Media analysis: Syrian Defense Minister visits Jordan. Is the war on Syria about to end?

On Sunday 18 September 2021 Syrian Defense Minister and Deputy Prime Minister ‘Alī ‘Abd Allah Ayyūb visited Jordan with a large military delegation. This visit comes in the midst of Syrian forces completely taking control over the southern province of Darā‘ after a failed foreign attempt to reignite the war, but also while major changes happening around Syria. These are the first major signs that the war against Syria is soon over.

At the Amaraia Contemporary Middle East Research Center we always felt import to bring the Middle East and its mindset closer to the general audience. This one event and its news coverage now gave an excellent opportunity to show the difference between the various outlets all showing different agendas. In the following we give three examples how the same news is covered. It worts noticing which details were important for the respective outlets, and which not. There are no coincidences.

Reopening the Ğābir-Naṣīb border crossing being closed between the two countries since the autumn of 2018

Lieutenant General ‘Alī Ayyūb held negotiations in Jordan with Joint Chief of Staff of the Jordanian Armed Forces Major General Yūsaf al-Ḥanīṭī in the first meeting in such fashion since the beginning of the conflict in Syria 10 years ago, in which Jordan for years was supporting the main current of armed men supported by the West.

Account reported that the two sides discussed border security, counter-terrorism and the smuggling of narcotics.

This meeting comes after a major attack the Syrian Army launched in the south of the county restoring the last stronghold of the opposition there around the city of Darā‘ close to the Jordanian border, but also in the context of the ceasefire Russia mediated.

Moscow guaranteed in this ceasefire to prevent militias supported by Iran to spread their influence in the region.

Jordanian monarch King ‘Abd Allah, who is a strong ally of the Unites States met with Russian President Vladimir Putin during his visit to Moscow in August, where he said that the Russian forces, which helped to turn the table in the Syrian conflict for the benefit of Syrian President Baššār al-Asad managed to achieve stability to the country.

A statement by the Jordanian army said that “the negotiations came in the context of interest to boost the future cooperation about all common matters”.

The visit by the Syrian Minister counts to be the highest level between the two sides since the beginning of the conflict in Syria in 2011. This points out that according to what our correspondent in Damascus said the gradual return of the normal relations between the two states. It is expected the other visits and meetings will be exchanged between Syrian and Jordanian ministers during the following weeks in the Jordanian capital to study economic matters between the two countries in the fields of energy, water and agriculture.

Amman has already hosted a meeting on the eight of September of energy ministers from Egypt, Syria and Lebanon to discuss the way to enhance the cooperation in transporting Egyptian gas and Jordanian electricity to Lebanon via Syria.

Those developments came after a blockade lasting for years, for Amman’s position on the Syria crisis, which started in 2011. This led to the closing of the border between the two countries in 2015 after the armed opposition took control over wide parts of the Syrian regions along the Jordanian borders.

The Ğābir-Naṣīb border crossing was also closed between the two countries, which was reopened in the autumn of 2018, which remains the main economic artery important for both countries towards the Gulf states. Its closure led to the recess in trade exchange between Syria and Jordan to $108 million in 2020, after its size in 2010 was around $615 million.

The Syrian Army this month has already took full control over the the border with Jordan after fierce clashes with the armed opposition and signing reconciliation agreements with them leading to the handover of their weapons.

Moscow gave reassurances to Israel, Jordan and Washington that it will prevent the militias supported by Iran to spread their influence in the region laying also along the border with the Israeli Golan Heights [The Golan Heights are recognized by the U.N., and by the vast majority of the international community as integral part of Syria – Amaraia].

Sources said that the military talks between Syria and Jordan addressed the huge influx of smuggling narcotics in the last few months.

Western officials claim that Lebanese Ḥizb Allah is behind the narcotics smuggling network worth billions of dollars transporting it from Syria to Jordan to export it to the Gulf, yet Ḥizb Allah rejects these accusations.

On Sunday Syrian Defense Minister ‘Alī Ayyūb held negotiations in Amman with his Jordanian colleague addressing border security, combatting terrorism and the smuggling of narcotics.

This visit comes some three months following a visit by Syrian oil and electricity ministers to the Jordanian capital to study the ways of strengthening the cooperation between the two countries on the field of energy.

This was the first visit by a Syrian government delegation to Jordan since the beginning of the struggle in Syria in 2011. 

According to what was stated in a statement by the General Staff of the Jordanian Armed Forces the Jordanian Joint Chief of Staff Major General Yūsaf Aḥmad al-Ḥanīṭī have welcomed the Syrian Defense Minister, who is at the same time the Chief of Staff. 

