High level officials from the United States and Russia meet on Tuesday in Saudi Arabia, where this meeting deals with the matter of reforming the turmoil Ed relations between Moscow and Washington and the war in Ukraine, but without the participation of the Europeans and the Ukrainians.

Major American and Russian officials including State Secretary and the Foreign Minister of both states have met on Tuesday in Saudi Arabia to hold talks aiming to reform the turmoiled relations between Washington and Moscow and to hold negotiations about the war in Ukraine, paving the way for a scheduled summit bet Russian President Vladimir Putin and American President Donald Trump in the Kingdom.

The Russian Foreign Ministry announced that the negotiations have started between Russia and the United States in the capital Riyadh.

This meeting comes after three years of almost total cessation of contacts and a week before the third anniversary of the beginning of the Russian special operation in Ukraine that had launched on 24 February 2022 at a time when the phone conversations of Trump with Putin last week concerned the diplomatic circles.

Trump had announced last Sunday his probable meeting with his Russian counterpart might take place “very soon”, pointing out that Putin wishes to “stop the fight” in Ukraine.

Last Wednesday Trump had announced that he will hold his first meeting with Putin in Saudi Arabia after a phone conversation between the two in the frameworks of his attempt to put and end to the war between Russia and Ukraine.

Expert of the Singapore National University Middle East Studies Institute James Dorsey said that “Europe is the traditional meeting point for the Americans and the Russians, but this is not an option in the current context”. Thus pointing out that Türkiye in not an option for the Americans making them to go either to Asia, or to Saudi Arabia.

For some time Russia wishes the restructuring of the security infrastructure in the European continent and calls upon the North Atlantic Treaty Organization (NATO) to pull its forces from the Eastern European states. The Russian Presidency (Kremlin) views that the military operation in Ukraine had the aim to “limit vital threat the NATO presence represented”.

Therefore the conflict in Ukraine must represent one of the listed points on the agenda of the Russian-American talks in Riyadh that will exclude the Ukrainians and the Europeans. Yet the spokesperson of the American State Department Tammy Bruce told journalists in Riyadh that “the United States does not view the Riyadh meeting today as the beginning of the negotiations about Ukraine”.

About whether the meeting in Riyadh could be the prelude to arrange the upcoming negotiations about Ukraine Bruce explained: “I believe that this meeting will be a chance, it will be the developing prelude”.

On his behalf Dorsey said: “I don’t believe that negotiations are possible about an agreement without the participation of Ukraine at the table”, adding: “I also don’t believe that they are able to negotiate about an agreement without the participation of Europe at the table”.

This comes after the new Trump administration increased its criticism about the traditional European allies of the United States.

Ukrainian President Volodimir Zelensky will hold an official visit to Saudi Arabia on Wednesday “which had been planned for a long time”, as his spokesman had said last Monday that he “does not wish to meet Russian, or American officials”.

The Foreign Ministers of France, Germany, Poland, Italy, Spain the U.K. and Ukraine were in Paris to meet last Wednesday and at that time they were surprised that Trump was talking with Putin for an hour and a half, confirming that “there will be no decision about Ukraine without Kiev, or without them”.

Restoring buildings relations between Moscow and Washington

On Monday American State Secretary Marco Rubio arrived in Saudi Arabia, where he was joined by National Security Adviser Mike Waltz and Trump’s special envoy to the Middle East Steve Vitkoff from the American side.

Form the Russian side, Putin sent envoys to be present, who are: Foreign Minister Sergei Lavrov and Kremlin Diplomatic Adviser Yuri Ushakov.

The State Department spokesman denied to specify if Rubio and Lavrov were to meet separately.

Kremlin spokesman Dimitry Peskov said in a press address that “the negotiations between the two sides will first of all be dedicated to the restoration of Russian-American relations in all fields”.

Peskov added that “the Riyadh meeting will also be dedicated to arrange possible negotiations to settle the situation in Ukraine and to organize a meeting between the two presidents, Putin and Trump”. He pointed out that “the Middle East might also be on the negotiating table”.

