The Saudi blogger “Muğtahid” reveals in a series of tweets about a Saudi-Emirati campaign, made up of 7 phases, to hand power over to a regime similar to that of Egypt to sink the country into chaos. In the following, we present a series of tweets present on his account.
The Saudi blogger is known under the name of “Muğtahid” posted on his account on Twitter about a Saudi-Emirati campaign to hand power in Tunisia over to a regime similar to that of ‘Abd al-Fattāḥ as-Sīsī in Egypt to crush the revolution and purge the Islamists.
He pointed out the information present in a report, which was leaked to him “by a number of those, who got involved in this plan by those who were tricked into it in the beginning by the aim to save Tunisia from the chaos. Then they realized that the aim of the campaign is right what it will enter Tunisia into chaos”.
He mentioned that the reason for him being contacted and to pass on this information was the central role of Saudi Arabia and the Emirates in the campaign, which supplied media (traditional and digital), finances, strategic work and international support (Europe, America, Russia, and China), “and even supplying mercenaries to carry out operations of destruction and assassinations to create chaos to justify the suspension of the constitution and emergency rule”, according to his description.
“Muğtahid” revealed that those who take part in the plan are ‘Abīr Mūsī, president of the Free Dustūrī Party [al-Ḥizb ad-Dustūrī al-Ḥurr], Muḥsin Marzūq, president of the Tunisia Project Party [Ḥizb Mašrū‘ Tūnis], the well-known academic Alfa Yūsaf, and other activists close to the previous head of the government, Yūsaf aš-Šāhid. Also, other Tunisian personalities are known to be close to the Emirates. And apart from them also the most dangerous Tunisian person, who is Kāmil al-Laṭīf.
According to “Muğtahid” many of these personalities don’t even hide their trusted relations with the Saudi and the Emirati ambassadors and are not shy to recur in their offices or to meet them publicly, though such sensitive cooperation is not among the duties of an ambassador, but that of Saudi and Emirati strategic personalities, who recurred frequently in Tunisia before and after the Corona crisis under diplomatic cover.
The report suggests that the activity in run by the use of a WhatsApp group, and everyone in the group has a connection to given Saudi and Emirati sides.
Also in one of the groups, a number of security leaders are joined close to Kāmil al-Laṭīf, who promised unlimited support at the zero hours, and made all the security forces under his control, according to “Muğtahid”.
The plan was split into 7 stages: demonizing the an-Nahḍa community – convincing the people about the failure of the Parliament – arming the president, and if he refuses accusing him with incapability and incompetence – artificial agitation of the streets – pushing the country into a security crisis – a response by the security agency to call the streets to suspend the Parliament and the constitution – appointing a person close to Kāmil al-Laṭīf by the model of the as-Sīsī regime.
“Muğtahid,” said that he supposed that the plan has already reached its last phases in this May, if it was not for the crisis of the Corona, which forced them to postpone, even though ad a good start and achieved many successes in the early stages.
According to the sources, the most sensitive phase of the plan is expected to come after the recession of the Corona.
However, the recent losses of the Saudi-Emirati plan in Libya made them hesitant and they decided to increase the media involvement to wrap up the phases, but their hesitation made them to proceed on a rapid and somewhat controversial path, which revealed a great part of their ideas and their plans.
To execute the first three phases of the plan the newspapers and the channels belonging to the fore mentioned personalities supported by al-Arabiyya, Sky News and their accounts on Twitter and Facebook launched a campaign to demonize the an-Nahḍa community in general and al-Ġannūšī specifically and accuse them with an obsession for power. They launched another campaign about the failure of the Parliament, and a third one about the incapability of the president.
As for the fourth phase to sink the country into chaos, it comprises of two levels: the first less open, which indeed succeeded. That is a set of breaches in the vital services. The second about to start is a series of explosions carried out by Emirati “mercenaries” cooperating with the security services and amongst the representatives in the at-Takattul as culprits, or placating them as the an-Nahḍa.
The media services belonging to them have already started to introduce this campaign to the public discourse about the eventuality of chaos and bloodshed because of the policies of the an-Nahḍa, the failure of the Parliament, and the incapacity of the president. “And as a proof of their confidence, they don’t refrain to use expressions resembling threats, rather then warnings, as if they were saying either the parliament gets suspended, or we shed blood, like as-Sīsī before”, according to “Muğtahid.
He continued that many of these statements and articles consider by the Tunisian law as crime, as they are agitations and indirect calls for violence, or excuses for it. Even so, the representatives haven’t taken any initiatives in any cases, but it is more regrettable that the concerning sides in the offices of the president, the Prime Minister, and the Parliament didn’t take any initiative against these statements.
The fifth phase in the plan is connected to the agitation of the streets, which was postponed to after Corona. It is supposed to come after security chaos backed by a media campaign convincing the people about the incapability of the political system.
“Muğtahid added that “looking at their lack of confidence whether the people would join in, which is being agitated, the workers union will contribute with all it can to fill a street, or two then the press would exaggerate the event”.
