Tunisian President Qays Sa‘īd said that the current authority in the Libyan capital Tripoli is “temporal” and cannot continue, calling for the drafting of a new constitution in Libya.
In an interview with the French “Le Monde” newspaper, Sa‘īd said that “the Libyan problem is a concern of the Libyans… however, there have been foreign interventions, which made this an international conflict”.
He added that “the authority now presents in Tripoli is a temporal one, and cannot continue”.
The Tunisian President made it clear that he suggested a number of solutions, amongst these “to hold a meeting between all the representatives of the tribes with the aim to draft a new temporal constitution, which would allow to form general authorities. Thereafter a new constitution would be formed, which all the Libyans would accept”.
He continued “but I underline one point here: Tunisia will not accept at all the partition of Libya”.
He also continued “Tunisia has already paid a high price for this war, which is not ending: financially, in security, and even within its political composition, as if the Libyan problem was a Tunisian-Tunisian one and one camp supported the East and the other the West”.
He added: “This matter only contributes to the worsening of the situation. What is needed is the cooperation between the standings of Algeria and Tunisia to help the Libyans to find a solution”.
The resolution of the Arab League’s meeting on a [foreign] ministerial level on Tuesday confirmed “the importance of a comprehensive political solution” to the Libyan crisis with stressing the renunciation of all the foreign illegal interventions.
The resolution stressed “e commitment for the unity and the sovereignty of Libya and its land, and confirmed the necessity to work to restore the Libyan state and its institutions for its role to service the Libyan people, far from foreign interventions.
It continued “confirming the importance of a comprehensive political solution for the Libyan crisis and of the support to fully implement the political agreement signed in aṣ-Ṣahīrāt.
It also confirmed “the essential and political role of states neighboring Libya and the importance of cooperation between them” in addition to “the refusal and the importance of preventing foreign interventions, whatever form they take and whatever its origin is, which allows, or enables the inflow of radical fighters into Libya”.
The resolution also welcomed all the international initiatives and efforts trying to stop the military operations and help the political process in Libya under U.N. guidance “and in this context, the Cairo proclamation is welcomed about Libya, which focuses on the point that the solution in Libya has to be based on the Libyan political agreement, the resolutions of the U.N. Security Council, the resolutions of the Berlin summit and all the international summits and efforts”.
It clarified “the necessity to reach an immediate and lasting ceasefire with a swift return to the negotiations”.
The resolution also condemned in its 12th chapter “all the human rights abuses, whoever was its perpetrator in all Libyan lands. Also to provide defense for all foreigners in the country.

قيس سعيد: سلطة طرابلس “مؤقتة” ولا يمكن أن تستمر

قال الرئيس التونسي قيس سعيد إن السلطة القائمة في العاصمة الليبية طرابلس “مؤقتة”، ولا يمكن أن تستمر، داعيا إلى صياغة دستور جديد في ليبيا
وفي حوار مع صحيفة “لوموند” الفرنسية، قال سعيد إن “المشكلة الليبية تهم الليبيين.. لكن حصلت تدخلات أجنبية جعلت من هذه الأزمة دولية
وأضاف أن “السلطة الموجودة في طرابلس حاليا، مؤقتة، ولا يمكن أن تستمر
وأوضح الرئيس التونسي أنه اقترح عددا من الحلول، من بينها “عقد لقاء بين جميع ممثلي القبائل بهدف صياغة دستور مؤقت يسمح بتنظيم السلطات العامة، ثم إعداد دستور جديد يقبله كل الليبيين
واستطرد “لكنني أصر على نقطة واحدة: تونس لن تقبل أبدا تقسيم ليبيا
وتابع “لقد دفعت تونس ثمنا باهظا لهذه الحرب التي لا تنتهي: ماليا وأمنيا وحتى داخل طبقتها السياسية، كما لو أن المشكلة الليبية كانت تونسية – تونسية، فقد دعم البعض المخيم في الشرق، والبعض الآخر في الغرب
وأضاف: “هذا الأمر لا يساهم سوى في تفاقم الوضع. المطلوب هو تنسيق مواقف الجزائر وتونس لمساعدة لليبيين على الوصول إلى حل
وأكد قرار صادر يوم الثلاثاء عن مجلس جامعة الدول العربية على المستوى الوزاري على “أهمية الحل السياسي الشامل” للأزمة الليبية، مع التشديد على رفض كافة التدخلات الأجنبية غير الشرعية
وشدد القرار على “الالتزام بوحدة وسيادة ليبيا وأراضيها والتأكيد على ضرورة العمل على استعادة الدول الليبية الوطنية ومؤسساتها لدورها في خدمة الشعب الليبي بعيدا عن التدخلات الخارجية
وتابع “التأكيد على أهمية الحل السياسي الشامل للأزمة الليبية وعلى دعم تنفيذ كامل للاتفاق السياسي الموقع في الصخيرات
كما أكد على “الدور المحوري والأساسي لدول جوار ليبيا وأهمية التنسيق فيما بينها”، إلى جانب “رفض وضرورة منع التدخلات الخارجية أيا كان نوعها ومصدرها التي تسهم في تسهيل انتقال المقاتلين المتطرفين إلى ليبيا
ورحب القرار أيضا بكافة المبادرات والجهود الدولية الرامية إلى وقف العمليات العسكرية واستئناف العملية السياسية في ليبيا تحت رعاية الأمم المتحدة “وفي هذا السياق الترحيب بإعلان القاهرة بشأن ليبيا والذي يتركز على أن الحل في ليبيا يجب أن يستند إلى اتفاق سياسي ليبي وقرارات مجلس الأمن ومخرجات مؤتمر برلين والقمم والجهود الدولية السابقة
وأوضح أن “ضرورة التوصل الفوري لوقف دائم لإطلاق النار مع العودة السريعة للمفاوضات
كما أدان القرار في مادته الـ12 “كافة الانتهاكات لحقوق الإنسان أيا كان مرتكبوها في كافة الأراضي الليبية والتأكيد على أهمية إيلاء الحماية لكافة الأجانب في البلاد
