Going along with the official and popular Algerian stance the representatives of the Algerian Parliament took a motion to once again study drafting a law to criminalize the normalization with “Israel”.
The representatives in the Algerian Parliament took a motion to revive draft legislation to criminalize the normalization with “Israel”.
The al-Mayadeen got hold of a draft that was proposed by the “Society of Peace” Movement’s parliamentary fraction, which was handed in coinciding with the 74th anniversary of the Palestinian tragedy.
The first section of the draft held that the aim of this law is to criminalize the normalization with “Israel”, and its reasoning was given as it wishes to solidify the historic stance of the Algerian state refusing the normalization.
The drafts articles mentioned that “it is forbidden to conduct, set up any communication, or relations, or to open representative offices of any kind on any level with the Zionist Entity in any direct or indirect fashion”.
It is also forbidden for every person to “make by a person or via an intermediary any agreement with the institutions or personalities residing on the occupied territories, or with those carrying its citizenship, or acts on their behalf or for their interests. Whether these are trade deal agreements, or financial transactions, or any other kinds of conducts, whatever their nature to be”.
It is also forbidden to travel from or to “Israel”, to set up communications and meetings with organizations or personnel, as it is also forbidden to enter accept entry for those carrying Israeli citizenship to Algeria, or to its diplomatic representations, or any breaches belonging to these.
Also, it is forbidden to participate in any activity being held in “Israel”, whether it was political, academic, economic, cultural, artistic, or sport, being organized by official or unofficial sides.
The draft also forbids the users of the internet, or any electronic telecommunications to interact or make agreements with any site or any electronic infrastructure providers in “Israel” or with those belonging to it.
Representative of the the “Society of Peace” Movement’s parliamentary faction Yūsaf ‘Ağīsa revealed to al-Mayadeen that “these documents are the same that were presented by parliamentarians of a number of political formations on January to the Speaker of the Parliament”. He also said that the dissolution of the Parliament by President ‘Abd al-Mağīd Tabbūn meant the end of the previous draft.

تناغماً مع الموقف الجزائري الشعبي والرسمي، نواب في البرلمان الجزائري يتحركون لإعادة بعث مشروع قانون تجريم التطبيع مع “إسرائيل
تحرّك نواب في البرلمان الجزائري لإحياء مشروع قانون لتجريم التطبيع مع “إسرائيل”.
وحصلت الميادين على المشروع الذي اقترحته الكتلة البرلمانية لحركة “مجتمع السلم”، والذي قدّم تزامناً مع ذكرى النكبة الفلسطينية الـ 74.
وورد في المادة الأولى للمقترح أنّ الهدف من القانون هو تجريم التطبيع مع “إسرائيل”، وجاء في عرض أسبابه أنّه يسعى إلى تحصين الموقف التاريخي للدولة الجزائرية الرافض للتطبيع.
وذكرت مواد المقترح أنّه “يُمنع التعامل أو إقامة أي اتصالات أو علاقات أو فتح مكاتب تمثيل من أي نوع وعلى أي مستوى كان مع الكيان الصهيوني، بطرقٍ مباشرة أو غير مباشرة”.
كما يُمنع على كل شخص أن “يعقد بالذات أو بالوكالة اتفاقاً مع هيئات أو أشخاص مقيمين في الأرض المحتلة، أو منتمين إليها بجنسياتهم أو يعملون لحسابها أو لمصلحتها، متى كان موضوع الاتفاق صفقات تجارية أو عمليات مالية، أو أيّ تعاملٍ آخر أياً كانت طبيعته”.
ويُمنع أيضاً السفر من “إسرائيل” وإليها وإقامة اتصالات ولقاءات مع الهيئات والأشخاص، كما يُمنع دخول أو استقبال حاملي الجنسية الإسرائيلية في الجزائر أو مقرّات البعثات الدبلوماسية والفروع التابعة له.
وتُمنع كذلك المشاركة في أي نشاط يقام في “إسرائيل”، سواءً كان سياسياً أو أكاديمياً أو اقتصادياً أو ثقافياً أو فنياً أو رياضياً، تنظمه جهات رسمية أو غير رسمية.
كما يمنع المقترح مستخدمي الإنترنت أو وسائط الاتصال الإلكتروني التعامل والتعاقد مع المواقع أو الخدمات الإلكترونية المنشأة في “إسرائيل” أو التابعة لها.
وكشف النائب البرلماني عن حركة “مجتمع السلم”، يوسف عجيسة، للميادين أنّ “هذه الوثيقة هي نفسها التي قدّمها نواب من عدة تشكيلات سياسية، في كانون الثاني/يناير الماضي، لرئاسة البرلمان”، وقال إنّ حل المجلس من قبل الرئيس عبد المجيد تبون كان نهاية للمشروع السابق
