأخذ حيزها في النقاش الوطني”.
التيار الصدري رفض المشاركة في الحوار
ونشر زعيم “التيار الصدري”، مقتدى الصدر، بياناً موجزاً، اليوم، جاء فيه: “نعلن أنّ التيار الصدري وبجميع عناوينه وشخصياته السياسية لم يشترك في الحوار السياسي الذي دعا إليه السيد رئيس مجلس الوزراء هذا اليوم، لا بطريق مباشر ولا غير مباشر”.
وأمس الثلاثاء، أعلن الصدر تأجيل التظاهرة المليونية التي كانت مقرّرة يوم السبت المقبل، في العاصمة بغداد، إلى إشعار آخر، وذلك في ظل دعوات إلى احتجاجات مقابلة من جانب أنصار “الإطار التنسيقي”، ووسط احتدام الخلافات بين الجانبين بسبب تأليف حكومة جديدة.
وأفاد مصدر قضائي عراقي، في تصريح لوكالة “سبوتنيك” الروسية، بأنّ “المحكمة الاتحادية أجّلت بتّ دعوى حلّ البرلمان إلى جلسة يوم 30 آب/أغسطس الجاري”، بينما كان أكد مجلس القضاء الأعلى، في وقت سابق، أن ليس لديه صلاحيات تخوّله حلّ مجلس النواب، وأنه يقف على مسافة واحدة من الجميع.
وانطلقت، قبل نحو أسبوع، تظاهرات من أنصار “الإطار التنسيقي“، في مناطق عراقية عدة. وكان أنصار “التيار الصدري” نظّموا احتجاجات في المنطقة الخضراء ببغداد، اعتراضاً على ترشيح تحالف “الإطار التنسيقي” محمد شياع السوداني لمنصب رئيس الحكومة.
ومنذ نحو 10 أشهر، يشهد تأليف الحكومة في العراق حالاً من الانسداد السياسي، بسبب خلافات في التمثيل وأسماء الممثلين.
