The work on the agreement of the open skies started since 2002, which was signed by roughly 30 states, which stipulates the access of non-armed planes to use the airports of other states.
The signatory states of the agreement use their planes to conduct reconnaissance operations to monitor the military operations, the proliferation of arming, and the monitor of those installations the agreements allows to be monitored.

وعقدت، في موسكو أمس الخميس، قمة روسية تركية مشتركة لبحث التطورات الأخيرة في إدلب السورية، خلُصت إلى مذكرة تفاهم حول إدلب، تضمنت “وقف جميع الأعمال العدائية على امتداد خط التماس في منطقة خفض التصعيد، اعتباراً من منتصف ليلة 6 آذار/مارس، وإنشاء ممرين آمنين بطول 6 كيلومترات إلى الشمال، و6 كيلومترات إلى الجنوب من الطريق السريع M4″، وفق ما أعلن وزير الخارجية الروسي سيرغي لافروف
وتنصّ المذكرة على ضرورة “الاتفاق في غضون 7 أيام على معايير محددة لإنشاء الممر الآمن من قبل وزارتي الدفاع الروسية والتركية”، وتؤكد “تصفية كل المجموعات الإرهابية في إدلب، وخصوصاً المدرجة على لائحة مجلس الأمن الدولي

وفي شأنٍ آخر أعلنت زاخاروفا أن بلادها تشعر بقلق بالغ إزاء تصريحات المسؤولين الأميركيين الذين يحاولون استخدام معاهدة الأجواء المفتوحة في ألعاب سياسية داخلية، قالت “إننا نشعر بقلق بالغ إزاء تصريحات بعض كبار الموظفين والبرلمانيين الأميركيين، الذين يحاولون جعل المعاهدة نوعاً من ورقة مساومة في ألعاب سياسية محلية
وأضافت “نحن نعتبر المعاهدة آلية مهمة لضمان الأمن والشفافية الأوروبيين في المجال العسكري إلى جانب وثيقة فيينا بشأن تدابير بناء الثقة والأمن في عام 2011
وبدأ العمل باتفاقية الأجواء المفتوحة منذ عام 2002 التي وقعت عليها حوالى 30 دولة، وهي تنص على السماح للطائرات غير المسلحة بالتحليق في مطارات دول أخرى
وتقوم الدول الموقعة على الاتفاقية باستخدام طائراتها في القيام بعمليات استطلاع لمراقبة العمليات العسكرية ومعاهدة الحد من التسلّح، ومراقبة منشآت تسمح الاتفاقية بمراقبتها
