Saudi Foreign Minister Fayṣal ibn Farḥān meeting Lebanese President Joseph ‘Awn Awn appointed Prime Minister Nawāf Salām and held discussions about the Lebanese-Saudi relations and the ways to enhance them after the vacancy of the presidency have been solved and amidst attempts to form a new government.

On Thursday Lebanese President Joseph ‘Awn in the Ba‘abdā Palace received Saudi Foreign Minister Prince Fayṣal ibn Farḥān, who took the first visit by a Saudi official to Beirut for 15 years.

During the meeting ‘Awn thanked the efforts the Kingdom of Saudi Arabia had taken to help Lebanon, “especially to end the presidential vacancy”, confirming that the visit by the Saudi Foreign Minister is “a message of hope”.

‘Awn pointed out that “the speech to swear in was written to be carried out, especially that it represents the will of the Lebanese people and took their language”, hoping “that the Saudi brothers will once again return to Lebanon”.

He outlined the priorities for the next period after a government will have been formed by “rebuilding, solving the economic conditions and supporting the army and the security agencies”.

This is how he welcomed Ibn Farḥān to Lebanon recalling the “historic relations between Lebanon and the Kingdom”, hoping “that the bilateral relations would be enhanced between the two countries and the power would increase in all fields”.

On his behalf the Saudi Foreign Minister delivered the greetings of King Salmān ibn ‘Abd al-‘Azīz and Crown Prince Muḥammad ibn Salmān ibn ‘Abd al-‘Azīz to ‘Awn in the occasion of his election as President and their wishes for success to him leading Lebanon to a new period of prosperity, development and wealth”.

Ibn Farḥān confirmed that “the Saudi leadership is dedicated to Lebanon returning as a leading force in the region and an example of coexistence and flourishing”. He congratulated “the leadership of President ‘Awn and his presidential speech, which outlined the compass for the right direction”.

During the meeting he underlined the importance of committing to the ceasefire agreement towards the fulfillment of the total withdrawal of the Israeli Occupying forces from the Lebanese territories, confirming the importance of the implementation of U.N. Security Council resolution 1701 and the relevant U.N. decisions.

He confirmed that the Kingdom will “be by the side of Lebanon and will follow its new path step by step, and will work with its partners in this direction”.

In this context the Saudi Minister confirmed “the importance of reforms that the new government is planning to take after its formation”, pointing out that “Crown Prince Muḥammad ibn Salmān is open to the suggestions Lebanon will be delivering in the near future”.

He also pointed out that “the Saudi leadership is expecting a close meeting with ‘Awn in order to lay down the foundations of cooperation between the two states”, saying that “despite the common challenges we are facing in the region the Kingdom is looking at the future of Lebanon with optimism in light of the reform agenda that came in the speech of the president after his election, as the implementation of these reforms will increase the trust of the partners of Lebanon in it and opens the floor for regaining its natural place in the Arab world and its international relations”.

On the Saudi side the meeting was attended by the advisor of Prince Ibn Farḥān, Yazīd ibn Farḥān, Saudi Ambassador Walīd al-Buhārī, Deputy General Director of the Minister’s Office Walīd Ismā‘īl, the designated official for Lebanese affairs Bandar Qaṭān and Rawād al-Salīm.

As of the Lebanese side those present were Foreign Minister ‘Abd Allah Bū Ḥabīb, General Director of the Presidency Antoan Šuqayr, diplomatic advisor Ambassador Jean Murād, Director of the President’s Office Brigadier General Wasīm al-Ḥalabī, Diplomatic Relations Advisor Mišāl Dū Šadrifiyān, Political Advisor Jean ‘Azīz, Economic Advisor Farḥāt Farḥāt, and Director of the President’s Press Office Rafīq Šalālā.

After that appointed Prime Minister Nawāf Salām in his office in Qarīṭam received the Saudi Foreign Minister in the presence of the Saudi delegation.

During the meeting Ibn Farḥān expressed his congratulation to Salām for his appointment, wishing “for the Lebanese favoring the highest interest instead of narrow minded interests and to move towards the necessary reforms”.

وزير الخارجية السعودي، فيصل بن فرحان، يلتقي الرئيس اللبناني، جوزف عون، ورئيس الحكومة. المكلف، نواف سلام، وجرت مناقشات بشأن العلاقات اللبنانية السعودية، وسبل تعزيزها، بعد ملء الفراغ الرئاسي، ووسط السعي لتشكيل حكومة جديدة.

استقبل الرئيس اللبناني، جوزف عون، اليوم الخميس، في قصر بعبدا، وزير الخارجية السعودي، الأمير. فيصل بن فرحان، الذي يقوم بزيارة للبنان، هي الأولى لمسؤول سعودي لبيروت، منذ 15 عاماً.

