After voting in favor of the U.N. resolution to call upon Russia to withdraw its forces from Ukraine, Egypt confirms that its refuses the sanctions policies beyond the international mechanism framework.
The Egyptian Ministry of Foreign Affairs expressed its refusal to implement economic sanctions beyond the multilateral international framework mechanism, based on its previous experiences”, which “had huge negative humanitarian effects”. This came after it voted in favor of the U.N. resolution about the Russian military operation in Ukraine.
The Egyptian Foreign Ministry in a statement explained the circumstances of its position supporting the U.N. General Assembly’s resolution, confirming that “the root causes of the current crisis has to be studied impartially and they have to be dealt with, thus securing the end of the correct crisis and achieving security and stability”.
It called upon all sides to exercise “the necessary responsibility to secure the delivery of humanitarian aid to all those in need without any bias, while also allowing the foreign residents to cross the borders”.
It also once again warned about the “the massive economic and social consequences of the current crisis to the whole global economy, which still suffered from the results of the pandemic”. Thus explaining that “the effectiveness and the reliance for the capabilities of the multilateral international process combatting the consecutive threats and crises rely on addressing all international crises in accordance with the same stable guidelines in accordance with the principles and intentions of the U.N. Charter”.
It should be remembered that the U.N. General Assembly on Wednesday passed a resolution with majority, calling on Russia to immediately withdraw its military forces from Ukraine”.
141 countries voted in favor of the resolution, while only 5 voted against it. These are Russia, Syria, Eritrea, Belarus and North Korea. Also another 34 countries abstained from the vote.
The resolution titled “Aggression against Ukraine” confirmed that the members of the General Assembly are committed for “the sovereignty of Ukraine, its independence, and its regional unity and integrity within the the internationally recognized borders, which expands to its territorial waters as well”.
The resolution was recounted in the General Assembly after a similar proposal last week was dropped in the Security Council in result of Russia relying on its veto. This time only minor changes were applied.
In 2014 a similar resolution was accepted condemning Russia for incorporating the Crimean Peninsula, which was passed with the vote of 100 member states against 11 states voting against and 58 abstaining.
On 24 February Russia launched a military operation in Ukraine responding to the requests of the two people’s republics of Donbas and Luhansk in the Donbas region, which asked for assistance from Russia to end the Ukrainian aggression against them.

بعد تصويتها لصالح قرار في الأمم المتحدة يدعو روسيا إلى سحب قواتها من أوكرانيا، مصر تؤكد رفضها سياسة العقوبات خارج إطار آليات النظام الدولي.
أعربت وزارة الخارجية المصرية عن رفضها منهج توظيف العقوبات الاقتصادية خارج إطار آليات النظام الدولي متعدد الأطراف، من منطلق التجارب السابقة، و”التي كان لها آثارها الإنسانية السلبية البالغة”، وذلك بعد تصويتها لصالح قرار في الأمم المتحدة بشأن العملية العسكرية الروسية في أوكرانيا.
وأوضحت الخارجية المصرية، في بيان، حيثيات موقفها المؤيد لقرار الجمعية العامة للأمم المتحدة، مؤكدةً أنّه “لا ينبغي أن يتم غضّ الطرف عن بحث جذور ومسببات الأزمة الراهنة، والتعامل معها بما يضمن نزع فتيل الأزمة، وتحقيق الأمن والاستقرار”.
ودعت كل الأطراف إلى التحلي “بالمسؤولية الواجبة لضمان تدفق المساعدات الإنسانية لكل محتاج، دون أي تمييز، مع كفالة مرور المقيمين الأجانب بانسيابية عبر الحدود”.
كما جددت التحذير من “مغبة الآثار الاقتصادية والاجتماعية للأزمة الراهنة على الاقتصاد العالمي برمته، والذي ما زال يعاني من تداعيات الجائحة”، موضحةً أنّ “فاعلية ومصداقية قدرة آليات العمل الدولي متعدد الأطراف في مواجهة التحديات والأزمات المتلاحقة يعتمد على تناول كافة الأزمات الدولية وفقاً لمعايير واحدة وثابتة متسقة مع مبادئ الميثاق ومقاصده”.
يذكر أنّ الجمعية العامة للأمم المتحدة اعتمدت، أمس الأربعاء، بالأغلبية قراراً يدعو روسيا إلى سحب قواتها العسكرية فوراً من أوكرانيا.
وصوّت لصالح القرار 141 دولة فيما عارضته 5 دول فقط، هي روسيا وسوريا وإريتريا وبيلاروسيا وكوريا الشمالية، فيما امتنعت 34 دولة عن التصويت.
وأكد القرار الذي حمل عنوان “العدوان على أوكرانيا” التزام أعضاء الجمعية العامة بـ”سيادة أوكرانيا واستقلالها ووحدتها وسلامتها الإقليمية داخل حدودها المعترف بها دولياً، والتي تمتد إلى مياهها الإقليمية”.
وتمّ إعداد القرار في الجمعية العامة، بوحي من نصّ مشروع شبيه سقط الأسبوع الماضي في مجلس الأمن الدولي نتيجة لجوء روسيا لحق النقض (الفيتو)، مع إدخال تعديلات طفيفة.
وفي 2014، تمّ تبني قرار مماثل يدين روسيا لضمّها شبه جزيرة القرم بغالبية أصوات 100 دولة عضو مقابل معارضة 11 دولة وامتناع 58 عن التصويت.