The sixth phase would be a massive response by the security agency, which is currently cooperating with them (or those, who are part of the plan) restore order and stage a coup on the style of that of as-Sīsī, and impose someone close to Kāmil al-Laṭīf, announce the suspension of the parliament and the constitution, announce state emergency, execute a series of arrests, to set up emergency measures with Saudi and Emirati, even possibly European and international support and recognition.
“Muğtahid” mentioned that the problem this group faces if their fear of two things: first is that the people would move against them at the last hour and turn the plan against them. Secondly, that army does not stay neutral, intervenes to defend the parliament, the political system, and adequately performs the operation, as some of them are ready for taking risks, while others are very reluctant.
While on the other hand there seems to be some hesitation by the institutions of the president, the prime minister and the parliament, as many reports have reached them about this move, yet these sides haven’t taken any measures yet. But there is fear even of responses to the accusations against the government, the president and the parliament with countering statements, according to “Muğtahid”.
In the final remarks, he pointed out that key concessions the an-Nahḍa group gave, which reached up to give up their religious principles did not satisfy these plotters, but they viewed these as signs of weakness by the an-Nahḍa, and that making them fail is easy. “Is the an-Nahḍa learning?”, asked “Muğtahid”.

المغرد السعودي “مجتهد” يكشف في سلسلة تغريدات عن الحملة السعودية الإماراتية، المؤلفة من 7 مراحل، لتسليم السلطة في تونس إلى نظام يشبه النظام الحاكم في مصر لإغراق البلاد في الفوضى. فيما يلي نعرض سلسلة التغريدات الواردة على صفحته
نشر المغرد السعودي المعروف باسم “مجتهد” على صفحته على موقع تويتر تقريراً عن الحملة السعودية الإماراتية لتسليم السلطة في تونس لنظام على غرار نظام عبد الفتاح السيسي بمصر، يقضي على الثورة ويقمع الإسلاميين
وأشار إلى أنّ المعلومات الواردة في التقرير تسربت له “من عدد من الذين انخرطوا في هذه الخطة ممن كانوا مخدوعين في البداية أن الهدف إنقاذ لتونس من الفوضى ثم اكتشفوا أن هذه الحملة هي التي ستدخل تونس في فوضى
وذكر أنّ الدافع وراء الاتصال به وتمرير له هذه المعلومات هو الدور السعودي والإماراتي المحور في الحملة والذي وفر الإعلام (التقليدي والرقمي) والمال والعمل الاستخباراتي والدعم الدولي (أوروبا وأميركا وروسيا والصين) “بل وتوفير مرتزقة لتنفيذ عمليات تخريبية واغتيالات لخلق فوضى تبرر تعطيل الدستور والحكم بالطوارئ” على حد تعبيره
وكشف “مجتهد” أنّه يشارك في تنفيذ الخطة عبير موسي رئيسة الحزب الدستوري الحر ومحسن مرزوق رئيس حزب مشروع تونس و ألفة يوسف الأكاديمية المعروفة ونشطاء آخرون مقرّبون من رئيس الحكومة السابق يوسف الشاهد، وشخصيات تونسية أخرى معروفة بقربها من الإمارات، إضافة لتنسيق مع أخطر شخصية تونسية وهو كامل اللطيف
وفقاً ل”مجتهد” فإنّ كثيراً من هذه الشخصيات لا يخفون علاقتهم الوثيقة مع السفير السعودي والإماراتي ولا يخجلون من التردد إلى مكتبه أو مقابلته علناً مع أن التنسيق الحساس ليس من مهمة السفير بل من مهمة شخصيات استخباراتية سعودية وإماراتية تتردد إلى تونس قبل وبعد أزمة كورونا تحت مظلة دبلوماسية
التقرير يفيد بأنّ النشاط يدار باستخدام مجموعات الواتساب، وكل مجموعة لها ترتيبها مع الجهات السعودية والإماراتية المعنية
كما يشارك في إحدى مجموعات الوتساب عدد من القيادات الأمنية الموالية لكامل اللطيف الذي وعد بدعم غير محدود في ساعة الصفر وجعل كل القوات الأمنية تحت تصرفهم، وفقاً ل”مجتهد
