Iranian Foreign Minister Ḥosseyn Amīr ‘Abdollahiyān in a press conference with his Iraqi counterpart Fu’ād Ḥussayn on Wednesday in Tehran said that Iran: “has excellent bilateral, regional and international relations with Iraq”.
Amīr ‘Abdollahiyān added: “The experience shows that Iran is serious about assuring the national security of the country and it fills us with joy that today leading officials of the Iraqi government and the Iraqi Foreign Minister gave us good information about distancing the terrorist troops from the borders of Iran”.
He continued: “We believe that terrorism doesn’t know good, or bad and in this context, we are glad that Iraq is committed to implementing the security agreement. If chance is given to terrorism even for an hour that hurt the security of Iran, Iraq, the whole region, and even the Kurdistan Region within the Republic of Iraq”.
Amīr ‘Abdollahiyān underlined the “removal of the dark stain of terrorism from the proud page of the current Iraqi-Iranian relations”. Also adding that “there are religious, cultural, social, geographical and even a form of fraternity between the two countries”.
He also appreciated the strong stance of Iraq and its effective measures dealing with the phenomenon of Islamophobia, pointing out “that the steps of Iraq and the cooperation between Iran and Saudi Arabia in the Islamic world outlaws the desecration of the holy Quran, which deserve repercussions”.
On his behalf during the press conference, Iraqi Foreign Minister Fu’ād Ḥussayn said that his country has taken all the measures to distance the terrorist separatists groups from the borders with Iran, pointing out that “various groups have been disarmed along the Iraqi-Iranian borders”.
He continued saying: “The roadmap for the implementation of the security agreement has been laid out in cooperation with the federal government and the government of [Kurdistan] Region, and the implementation of this roadmap shall end within two days”.
He added “that Iraq is committed to the roadmap and trying to reach its desired final goal by “disarming the terrorist groups along the borders between Iran and Iraq and by moving some of the refugee camps from the border crossings under the auspices of the UN and the UNHCR”.
Ḥussany continued by saying that the Iraqi constitution does not allow any groups to use the Iraqi territory to attack another country and said “The matter of security cooperation between Iraq and Iran is built of the Iraqi constitution”.
A few days ago Iranian Foreign Minister Ḥosseyn Amīr ‘Abdollahiyān while receiving the President of the Kurdistani National Union Bāfel Ṭālebānī underlined that the presence of terrorists within the Kurdistan Region and their acts against the security of Iran “is a dangerous matter” and contradicts the Iraqi constitution and the cordial bilateral ties”. Also highlighting that “no party can interfere with the security of Iraq’s neighbors”.
In last August, the official spokesman of the Iranian Foreign Ministry Nāṣer Ka‘ānī confirmed the agreement with Iraq to close all the headquarters of the terrorist groups in Kurdistan, disarming them and pointed out that the final deadline to implement the agreement was 19 September.
The same month the Iranian security forces arrested a gang that had taken a number of Iranian and Iraqi hostages to the mountains of Iraqi Kurdistan and tortured them to ask for ransom. The hostages that were liberated were given back to their families.
In February the Iranian Mehr News agency revealed that “certain sides residing in the region of Iraqi Kurdistan took part in the attack against Esfahan by smuggling in parts of drones and the explosives via difficult passages into Iran in cooperation with a foreign security service”.

قال وزير الخارجية الإيرانية حسين أمير عبد اللهيان، في مؤتمر صحافي مشترك مع نظيره العراقي، فؤاد حسين، اليوم الأربعاء، في طهران إن إيران: “تتمتع بأفضل العلاقات الثنائية الإقليمية والدولية مع العراق
وأضاف أمير عبد اللهيان: “التجربة أظهرت أن إيران جادة في ضمان الأمن القومي للبلاد، ويسعدنا أن كبار المسؤولين في الحكومة العراقية ووزير الخارجية العراقي قدموا اليوم معلومات جيدة فيما يتعلق بإبعاد العناصر الإرهابية من حدود إيران”.