Peskov had also confirmed earlier that the telephone conversation between Putin and Trump few days ago is a strong sign to start a dialogue about peace and it was “constructive, pragmatic and friendly”.

The Russian Foreign Minister had also explained on Monday before heading to Riyadh that the two presidents, Putin and Trump had agreed on the need to “put the unnatural relations totally behind them”, and that they “agreed on the need to relaunch a dialogue”.

In this context in a good will gesture to Washington Russia had announced on Monday that it will release an American citizen who had been arrested in Moscow airport after accusing him with “traveling to Russia possessing hashish raisin”.

Whether these negotiations will improve the relations between Washington and Moscow, Saudi Arabia is the biggest winner according to Saudi foreign relations expert at the British Birmingham University ‘Umar Karīm, who believed that “all this puts Saudi Crown Prince Muḥammad ibn Salmān in the spotlight” and will “enhance his position in the general relations”, as “now he will be the center of attention for various very important reasons”.

Karīm said that this development “will make Muḥammad ibn Salmān and Saudi Arabia the most important players for the European players, which might also wish to participate, or join the Russian-American negotiations in Riyadh”.

التقى مسؤولون أميركيون وروس كبار، بينهم وزيرا خارجية البلدين، في السعودية، اليوم الثلاثاء، لإجراء محادثات. تهدف إلى إصلاح العلاقات المتوترة بين واشنطن وموسكو، والتباحث بشأن الحرب. في أوكرانيا، تمهيداً لقمة مرتقبة بين الرئيسين الروسي فلاديمير بوتين والأميركي دونالد ترامب في المملكة.

وأعلنت وزارة الخارجية الروسية، انطلاق المباحثات بين. روسيا والولايات المتحدة في العاصمة الرياض.

يأتي هذا الاجتماع، بعد ثلاث سنوات من التجميد شبه الكامل للعلاقات، وقبل أسبوع من. الذكرى الثالثة لبدء العملية الروسية الخاصة في أوكرانيا، والتي انطلقت في 24 شباط/فبراير 2022، في وقت. شغلت مكالمة ترامب الهاتفية مع بوتين الأسبوع الماضي الوسط الدبلوماسي.

وقال الخبير في معهد دراسات الشرق الأوسط في جامعة سنغافورة الوطنية، جيمس. دورسي، إنّ “أوروبا هي مكان اللقاء التقليدي للأميركيين والروس، ولكن هذا ليس خياراً في السياق. الحالي”، مشيراً إلى أنّ تركيا ليست خياراً للأميركيين، إمّا أن تذهب إلى آسيا أو إلى  السعودية”.

ترغب روسيا منذ مدة بإعادة تنظيم البنية الأمنية في القارة الأوروبية، وتدعو. حلف شمال الأطلسي (الناتو) إلى سحب قواته من بلدان شرق أوروبا. وترى الرئاسة الروسية (الكرملين) أنّ العملية العسكرية. في أوكرانيا كان هدفها “صدّ التهديد الوجودي الذي يمثّله الناتو”.

يأتي ذلك بعد أن زادت إدارة ترامب الجديدة انتقاداتها لحلفاء. الولايات المتحدة الأوروبيين التقليديين.

وأضاف بيسكوف أنّ “لقاء الرياض سيخصّص أيضاً للتحضير لمفاوضات محتملة لتسوية الوضع. في أوكرانيا، وتنظيم اللقاء بين الرئيسين بوتين وترامب”، وأشار إلى أنّ “الشرق. الأوسط قد يكون أيضاً على طاولة المحادثات”.

وكان بيسكوف قد أكّد في وقت سابق، أنّ المحادثة الهاتفية بين بوتين وترامب. قبل أيام، إشارة قوية لبدء حوار بشأن السلام، وكانت “بنّاءة وعملية وودّية”.
