The partial results of the Moroccan legislative and local elections show progress for the “National Block” party against the Islamist Justice and Development party, which suffered a bitter defeat.
The party results of legislative and local elections in Morocco show progress for the National Block for the Free Party against its rival after the ratio of voter participation was reached above 50%.
The Ministry of Interior said that the partial results showed a victory of the Block Party winning 97 seats out of the 395 in the Parliament, while the proportion of the Justice and Development Party fell back to 12 from the previous 125 seats.
The Authenticity and Modernity Party gained the second position with 82, while the Istiqlāl [Independence] Party took the third position with 78 seats.
It is supposed that in the following days King VI. Muḥammad within the next few days will task a Prime Minister from the Block Party to form a new government for the next 5 years following Sa‘ad ad-Dīn al-‘Utmānī.
According to what was announced by the Ministry of Interior the participation on the elections reached 50,35%, noting that this was the first time in the history of the kingdom that at the same time parliamentary, local and provincial elections were held.
This percentage stabilized around 43% on the last elections 5 years ago, and at 53% on the last local and regional elections in 2015.
The defeat of the ruling Justice and Development Party counts as a huge surprise, as the analysts and the local media kept on guessing the first post, as there were no opinion polls about the sentiments of the voters before the elections.
The party kept a growing trend since its first participation in the elections in 1997 until it reached the premiership following the protest movement on 20 February 2011, but without taking hold over the key ministries.
Shortly before closing the elections centers the Justice and Development Party announced that it recorded “scandalous spreading out of money around a number of election centers without any intervention by the authorities in charge”.
In a statement the party pointed out “excesses in a voting lists in a number of offices, which prevented a number of voters to fulfill their duties”. Thus it called upon the authorities to “confront these dangerous breaches of strictness”.
Member in the leadership of the Justice and Development Party Ḥasan al-‘Umrānī said on Thursday that his party “electively lost”, calling for the conclusions to be drawn from the results, and the most important is “to take the necessary operative steps”.
Al-‘Umrānī continued: “The defeat is painful, but it is not the end of the road”. On his behalf leading member of the Justice and Development Party ‘Abd al-Ālī Ḥāmī ad-Dīn called for “self criticism”.
Secretary General of the Authenticity and Modernity Party ‘Abd al-Laṭīf Wahbī directly accused the Block Party being responsible for “flooding” the field with money, to which the latter responded by accusing him with attempts to “harm the legitimacy of the elections”.
On the other hand the Minister of Interior on Thursday night on his behalf confirmed that “the election process went on under normal conditions, except some isolated incidents, which had no effect on its course”. He stressed “the total respect for the process of the elections and the transparency of its count in the present of the candidate lists’ representatives”.
Some 30 parties competed for the vote of approximately 18 Moroccan voters registered on the election list, noting that the number of those above the voting age is 25 million out of 36 million, which is the total population of the kingdom.

صدور النتائج الجزئيّة للانتخابات التشريعية والمحلية المغربية، والتي تظهر تقدّم حزب “التجمّع الوطني” على حزب العدالة والتنمية الإسلامي الذي مُني بهزيمة قاسية.
أظهرت النتائج الجزئيّة للانتخابات التشريعية والمحلية في المغرب تقدّم حزب التجمع الوطني للأحرار على منافسيه، بعد أن تخطّت نسبة التصويت 50% من عدد الناخبين.
وقالت وزارة الداخلية إنّ النتائج الجزئيّة أظهرت فوز حزب التجمّع بـ97 مقعداً من أصل 395 مقعداً، فيما انخفضت حصة حزب العدالة والتنمية من 125 مقعداً إلى 12 مقعداً.
وحلّ حزب الأصالة والمعاصرة في المرتبة الثانية بـ82 مقعداً، أما حزب الاستقلال فحلّ في المرتبة الثالثة بـ78 مقعداً.
ويرتقب أن يعيّن الملك محمد السادس خلال الأيام المقبلة رئيس وزراء من حزب التجمّع يكلّف بتشكيل فريق حكومي جديد لـ5 أعوام، خلفاً لسعد الدين العثماني.
وبلغت نسبة المشاركة في الانتخابات 50,35% وفق ما أعلن وزير الداخلية، علماً أنها المرة الأولى في تاريخ المملكة التي تجري فيها في اليوم نفسه انتخابات برلمانية ومحلية وجهوية.
وكانت هذه النسبة استقرّت في حدود 43% في آخر انتخابات برلمانية قبل 5 أعوام، و53% في آخر انتخابات محلية وجهوية العام 2015.
وتعدّ هزيمة حزب العدالة والتنمية المدوية مفاجأة كبيرة إذ ظلّت تقديرات محلّلين ووسائل إعلام محلية ترشحه للمنافسة على المراتب الأولى، في غياب استطلاعات للرأي حول توجهات الناخبين قبل الاقتراع.
وظلّ الحزب يحقق نتائج تصاعدية منذ مشاركته في أول انتخابات برلمانية العام 1997، إلى أن وصل إلى رئاسة الحكومة في أعقاب احتجاجات حركة 20 شباط/فبراير 2011، لكن من دون السيطرة على الوزارات الأساسية.
وقبيل إغلاق مكاتب الاقتراع أعلن حزب العدالة والتنمية أنه سجّل “استمرار التوزيع الفاحش للأموال في محيط عدد من مراكز التصويت، دون تدخّل السلطات المعنية”.
وأشار الحزب في بيان إلى “ارتباك في لوائح التصويت بعدد من المكاتب ما حرم عدداً من الناخبين من القيام بواجبهم”، داعياً السلطات إلى “التصدي لهذه الخروقات الخطيرة بصرامة”.
وقال القيادي في حزب العدالة والتنمية حسن العمراني، اليوم الخميس، إنّ حزبه “هزم انتخابياً”، داعياً إلى استخلاص ما يلزم من نتائج، والأهم “اتخاذ الخطوات العملية الضرورية”.
وتابع العمراني: “الهزيمة مؤلمة، ولكنها ليست نهاية المسار”. بدوره، القيادي بالعدالة والتنمية، عبد العالي حامي الدين، دعا إلى “نقد ذاتي”.
ووجّه الأمين العام لحزب الأصالة والمعاصرة، عبد اللطيف وهبي، الاتهام مباشرةً إلى حزب التجمّع بالمسؤولية عن “إغراق” الساحة بالمال، وردّ عليه الأخير متهماً إياه بالسعي إلى “ضرب مصداقية الانتخابات”.
من جهة أخرى، أكد وزير الداخلية، ليل الأربعاء الخميس، أنّ “عملية التصويت مرت ظروف عادية، باستثناء بعض الأحداث المعزولة التي لم تؤثر على سيرها”، مشدداً على “الاحترام التام لسرية الاقتراع ونزاهة عمليات الفرز والإحصاء بحضور ممثلي لوائح الترشيح”.
وتنافس حوالى 30 حزباً على نيل أصوات قرابة 18 مليون مغربي مسجّلين في القوائم الانتخابية، علماً أنّ عدد البالغين سن التصويت يقارب 25 مليوناً من أصل 36 مليوناً هو إجمالي عدد سكان المملكة.