وتابع: “نعتقد أن الإرهاب لا يعرف الخير والشر، وفي هذا السياق، نحن سعداء بالتزام العراق بتنفيذ الاتفاقية الأمنية، وإن منح الفرصة للإرهابيين ولو لساعة واحدة يضر بأمن إيران والعراق والمنطقة، وحتى إقليم كردستان في جمهورية العراق”.
وشدد أمير عبد اللهيان على “إزالة وصمة الإرهاب السوداء من الصفحة البيضاء المفتخرة للعلاقات الإيرانية العراقية الحالية”، مضيفاً أن “هناك روابط دينية وثقافية واجتماعية وجغرافية وحتى صلة قرابة بين البلدين”.
وثمّن مواقف العراق القوية وإجراءاته الفعالة في التعامل مع ظاهرة الإسلاموفوبيا وإهانة المصحف الشريف، مبيناً “أن تحرك العراق وتعاون إيران والسعودية في العالم الإسلامي لتجريم إهانة القرآن الكريم هو عمل يستحق الثناء”.
من جهته، قال وزير الخارجية العراقي، فؤاد حسين خلال المؤتمر الصحافي إن بلاده اتخذت كافة الإجراءات لإبعاد المجموعات الانفصالية الإرهابية عن الحدود الإيرانية. مشيراً إلى أنّه “تم نزع السلاح لمجموعات مختلفة على الحدود العراقية الإيرانية”.
وتابع قائلاً: “لقد تم تحديد خارطة الطريق للاتفاقية الأمنية، بتعاون الحكومة المركزية وحكومة الإقليم، وسينتهي تنفيذ هذه الخطة خلال يومين”.
وأضاف “أن العراق ملتزم بخارطة الطريق ويحاول الوصول إلى الهدف النهائي المتمثل بـ “نزع السلاح من الجماعات الإرهابية على حدود إيران والعراق، ونقل بعض مخيمات اللاجئين من النقاط الحدودية، تحت إشراف الأمم المتحدة والمفوضية السامية لشؤون اللاجئين”.
وتابع حسين أن الدستور العراقي لا يسمح لأي جماعة باستخدام الأراضي العراقية لمهاجمة دول أخرى، وقال “إن مسألة التعاون الأمني بين العراق وإيران مبنية على الدستور العراقي”.
وقبل أيام، شدّد وزير الخارجية الإيراني، حسين أمير عبد اللهيان، خلال استقباله رئيس الاتحاد الوطني الكردستاني، بافل طالباني، على أنّ وجود الإرهابيين في إقليم كردستان وأعمالهم ضد أمن إيران “أمر خطير، ويتعارض مع الدستور العراقي والعلاقات الودية الثنائية”، لافتاً إلى أنه “لا يجوز لأي طرف المساس بأمن جيران العراق”.
وفي آب/أغسطس الفائت أكد المتحدث باسم الخارجية الإيرانية ناصر كنعاني، على الاتفاق مع العراق على إغلاق مقار الجماعات الإرهابية في كردستان، ونزع سلاحها، وألفت إلى أن الموعد النهائي لتنفيذ الاتفاق هو 19 أيلول/سبتمبر المقبل.
وفي ذات الشهر ألقت قوات الأمن الإيرانية القبض على عصابة احتجزت عدداً من الرهائن الإيرانيين والعراقيين في جبال كردستان العراق، وقامت بتعذيبهم بهدف طلب فدية مالية، وسلمت المختطفين الذين تم تحريرهم إلى عوائلهم.
وفي شباط/فبراير الفائت كشفت وكالة “مهر” الإيرانية، أنّ “أطرافاً متمركزة في إقليم كردستان العراق شاركت في هجوم أصفهان عبر إدخالها أجزاءاً من المسيرات والمتفجرات، خلال ممرات صعبة إلى داخل البلاد، بالتعاون مع جهاز أمني أجنبي