The statement explained that the negation addressed “a number of matters with common interest, first among them the cooperation of effort to guarantee the security of the common border between the two countries, combating terrorism and the joint efforts to combat smuggling operation via the border, especially the smuggling of narcotics”.

The two sides confirmed “to continue the cooperation and the future consultations on all common matters”.

Syrian Minister of Oil and Mineral Wealth Bassām Ṭa‘ma have visited Jordan on 8 September and agreed with the energy ministers of Jordan, Egypt and Lebanon about the route of the land gas pipeline transporting Egyptian gas to Lebanon now sinking in its worst economic crises. 

Jordan counts to be amongst the few Arab countries which kept their relations and contacts with Syrian following the beginning of the Syrian struggle in 2011, but these contacts remained limited.

The kingdom hosts some 650 thousand Syrian refugees registered by the U.N., while Amman believes that the number of those took refuge in Jordan since the beginning of the struggle in Syria is around 1,3 million.

Meeting the invitation by Jordanian Joint Chief of Staff Major General Yūsaf Aḥmad al-Ḥanīṭī Lieutenant General ‘Alī ‘Abd Allah Ayyūb being the Deputy Supreme Commander of the Army and the Armed Forces, Deputy Prime Minister and Minister of Defense took an official visit to the Hashemite Kingdom of Jordan.

The two sides took a lengthy meeting during which the relations of cooperation was studied between the armies of the two brotherly countries and the prospects of developing it also confirming the importance of coordination about common matter, which interests both countries, including the field of terrorism and border patrol.

A number of high ranking officers from the General Staff have accompanies Lieutenant General Ayyūb in his visit.

 

 

وزير الدفاع السوري يجري محادثات في عمان في أول زيارة لمسؤول كبير إلى الأردن منذ 10 سنوات

أجرى وزير الدفاع السوري، العماد علي أيوب، محادثات في الأردن مع رئيس هيئة الأركان المشتركة للقوات المسلحة الأردنية اللواء يوسف الحنيطي، في أول لقاء من نوعه منذ بدء الصراع في سوريا قبل 10 سنوات، والذي كان الأردن يدعم فيه لسنوات التيار الرئيسي للمسلحين المدعومين من الغرب.

وأفادت تقارير بأن الطرفين ناقشا أمن الحدود ومكافحة الإرهاب وتهريب المخدرات.

ويأتي الاجتماع في أعقاب هجوم كبير شنه الجيش السوري في جنوب البلاد واستعادته آخر معقل للمعارضة هناك حول مدينة درعا، بالقرب من الحدود مع الأردن، في إطار هدنة تفاوضت عليها روسيا.

وضمنت موسكو في تلك الهدنة منع المليشيات المدعومة من إيران من توسيع نفوذها في المنطقة.

وأشاد العاهل الأردني الملك عبد الله، وهو حليف قوي للولايات المتحدة، بالرئيس الروسي فلاديمير بوتين أثناء زيارته لموسكو في أغسطس/آب، إذ قال إن القوات الروسية التي ساعدت في عكس مسار الصراع السوري لصالح الرئيس السوري بشار الأسد، نجحت في تحقيق الاستقرار في البلاد.

وقال بيان للجيش الأردني إن “المحادثات تأتي في إطار الاهتمام بتكثيف التنسيق المستقبلي حول جميع القضايا المشتركة”.

وتعد زيارة الوزير السوري هي الأعلى مستوى بين الطرفين منذ بدء الصراع في سوريا عام 2011، ويشير هذا، بحسب ما يقوله مراسلنا في دمشق، إلى عودة تدريجية للعلاقات الطبيعية بين البلدين. ومن المتوقع تبادل زيارات أخرى، ولقاءات بين وزراء سوريين وأردنيين خلال الأسابيع المقبلة في العاصمة عمان لبحث ملفات اقتصادية بين البلدين في مجال الطاقة والمياه والزراعة.

وكانت عمان قد استضافت اجتماعا في الثامن من سبتمبر/أيلول الجاري لوزراء الطاقة في مصر، وسوريا، ولبنان لبحث سبل تعزيز التعاون لإيصال الغاز المصري والكهرباء الأردنية إلى لبنان عبر سوريا.

وتأتي تلك التطورات بعد قطيعة استمرت سنوات، إثر موقف عمّان من الأزمة السورية التي اندلعت عام 2011، وأدى هذا إلى إغلاق الحدود بين البلدين عام 2015 بعد أن سيطر مسلحو المعارضة على جزء واسع من المناطق السورية المحاذية للحدود مع الاْردن.