وخلال اللقاء، شكر عون الجهود التي بذلتها المملكة العربية السعودية لمساعدة لبنان، و”لاسيما لجهة إنهاء. الفراغ الرئاسي”، مؤكداً أن زيارة وزير الخارجية السعودي هي “رسالة أمل”.

وأشار عون إلى أنّ “خطاب القسَم كُتب لينفَّذ، ولاسيما أنّه عكس إرادة الشعب اللبناني وتحدّث بلغته”، آملاً “أن. يعود الإخوة السعوديون إلى لبنان من جديد”.

وحدّد أولويات المرحلة المقبلة بعد تشكيل الحكومة، عبر “إعادة الإعمار، ومعالجة الوضع الاقتصادي، ودعم. الجيش والمؤسسات الأمنية”. 

وإذ رحب بابن فرحان في لبنان، فإنّه استذكر “الروابط التاريخية بين لبنان والمملكة”، آملا “أن تتعزز العلاقات. الثنائية بين البلدين، وتزداد قوة في المجالات كافةً

بدوره، نقل وزير الخارجية السعودي “تحيات الملك سلمان بن عبد العزيز وولي العهد الأمير محمد بن سلمان بن. عبد العزيز إلى عون بانتخابه رئيساً للجمهورية، وتمنياتهما له بالتوفيق في قيادة لبنان. نحو مرحلة جديدة من الازدهار والنمو والرخاء”.

وأكّد ابن فرحان “حرص القيادة السعودية على أن يعود لبنان نبراساً في المنطقة، ونموذجاً عن. التعايش والازدهار”، منوهاً بـ”قيادة الرئيس عون وبخطاب القسَم، الذي وضع البوصلة في الطريق الصحيح”.

وتطرق، خلال اللقاء، إلى أهمية التزام اتفاقية وقف إطلاق النار، على نحو يشمل الانسحاب الكامل. لقوات الاحتلال الإسرائيلي من الأراضي اللبنانية، مؤكّداً أهمية تطبيق قرار مجلس الأمن 1701 والقرارات الدولية ذات الصلة.

وأكّد أنّ المملكة ستكون إلى “جانب لبنان، وستتابع مسيرته الجديدة، خطوة بخطوة، وستعمل. مع شركائها في هذا الاتجاه”.

وفي هذا السياق، أكّد الوزير السعودي “أهمية الإصلاحات التي تعتزم الحكومة الجديدة القيام بها بعد. تشكيلها”، لافتاً إلى أنّ “ولي العهد، الأمير محمد بن سلمان، منفتح على الاقتراحات التي تنقل لبنان إلى مستقبل زاهر”.

وأشار إلى أنّ “القيادة السعودية تتطلع إلى لقاء قريب مع عون من أجل وضع أسس التعاون بين. البلدين”، قائلاً إنه “على الرغم من التحديات المشتركة، التي تواجهنا في المنطقة، فإنّ المملكة تنظر. بتفاؤل إلى مستقبل لبنان، في ظل النهج الإصلاحي الذي جاء في خطاب الرئيس بعد تنصيبه، بحيث. إنّ تطبيق هذه الإصلاحات من شأنه تعزيز ثقة شركاء لبنان به، وإفساح المجال لاستعادة مكانته الطبيعية. في محيطه العربي وعلاقاته الدولية

وحضر اللقاء عن الجانب السعودي، مستشار الأمير ابن فرحان، يزيد بن فرحان، والسفير. السعودي، وليد البخاري، ومساعد المدير العام لمكتب الوزير، وليد إسماعيل، ومسؤول ملف لبنان  بندر قطان، ورواد السليم. 

أمّا عن الجانب اللبناني، فحضر وزير الخارجية، عبد الله بو حبيب، والمدير العام لرئاسة الجمهورية، أنطوان. شقير، والمستشارة الدبلوماسية، السفيرة جان مراد، ومدير مكتب رئيس الجمهورية، العميد وسيم الحلبي، ومستشار العلاقات. الدبلوماسية، ميشال دو شدرفيان، والمستشار السياسي جان عزيز، والمستشار الاقتصادي فرحات فرحات، ومدير مكتب الإعلام في رئاسة الجمهورية، رفيق شلالا.

وبعد ذلك، استقبل رئيس الحكومة المكلف، نواف سلام، في دارته في قريطم، وزير الخارجية. السعودي، في حضور الموفد السعودي.

وخلال اللقاء، قدّم ابن فرحان إلى سلام التهنئة بتكليفه، متمنياً على “اللبنانيين تغليب. المصلحة العليا على  المصالح الضيقة، والسير في الإصلاحات الضرورية

من ناحيته، رحّب سلام بالوزير السعودي، مشدداً على “دلالة هذه. الزيارة بعد 15 عاماً على آخر زيارة لوزير خارجية سعودي للبنان”.

وأكّد سلام أنّ “هناك فرصة. استثنائية للبنان يجب عدم تفويتها”، وأنّه “يعمل بالتعاون الكامل مع الرئيس عون على ذلك”.
