In the midst of the political turmoil in which Tunisia lives which goes on between the two leading powers in the country and while there are governmental changes, which was supported by the parliament, 103 MPs signed a motion to revoke confidence from Speaker of the Parliament Rāšid al-Ġannūšī.
According to what Marwān Falfāl, MP of the “Taḥyā Tūnis [Long live Tunisia!]” party told to the France Press news agency, who signed the motion, 103 Tunisian MPs signed a motion to revoke confidence from Speaker of the Parliament Rāšid al-Ġannūšī on the basis of “ill management of the work and promoting violence within the Parliament”.
Falfāl said that “the gathering of the signatures for the motion is in its final phase”, thus pointing out that “its official enacting is connected to the end of the exceptional work procedures, which were enforced on the basis of the Covid-19 pandemic”.
On his behalf, MP Riḍā az-Zaġmī said: “Initially the signatures will be collected from every parliamentary faction with the aim that these factions would be able to fulfill the moral obligation towards this petition, and with the aim to reach the number required to revoke confidence. That is the absolute majority or 109 MPs. Only after that, it shall be handed over to the Parliament’s secretariat office”.
Az-Zaġmī confirmed that 103 MPs from the 217 signed the motion to revoke confidence from al-Ġannūšī, thus pointing out that the support by only six other MPs is enough for this motion to reach the required majority.
On his own behalf, President of the Democratic Block Muḥammad ‘Ammār pointed out that the presentation of the motion will not be “very soon”, explaining that the communications between the parliamentary factions are still going on to enlarge the sphere of signatories of this motion.
It should be remembered that the motion to revoke confidence was launched by the initiative of independent MPs, but it gained support from these factions, which expressed their support for this.
It should also be mentioned that this initiative comes at a time of unprecedented political crisis and turmoil between the two heads of power in the country, President Qays Sa‘īd and head of government Hišām Mašīšī, who is supported by the an-Nahḍa Movement. This is because of a government restructuring, which has already gained support by the Parliament.
Yesterday, on Monday al-Ġannūšī said that: “There are sides, which strive to bring back the past of oppression to one man’s rule”.
In an article published by the American “USA TODAY” al-Ġannūšī said: “the popular situation in Tunisia took a path, which goes against the democratic institutions, the elected representatives and the political parties and blocks their work”.
The reporter of al-Mayadeen had reported earlier that there is a new attempt to remove al-Ġannūšī, while the an-Nahḍa Movement downplayed this attempt.
The Tunisian President had already announced that he refuses the presence of ministers, who are not named at the formation of the restructured government, considering that there are doubts of corruption and conflict of interests around them. Thus he confirmed that he does not accept their vows on the constitution in front of him upon assuming their duties.
The assembly on 27 January granted trust to the new ministers, even in spite that there are controversies about the number of names and the harsh criticism, which was expressed by the President about this formation.
Since that approval by the parliament for this restructuring, the president of the country hasn’t sent an official invitation to the ministers to take their vows in the Carthage Palace, nor has he issued a presidential decree appointing them to their duties.
In light of the arrival of the Tunisian political crisis to a dangerous phase, there have been calls to move for a popular referendum to change the political system, which was outlined in the 2014 constitution.

على وقع أزمة سياسية تعيشها تونس بين رأسي السلطة في البلاد على خلفية تعديل وزاري، منحه البرلمان الثقة، 103 نواب يوقعون على عريضة لسحب الثقة من رئيس البرلمان راشد الغنوشي.
وقّع 103 نواب في البرلمان التونسي عريضة لسحب الثقة من رئيس مجلس النواب راشد الغنوشي على خلفية “سوء إدارة العمل وتنامي العنف داخل البرلمان”، وفق ما أفاد النائب عن حزب “تحيا تونس” مروان فلفال لوكالة فرانس برس، الموقّع على العريضة.
وقال فلفال إن “تجميع التوقيعات للعريضة في مراحله النهائية”، مشيراً إلى أن “تقديمها بشكل رسمي مرتبط بانتهاء إجراءات العمل الاستثنائية التي يعتمدها البرلمان على خلفية الوقاية من كوفيد-19
بدوره قال النائب رضا الزغمي: “مبدئياً سيكون تجميع الإمضاءات من كل كتلة برلمانية على حدة، بهدف التوصل لالتزام أخلاقي من كل كتلة تجاه هذه العريضة، وبهدف التحقق من التوصل إلى العدد المطلوب لسحب الثقة وهو الأغلبية المطلقة أي موافقة 109 نواب، قبل إيداعها بمكتب الضبط بالبرلمان
وأكد الزغمي أن 103 نواب من أصل 217 وقعوا على عريضة لسحب الثقة من الغنوشي، مشيراً إلى أنه يكفي تأييد ستة نواب آخرين لهذا المشروع للحصول على الأغلبية المطلقة
من جهته، أشار رئيس الكتلة الديمقراطية محمد عمار إلى أن تقديم العريضة لن يكون في “القريب العاجل”، موضحاً أن الاتصالات مع عدد من الكتل البرلمانية الأخرى ما زال قائماً لتوسيع دائرة الموقعين على العريضة
ويذكر أن عريضة سحب الثقة انطلقت بمبادرة من نواب غير منتمين للكتل البرلمانية، لكنها وجدت صدىً لاحقاً لدى هذه الكتل التي عبرت عن دعمها لهذه المبادرة
ويذكر أن هذه المبادرة تأتي بالتزامن مع أزمة سياسية وتوتر غير مسبوقين بين رأسي السلطة في البلاد، رئيس الجمهورية قيس سعيّد ورئيس الحكومة هشام مشيشي الذي تدعمه حركة النهضة، على خلفية تعديل وزاري، منحه البرلمان الثقة
وكان الغنوشي قال أمس الإثنين إن “هناك جهات تسعى لإعادة الماضي الاستبدادي لحكم الرجل الواحد“
وفي مقال نشره في صحيفة “USA TODAY” الأميركية، قال الغنوشي إن “الحالة الشعبوية في تونس، اتخذت طريق مهاجمة المؤسسات الديمقراطية والمسؤولين المنتخبين والأحزاب السياسية، وتعطيل عملهم
مراسل الميادين كان قد أفاد في وقت سابق أن هناك محاولة جدية لعزل الغنوشي، فيما قللت حركة النهضة من أهمية هذه المساعي.
وأعلن الرئيس التونسي عن رفضه وجود وزراء من دون أن يسميهم في التشكيلة الحكومية المعدّلة واعتبر أنها تتعلق بتهم شبهات فساد وتضارب المصالح. مؤكداً عدم قبول أدائهم اليمين الدستورية أمامه لتسلم مهامهم
وكان مجلس النواب منح في 27 كانون الثاني/يناير الماضي الثقة للوزراء الجدد، وذلك على الرغم من الجدل القائم حول أسماء عدة والانتقادات الحادة التي وجهها رئيس الجمهورية بشأن هذه التشكيلة
ومنذ مصادقة البرلمان على التعديل، لم يرسل رئيس البلاد دعوة رسمية للوزراء لأداء اليمين في قصر قرطاج، كما لم يصدر المرسوم الرئاسي لتعيينهم في مناصبهم
وفي ظل وصول أزمة تونس السياسية إلى مرحلة خطيرة، تتالت الدعوات للذهاب إلى استفتاء شعبيّ لتغيير النظام السياسيّ الذي أرساه دستور 2014
