The General Command of Ḥaftar‘s forces and Kremlin spokesman Dimitry Peskov confirm the meeting between Field Marshal Halīfa Ḥaftar, Russian President Vladimir Putin, and Russian Defense Minister Sergei Shoygu and that they discussed the developments of the situation in Libya.

According to what the Kremlin and the General Command of Ḥaftar’s forces in Eastern Libya have announced, Russian President Vladimir Putin and his Defense Minister Sergei Shoygu on Thursday received Field Marshal Halīfa Ḥaftar, who is visiting Russia.
The General Command of the “Libyan Armed Forces” belonging to Ḥaftar through its Facebook account confirmed that Ḥaftar is visiting Moscow to meet with Putin and Shoygu and hold talks with the Russian officials about the development of the situation in Libya.
The office of the “Central Command” explained that the visit by Ḥaftar came based on the invitation of the Russian side, and during this, there will be negotiations with the Russian officials about the bilateral ties between the two countries and the ways to increase support and developing them along with other mutually important matters.
On his behalf Kremlin spokesman Dimitry Peskov confirmed to the TAS Russian news agency that the meeting took place, pointing out that it addressed “the situation in Libya and the region”, without providing additional details.
It should be mentioned that according to the Libyan media, this meeting is the first between Putin and Ḥaftar since 2019.
On Wednesday Ḥaftar upon the invitation from the President of the Russian Muslim Council visited the grand mosque of Moscow in the presence of Russian Deputy Minister of Defense Yunisbek Yufkirov.
Ḥaftar arrived in Russia on Tuesday in order to discuss the situation in his country and the bilateral ties in Moscow.
On his reception, Russian Deputy Minister of Defense Yunisbek Yufkirov was present in addition to the former leader of the Inghush Republic, who had visited Eastern Libya before and had met with Ḥaftar several times.
Libyan is witnessing massive chaos since the government of Mu‘ammar al-Qaddāfī fell in 2011. Two governments are competing for power. The first one ruling the western part of the country with Tripoli as its center led by ad-Dabība and was formed after the political dialog at the beginning of 2021. The other rules over Eastern Libya led by Usāma Ḥammād, which was authorized by the House of Representatives and is supported by Field Marshal Halīfa Ḥaftar.

استقبل الرئيس الروسي، فلاديمير بوتين، ووزير دفاعه، سيرغي شويغو، اليوم الخميس، المشير خليفة حفتر، الذي يقوم بزيارة لروسيا، وفق ما أعلن الكرملين وقوات حفتر في شرقي ليبيا.
وأكدت القيادة العامة لـ”القوات المسلحة الليبية”، التابعة لحفتر، عبر صفحتها في فايسبوك، أن حفتر يزور موسكو من أجل الاجتماع ببوتين وشويغو، وإجراء محادثات مع المسؤولين الروس، بخصوص تطورات الأوضاع في ليبيا
وأوضح مكتب “القيادة العامة” أن زيارة حفتر جاءت بناءً على دعوة من الجانب الروسي، بحيث سيُجري خلالها محادثات مع المسؤولين الروس بخصوص العلاقات الثنائية بين البلدين، وسُبل تعزيز دعمها وتطويرها، والقضايا ذات الاهتمام المشترك
من جهته، أكد المتحدث باسم الكرملين، دميتري بيسكوف، لوكالة “تاس” الروسية، حدوث اللقاء، مشيراً إلى أنه تطرّق إلى “الوضع في ليبيا والمنطقة”، من دون تقديم تفاصيل إضافية
يذكر أن هذا اللقاء هو الأول بين بوتين وحفتر منذ عام 2019، وفق وسائل إعلام ليبية.
وكان حفتر زار، يوم أمس، مسجد “موسكو الجامع”، بناءً على دعوة من رئيس مجلس الإفتاء الروسي، رفقة نائب وزير الدفاع الروسي، يونس بك يفكيروف.
ووصل حفتر، الثلاثاء، إلى روسيا، من أجل البحث في الأوضاع في بلاده، والعلاقات الثنائية مع موسكو.
وكان في استقباله نائب وزير الدفاع يونس بك يفكيروف، الزعيم السابق لجمهورية إنغوشيا، والذي سبق أن زار الشرق الليبي والتقى حفتر عدة مرات.
وتشهد ليبيا فوضى عارمة منذ سقوط نظام معمر القذافي في عام 2011. وتتنافس في السلطة حكومتان، الأولى تسيطر على غربي البلد ومقرّها طرابلس، ويَرْئِسها الدبيبة، وشُكّلت في إثر حوار سياسي مطلع 2021، وأخرى تسيطر على شرقي البلاد، ويَرئِِسها أسامة حمّاد، وهي مكلّفة من مجلس النواب، ومدعومة من المشير خليفة حفتر
