The United Arab Emirates and France sign a “partnership agreement” in the field of energy covering traditional, renewable, hydrogen, and other energies.
Emirati President Muḥammad ibn Zāyid Āl Nahyān in Paris Monday said to French President Emmanuel Marcon that his country will support the energy security of France.
The two states signed an agreement to strengthen the cooperation in this field during the first state visit by the Gulf leader to a foreign country since he took office.
This visit rolled around “a global strategic partnership agreement about cooperation in the field of energy”. According to the French government’s announcement, this was signed by French Energy and Financial Minister Bruno Le Maer, the Minister of Energy Transition Anis Paneé, and the Minister of Industry and Advanced Technology in the State of the Emirates Sulṭān al-Ğābir.
In a statement, the government said that “the aim of this partnership is to outline the partnership investment projects in France, or the Emirates, or anywhere else in the world on the fields of hydrogen, or renewable energy, or even nuclear energy”.
This agreement will help to “set up a long-term framework for this cooperation, so to pave the way for the decades of new energy and define the future partnership investment projects”. This covers “the possibility of setting up a bilateral fund to finance green projects”.
The Emirati news agency cited the Emirati President saying that “the energy in all of its forms constitutes the sit important field of cooperation between the two countries”. Thus pointing out that “the Emirates is keen on supporting the energy security in the world around, and especially in friendly France”.
A French Presidential advisor pointed out one of the most important points during the visit of the President of the Emirates, which is “announcing the guarantees the Emirates gave about the quantities of diesel supplies to France”. Also adding that “France aims to diversify its supply sources after the Russian military operation in Ukraine”. Thus announcing that the Emirates currently does not supply France with diesel.
The agreement covers the traditional, renewable, hydrogen, and other energies, while it also strengthens the cooperation on obtaining natural gas, especially via the French company Total.
In this context is believed that also another agreement will be signed between “Total” and the Emirati government oil company “Adnuk” to cooperate in the field of energy supplies, in addition to the agreements on setting up joint projects in order to “develop transformation projects in the energy sector in the Emirates”. Thus according to the French government’s announcement.
The Emirati export to France, which mostly means oil and natural gas, in 2019 reached €1,5 billion. A big portion of this was petrochemical products.
The Elyseé mentioned that negotiations between the two presidents also concentrated on “their joint efforts” to strengthen “the stability and security” in the Middle East, not forgetting the matter of the Iranian nuclear case.

الإمارات العربية المتحدة وفرنسا توقعان “اتفاقية شراكة” في مجال الطاقة، تغطّي الطاقة التقليدية والطاقة المتجددة والهيدروجين وغيرها
قال الرئيس الإماراتي محمد بن زايد آل نهيان، للرئيس الفرنسي ايمانويل ماكرون، في باريس، اليوم الإثنين، إنّ بلاده ستدعم أمن الطاقة في فرنسا.
ووقّع البلدان على اتفاقية لتعزيز التعاون في هذا القطاع، خلال أوّل زيارة لدولة للزعيم الخليجي إلى الخارج منذ توليه منصبه.
وأسفرت هذه الزيارة عن “اتفاقية شراكة استراتيجية عالمية حول التعاون في مجال الطاقة”، وقّعها وزير الاقتصاد والمالية الفرنسي برونو لو مير، ووزير انتقال الطاقة أنييس بانييه روناتشر، مع وزير الصناعة والتكنولوجيات المتقدمة بدولة الإمارات سلطان الجابر، بحسب بيان حكومي فرنسي.
وقالت الحكومة، في بيان، إنّ “الهدف من هذه الشراكة هو تحديد المشاريع الاستثمارية المشتركة في فرنسا أو الإمارات أو أي مكان آخر في العالم في مجالات الهيدروجين أو الطاقات المتجددة أو حتى الطاقة النووية”.
وستساعد هذه الاتفاقية على “إنشاء إطار عمل مستقر طويل الأجل لهذا التعاون، لتمهيد الطريق لعقود صناعية جديدة وتحديد مشاريع الاستثمار المشتركة المستقبلية”، بما يشمل “إمكانية إنشاء صندوق ثنائي لتمويل المشاريع الخضراء”.
ونقلت وكالة أنباء الإمارات، عن الرئيس الإماراتي، قوله إنّ “الطاقة بكل أنواعها تمثل أحد أهم مجالات التعاون بين البلدين”، مشيراً إلى أنّ “الإمارات حريصة على دعم أمن الطاقة في العالم عامة، وفي فرنسا الصديقة خاصة
وأشار مستشار رئاسي فرنسي، إلى أنّ أحد أهم البنود خلال زيارة رئيس الإمارات هو “الإعلان عن ضمانات تقدّمها الإمارات بشأن كميات امدادات المحروقات (الديزل) لفرنسا”، مضيفاً أنّ “فرنسا تسعى إلى تنويع مصادر إمدادها على خلفية العملية العسكرية الروسية في أوكرانيا”، علماً أن الإمارات لا تزود فرنسا بالديزل في الوقت الحالي.
وتغطّي الاتفاقية الطاقة التقليدية والطاقة المتجددة والهيدروجين وغيرها، على أن تعزّز كذلك التعاون في التنقيب عن الغاز خصوصاً عبر شركة “توتال” الفرنسية.
وفي هذا السياق، من المفترض أن يتم كذلك التوقيع على اتفاقية بين “توتال” وشركة النفط الإماراتية الحكومية “ادنوك” للتعاون في مجال إمدادات الطاقة، بالإضافة إلى اتفاقية لإنشاء مشروع مشترك من أجل “تطوير مشاريع التحول في مجال الطاقة في دولة الإمارات”، بحسب البيان الحكومي الفرنسي.
وبلغت الصادرات الإماراتية إلى فرنسا، التي يهيمن عليها النفط والغاز، 1,5 مليار يورو في عام 2019، وكان جزء كبير منها عبارة عن منتجات بترولية مكررة.
وذكر الإليزيه أنّ المباحثات بين الرئيسين ركزت أيضاً على “جهودهما المشتركة” لتعزيز “الاستقرار والأمن” في الشرق الأوسط، لا سيما فيما يتعلق بالملف النووي الإيراني