تنقسم مراحلة الخطة إلى 7 مراحل: شيطنة جماعة النهضة -إقناع الشعب بفشل البرلمان- تجنيد الرئيس وإن رفض اتهامه بالعجز والسفه- إدخال البلد في فوضى أمنية- تحرك شارع مصطنع- استجابة الجهاز الأمني لنداء الشارع بحل البرلمان وتعطيل الدستور- تنصيب شخص موال لكامل اللطيف بنظام على غرار نظام السيسي
وقال “مجتهد” إنه كان يفترض أن تكون الخطة قد وصلت إلى مراحلها الأخيرة في شهر مايو/ أيار الجاري، لولا أن عصفت الكورونا بكل شيء وأجبرتهم على التريث على الرغم من أنهم قطعوا شوطاً جيداً وحققوا نجاحات في المراحل الأولى
وبحسب المصادر فإن المراحل الحاسمة من الخطة من المرجح أن تنفذ بعد انحسار كورونا
لكن الهزائم الأخيرة للمشروع السعودي الإماراتي في ليبيا أصابتهم بالارتباك فقرروا التصعيد في الجانب الإعلامي في محاولة لاختصار المراحل لكن ارتباكهم جعلها تأتي بطريقة مستعجلة مضطربة نوعاً ما كشفت جزءاً كبيراً من تفكيرهم وخططهم
ومن أجل تنفيذ المراحل الثلاث الأولى من الخطة، شنت الصحف والقنوات المحسوبة على الشخصيات المذكورة مدعومة بقناة العربية وسكاي نيوز وحسابات في تويتر وفايسبوك، حملة لشيطنة جماعة النهضة عموماً والغنوشي خصوصاً واتهامهم بالاستحواذ على السلطة وحملة أخرى عن فشل البرلمان وثالثة عن عجز الرئيس
أما المرحلة الرابعة تقضي بإدخال البلاد في فوضى تنفذ على مستويين: الأول أقل حرجاً وقد نفذ فعلاً وهو سلسلة حرائق في مصالح خدماتية حساسة. والثاني على وشك البداية وهو سلسلة تفجيرات واغتيالات سياسية ينفذها “مرتزقة” الإمارات ويتعاون الجهاز الأمني والنيابي في التكتم على الفاعلين أو إلصاقها بالنهضة
وقد بدأ الجهاز الإعلامي التابع لهم التهيئة لهذه الحملة بالحديث عن حتمية الفوضى وحمام دم بسبب سياسات النهضة وفشل البرلمان وعجز الرئيس. “وكدليل على ثقتهم بأنفسهم لا يتورعون عن استخدام تعبيرات أشبه بالتهديد من التحذير وكأنهم يقولون إما يلغى البرلمان أو نقلبها دم كما قلبها السيسي”، وفقاً ل”مجتهد
وتابع أنّ الكثير من هذه التصريحات والمقالات تعتبر بالقانون التونسي مجرّمة لأنها تحريض ودعوة غير مباشرة للعنف أو تبرير له، ومع ذلك لم تبادر النيابة بملاحقة أي حالة، لكن الأكثر أسفاً أن الجهات المعنية في مكتب الرئيس ورئيس الوزراء والبرلمان لم تبادر في تسجيل دعاوى ضد هذه التصريحات
المرحلة الخامسة من الخطة تتعلق بتحريك الشارع والتي جرى تأجليها إلى ما بعد كورونا، ويفترض أن تأتي بعد الفوضى الأمنية وما يصاحبها من حملة إعلامية تقنع الشعب بعجز النظام السياسي
وأضاف “مجتهد” إلى أنه “نظراً لعدم ثقتهم بمشاركة الشعب الذي يتوجس منهم فسوف يساهم اتحاد الشغل بما يستطيع لملء شارع أو شارعين ثم يضخم الإعلام الحدث
المرحلة السادسة تتمثل في استجابة الجهاز الأمني الضخم والذي ينسق حالياً معهم (أي المعنيين بالخطة) بانتظام فينفذ انقلاباً على غرار انقلاب السيسي وينصّب أحد الموالين لكامل اللطيف ويعلن حل البرلمان وتعطيل الدستور وإعلان الطوارئ وسلسلة اعتقالات وإجراءات طارئة بتأييد واعتراف سعودي إماراتي وربما أوروبي ودولي
“مجتهد” ذكر أنّ المشكلة التي تواجهها هذه المجموعة هي تخوفهم من أمرين: أولا أن يتحرك الشعب ضدهم في ساعة الصفر فتنقلب الخطة عليهم. ثانياً أن لا يقبل الجيش بالحياد ويتدخل لحماية البرلمان والنظام السياسي ويبطل العملية بكفاءة، وبعضهم مستعد للمجازفة والآخرون مترددون جدا
لكن من الناحية الأخرى يظهر التردد كذلك في مؤسسة الرئاسة ورئاسة الوزراء والبرلمان فقد وصلتهم تقارير كثيرة عن هذا التحرك ولم يصدر من أي من هذه الجهات أي إجراء، بل هناك تخوف حتى من الرد على الاتهامات الموجهة للحكومة والرئاسة والبرلمان بتصريحات مضادة، بحسب “مجتهد
وأشار في ملاحظة أخيرة إلى أنّ التنازلات الجوهرية التي قدمتها جماعة النهضة والتي وصلت للتخلي عن ثوابت دينية مقطوع بها لم ترض هؤلاء المتربصين بل أعتبروها دليلاً على ضعف النهضة وسهولة هزيمتها، “فهل تتعلم النهضة؟”، سأل “مجتهد
