The Commander of the Pakistani Army is heading to Tehran to fulfill the mediation for “calm in exchange for freezing” between Washington and Tehran, in light of Israeli concerns about a ceasefire that provides Iran the chance to build up its capabilities.

The Iranian ISNA news agency announced that Commander of the Pakistani Army ‘Āṣim Munīr headed to Tehran on Thursday in a visit that comes to fulfill the ongoing Pakistani attempts to mediate between Washington and Tehran, in coordination with Qatar, Saudi Arabia and the Emirates.
At the same time with this the Iranian Foreign Ministry announces that Foreign Minister ‘Abbās ‘Arāqčī has met with Pakistani Interior Minister Muḥsin Naqawī on Thursday, who has been on a visit to Tehran since Wednesday.
The reports point out that these steps aim to bring about “a temporal understanding framework”, that is still not an overall agreement, but concentrates on the principal of “calming in exchange for freezing”, to contain the dangers of sliding towards a large scale regional confrontation. That would be within a temporal cessation of military and naval tensions and freezing the provocative measures from both sides, while having the negotiating paths open.
“Calm in exchange for freezing”: what are the details of the Pakistani initiative?
According to the indications the proposed framework contains a cessation of American and Israeli strikes against Iran in exchange for an Iranian commitment not to extend the attacks against the American bases, or the international maritime movement.
The understanding would also involve organizing the maritime movement in the Strait of Hormuz, to guarantee the flow of oil, with preparations for extended negotiations lasting for 30 to 60 days, discussing the matters of the nuclear case, the missiles, the regional influence and finally lifting the American sanctions.
According to the leaks the mediation aims to hammer out an initiative in a way that would prevent any side from announcing “political victory” in the initial phase, while would save face for the current American administration, while Tehran would be confirmed that it did not buckle under the war or the blockade. Pakistan also aims to put aside the more complex matters to a later phase to prevent the collapse of the negotiations.
On the other hand the Israeli media coverage revealed and state of concern at “Tel Aviv”, where the head of the Occupation’s government Benjamin Netanyahu in a phone conversation with American President Donald Trump expressed his fears that this ceasefire would lead to giving Iran a chance to rebuild its capabilities.
In Washington the Pakistani initiative is looked at as chase to prevent a large scale regional war, while preserving the outlook of “a political pressure” what the American administration would claim as Tehran was pushed to the negotiating table.
On Wednesday the Iranian Tasnīm News Agency citing a source close to the negotiating team reported that the Americans once again sent a text to Iran via Pakistani mediation that came three days after Tehran sent a text containing 14 points, adding that currently Iran is studying the American text without providing any response to it until now.
At the same time Speaker of the Iranian Consultative Council Mohammad Bāqer Qālībāf said that “the public and the hidden moves of the enemy show that its is seeking a new round of the war”.

أعلنت وكالة “إيسنا” الإيرانية أنّ قائد الجيش الباكستاني عاصم منير، يتوجّه اليوم الخميس إلى طهران، في زيارة تأتي استكمالاً للمساعي الباكستانية المستمرة في الوساطة بين طهران وواشنطن، بالتنسيق مع قطر والسعودية والإمارات.
بالتزامن مع ذلك أعلنت وزارة الخارجية الإيرانية أنّ الوزير عباس عراقتشي التقى اليوم وزير الداخلية الباكستاني محسن نقوي، الذي يزور طهران منذ أمس الأربعاء.
وتشير التقارير إلى أنّ هذا الحراك يهدف إلى بلورة “إطار تفاهم مرحلي” لا يرقى إلى اتفاق شامل، بل يركّز على مبدأ “التهدئة مقابل التجميد” لاحتواء مخاطر الانزلاق نحو مواجهة إقليمية واسعة، عبر وقف مؤقت للتصعيد العسكري والبحري، وتجميد الإجراءات المستفزّة من الجانبين ما دامت مسارات التفاوض مفتوحة.
“تهدئة مقابل تجميد“: ما تفاصيل المبادرة الباكستانية؟
وبحسب المعطيات، يتضمّن الإطار المقترح وقف الضربات الأميركية والإسرائيلية على إيران، مقابل تعهّد إيراني بعدم توسيع الهجمات ضدّ القواعد الأميركية أو الملاحة الدولية
كما يشمل التفاهم تنظيم حركة الملاحة في مضيق هرمز لضمان تدفّق النفط، مع التحضير لمفاوضات موسّعة تستمر ما بين 30 إلى 60 يوماً، تبحث الملفات النووية والصاروخية والنفوذ الإقليمي، وصولاً إلى رفع العقوبات الأميركية
ويسعى الوسطاء، وفق التسريبات، إلى هندسة المبادرة بطريقة تمنع أيّ طرف من إعلان “انتصار سياسي” في المرحلة الأولى، بما يحفظ ماء الوجه للإدارة الأميركية الحالية، ويؤكّد لطهران أنها لم ترضخ للحرب أو الحصار. كما تهدف باكستان إلى تأجيل الملفات الأكثر تعقيداً إلى مراحل لاحقة لمنع انهيار المفاوضات.
في المقابل، كشفت تغطيات إعلامية إسرائيلية عن حالة تشكيك لدى “تل أبيب”، حيث عبّر رئيس حكومة الاحتلال بنيامين نتنياهو، في اتصال مع الرئيس الأميركي دونالد ترامب، عن مخاوفه من أن تؤدّي هذه الهدنة إلى منح إيران فرصة لإعادة بناء قدراتها.
وفي واشنطن، يُنظر إلى المبادرة الباكستانية كخيار لتجنّب حرب إقليمية واسعة، مع الحفاظ على صورة “سياسة الضغط” التي تدّعي الإدارة الأميركية أنها دفعت طهران إلى طاولة المفاوضات
وأمس، أفادت وكالة “تسنيم” الإيرانية، نقلاً عن مصدر مقرّب من الفريق المفاوض، بأنّ الأميركيين أرسلوا مجدّداً نصاً إلى إيران عبر الوسيط الباكستاني، وذلك بعد ثلاثة أيام من إرسال طهران نصاً مؤلفاً من 14 بنداً، مضيفةً أنّ إيران تعكف حالياً على دراسة النص الأميركي، من دون تقديم أيّ ردّ عليه حتى الآن.