كما أغلق معبر جابر نصيب بين البلدين، الذي أعيد فتحه في خريف 2018، والذي يعد شريانا اقتصاديا مهما للبلدين باتجاه دول الخليج، فقد أدى إغلاقه إلى تراجع التبادل التجاري بين الأردن وسوريا إلى 108 مليون دولار عام 2020 بعدما كان حجمه عام 2010 نحو 615 مليون دولار.

وكان الجيش السوري قد سيطر الشهر الحالي على الحدود مع الأردن بالكامل، بعد اشتباكات عنيفة مع مسلحي المعارضة وتوقيع اتفاقات تسوية معهم أدت إلى تسليم أسلحتهم.

وأعطت موسكو ضمانات لإسرائيل والأردن وواشنطن، بأنها ستمنع المليشيات المدعومة من إيران من توسيع نفوذها في المنطقة التي تقع أيضا على حدود مرتفعات الجولان الإسرائيلية.

وقالت مصادر إن المحادثات العسكرية بين سوريا والأردن تناولت أيضا التصاعد الكبير في تهريب المخدرات في الأشهر الأخيرة.

ويدعي مسؤولون غربيون أن حزب الله اللبناني يقف وراء شبكة تهريب مخدرات بمليارات الدولارات تنتقل من سوريا عبر الأردن لتصديرها إلى الخليج. ولكن الحزب ينفي تلك المزاعم.

أجرى وزير الدفاع السوري #علي أيوب مباحثات في عمان، الأحد، مع نظيره الأردني تناولت أمن الحدود ومكافحة الارهاب وتهريب المخدرات.

وتأتي هذه الزيارة بعد حوالى ثلاثة أشهر على زيارة قام بها وزيرا النفط والكهرباء ال#سوريان الى العاصمة الأردنية للبحث في سبل تعزيز التعاون بين البلدين في مجال الطاقة.

وكانت تلك أول زيارة لوفد حكومي سوري إلى الأردن منذ إندلاع النزاع في سوريا العام 2011.

وقد استقبل رئيس هيئة الأركان المشتركة اللواء الركن يوسف أحمد الحنيطي الوزير السوري الذي هو أيضا  رئيس أركان الجيش، على ما جاء في بيان صادر عن القيادة العامة للقوات المسلحة الأردنية.

وأوضح البيان أن البحث تناول “العديد من القضايا ذات الاهتمام المشترك، وفي مقدمتها تنسيق الجهود لضمان أمن الحدود المشتركة بين البلدين، والأوضاع في الجنوب السوري، ومكافحة الارهاب والجهود المشتركة لمواجهة عمليات التهريب عبر الحدود وخاصة تهريب المخدرات”.

وأكد الجانبان “استمرار التنسيق والتشاور المستقبلي إزاء مجمل القضايا المشتركة”.

وكان وزير النفط والثروة المعدنية السوري بسام طعمة زار الأردن في الثامن من ايلول واتفق مع وزراء طاقة #الاردن ومصر ولبنان على خارطة طريق لنقل الغاز المصري براً الى لبنان الغارق في أسوأ أزماته الاقتصادية.

ويعتبر الأردن من بين دول عربية قليلة أبقت على علاقاتها واتصالاتها مع سوريا عقب اندلاع النزاع السوري العام 2011، ولكن هذه الاتصالات كانت محدودة.

وتستضيف المملكة نحو 650 ألف لاجئ سوري مسجلين لدى الأمم المتحدة، بينما تقدر عمّان عدد الذين لجأوا إلى الأردن منذ اندلاع النزاع في سوريا بنحو 1,3 مليوناً.

تلبية لدعوة من رئيس هيئة الأركان المشتركة للقوات المسلحة الأردنية اللواء يوسف الحنيطي قام العماد علي عبد الله أيوب نائب القائد العام للجيش والقوات المسلحة نائب رئيس مجلس الوزراء وزير الدفاع بزيارة رسمية إلى المملكة الأردنية الهاشمية.

وعقد الجانبان اجتماعاً موسعاً تم خلاله بحث علاقات التعاون بين جيشي البلدين الشقيقين وآفاق تطويره والتأكيد على أهمية التنسيق حول القضايا المشتركة التي تهم البلدين ولا سيما في مجال مكافحة الإرهاب وضبط الحدود.

ويرافق العماد أيوب في زيارته عدد من كبار ضباط القيادة العامة.
