An Iranian official talks about ending the basic study on setting up a new oil refinery in Syria, in addition to reaching an agreement on renovating the refinery in Ḥimṣ with Iranian expertise.

Iran announced ending the basic studies on a project to setting up a new oil refinery in Syria with a capacity of 140 thousand barrels.
Iranian Deputy Oil Minister Ğalīl Salārī in an interview with the Iranian Fars news agency on Wednesday said that the studies on a project to set up a new oil refinery have ended after a tripartite agreement between Iran, Syria, and Venezuela had been signed earlier.
Salārī added that the studies ended by stating that Syria and the neighboring states need oil products and thus an oil refinery with a capacity of 140 thousand barrels was suggested beside the two Syrian refineries (Ḥimṣ and Bānyās). This was put on the work plan to gain finance and installation.
He also pointed out that an agreement was reached during the last visit by the Iranian President to Syria in May on renovating the refinery in Ḥimṣ which has a capacity of 110 thousand barrels by Iranian engineers. After that, a team of the Iranian National Oil Company was sent to take the necessary negotiations and studies for the work. Almost a month after the visit of the Iranian president a memorandum of understanding was signed between Iran and Syria to renovate the refinery.
Salārī also confirmed that after renovating the Ḥimṣ refinery, Iran will be able to export 100 thousand barrels a day of its oil to Syria thanks to these renovations.
According to the Iranian official, the process of signing an agreement and working on the project will come after a short time finishing the studies and after appointing the resident technician to supervise the basic renovation of the refinery.
On 8 July Iranian ambassador to Syria Ḥosseyn Akbarī said that his country is ready to cooperate in the fields of oil and energy with Syria. The statement came on the margins of Syria holding its fourth international fair of oil, gas, and energy in the capital Damascus.
Syria and Iran signed 8 cooperation agreements and memorandums on strategic long-term cooperation during the negotiations of Iranian President Ebrāhīm Ra’īsī and Syrian President Baššār al-Asad in Damascus.
At that time Iranian Minister of Transportation Mehrdād Pazīrbāš pointed out the oil fields and the refineries as an investment opportunity in oil production. In this context, he pointed out the agreement on setting up an industrial complex company that would be according to his expression a huge opportunity for the producers.

أعلنت إيران الانتهاء من الدراسات الأساسية لمشروع إنشاء مصفاة نفط جديدة في سوريا بسعة 140 ألف برميل.
وقال مساعد وزير النفط الإيراني، جليل سالاري، في مقابلة مع وكالة “فارس” الإيرانية، اليوم الأربعاء، إنّ دراسات مشروع مصفاة النفط جديدة انتهت بعد توقيع مذكرة تفاهم ثلاثية بين سوريا وإيران وفنزويلا سابقاً.
وأضاف سالاري أنّ الدراسات خلصت إلى أنّ سوريا والدول المجاورة لها بحاجة للمنتجات النفطية، ونتيجة لذلك تم تحديد مصفاة بسعة 140 ألف برميل إلى جانب المصفاتين السوريتين الموجودتين (حمص وبانياس)، وتمّ إدراجها على جدول الأعمال كي تدخل مرحلة التمويل والإنشاء.
كذلك، أشار إلى أنه تم التوصل إلى اتفاق بشأن إصلاح مصفاة حمص البالغة سعتها 110 آلاف برميل على يد مهندسين إيرانيين خلال الزيارة الأخيرة للرئيس الإيراني إلى سوريا في أيار/مايو الفائت، وبعد ذلك تم إرسال فريق من شركة النفط الوطنية الإيرانية لإجراء المحادثات والدراسات اللازمة للعمل، وبعد شهر تقريباً من زيارة الرئيس الإيراني تم توقيع مذكرة تفاهم بين إيران وسوريا بشأن إصلاح هذه المصفاة.
وأكّد سالاري أنّ إيران بعد إصلاح مصفاة “حمص” ستتمكّن من تصدير 100 ألف برميل يومياً من نفطها إلى سوريا بعد إجراء تلك الإصلاحات.
وستكون مرحلة توقيع العقد والتشغيل بعد فترة قريبة عند الانتهاء من الدراسات، بعد تعيين المدير المشرف على الإصلاحات الأساسية للمصفاة، وفق المسؤول الإيراني.
وفي 8 تموز/يوليو الفائت، قال السفیر الإيراني لدى سوريا، حسين أكبري، إن بلاده مستعدة للتعاون في مجالي النفط والطاقة مع سوریا. وجاءت تصريحاته على هامش تفقّده معرض سوريا الدولي الرابع للبترول والغاز والطاقة، المقام في العاصمة دمشق.
ووقّعت سوريا وإيران 8 اتفاقيات تعاون ومذكرة للتعاون الاستراتيجي الطويل الأمد، خلال محادثات الرئيسين السوري بشار الأسد والإيراني إبراهيم رئيسي في دمشق.
وحينها، لفت وزير الطرق الإيراني مهرداد بذرباش، إلى الاستثمار في الحقول النفطية والمصافي كفرصة للاستثمار في صناعة النفط. وفي هذا الصدد أشار إلى اتفاقية إنشاء شركة المدن الصناعية والتي تعد فرصة كبيرة للمنتجين، وفق تعبيره
