Iran announces from Cairo reaching a new agreement with the International Atomic Energy Agency about restarting the cooperation and the inspections amidst warmings that the agreement would collapse in case of any aggression or reimposed sanctions.

On Tuesday Iran announced reaching a new agreement with the International Atomic Energy Agency outlining the mechanism to restart the cooperation and the inspections, including the guarantee of the legal rights of Tehran and to preserve its sovereignty.
The announcement came after a tripartite meeting hosted in the Egyptian capital Cairo bringing together Foreign Minister ‘Abbās ‘Arāqčī and General Director of the International Atomic Energy Agency Rafael Grossi in the presence of Egyptian Foreign Minister Badr ‘Abd al-‘Āṭī.
In a joint press conference following the meeting ‘Arāqčī confirmed that his country is ready for cooperation and dialogue with the International Agency, yet he underlined that any military aggression against Iran, or the reimplementation of the sanctions will make the agreement “ruled cancelled”.
The Iranian Minister pointed out that the agreed upon effective measures to implement the safeguard measures “completely in line with the law adopted by the Islamic Consultative Council”. The new agreement respects the Iranian fears and provides an effective frame to continue the cooperation covering the extraordinary security measures for Iran and the technical requirements of the Agency.
‘Arāqčī added: “what we have done guarantees our legal rights and preserves the cooperation with the agency within the agreed frame”. Thus confirming that his country will absolutely not relinquish its sovereignty, or security, or its rights.
He continued: “Iran reaching this agreement shows its restraint and how it takes responsibility, but we expect the Agency and the international community to be committed to the international law and to condemn the attacks on our installations. Cooperation cannot be one sided”. Thus underlining that in exchange for the commitments of Iran the Agency must also hold to its responsibilities.
He also warned that any aggressive step against Iran, including the reimplementation of UN sanctions that had been lifted Iran will will consider these effective steps cancelled.
On his behalf Director General of the International Atomic Energy Agency Rafael Grossi said that a mechanism was reached to restart the inspection operations in Iran.
In a post on X Grossi believed that the agreement constitutes “an important step in the right direction”, expressing his gratitude to the Egyptian Foreign Minister for “his commitment and effective participation” to succeed with this understanding.
In the same context official spokesman of the Iranian Foreign Ministry Esmā‘īl Baqā’ī said that Tehran and the Agency have reached a new understanding outlining the modalities of the cooperation and the contact in light of the new situation after the latest Israeli-American aggression targeting the Iranian nuclear facilities.
In an interview with the Iranian television Baqā’ī explained that “the stipulations of the new cooperation between Iran and the International Agency have been outlined”, without revealing the additional details about the nature of the understanding, or about the accepted points.

أعلنت إيران، اليوم الثلاثاء، التوصل إلى اتفاق جديد مع الوكالة الدولية للطاقة الذرية يحدّد آليات. استئناف التعاون والتفتيش، بما يضمن حقوق طهران المشروعة ويحافظ على سيادتها.
وجاء الإعلان عقب لقاء ثلاثي احتضنته العاصمة المصرية القاهرة، وجمع وزير الخارجية الإيراني. عباس عراقتشي، والمدير العام للوكالة الدولية للطاقة الذرية رافائيل غروسي، بحضور وزير الخارجية المصري بدر عبد العاطي.
وفي مؤتمر صحافي مشترك عقب اللقاء، أكد عراقتشي أن بلاده مستعدة للتعاون والحوار مع الوكالة. الدولية، لكنّه شدد على أن أي عدوان عسكري على إيران أو إعادة فرض للعقوبات سيجعل الاتفاق “بحكم الملغى”.
وأشار الوزير الإيراني إلى أن الخطوات العملية المتفق عليها لتنفيذ إجراءات الضمانات “تتوافق تماماً مع. قانون مجلس الشورى الإسلامي”، وأن الاتفاق الجديد يراعي المخاوف الإيرانية ويوفر إطاراً عملياً لاستمرار التعاون، بما يشمل. الظروف الأمنية الاستثنائية لإيران والمتطلبات الفنية للوكالة.
وأضاف عراقتشي: “ما قمنا به يضمن حقوقنا المشروعة ويحافظ على التعاون مع الوكالة ضمن. إطار متفق عليه”، مؤكداً أن بلاده لن تتنازل أبداً عن سيادتها أو أمنها أو حقوقها.
وتابع: “توصل إيران إلى هذا الاتفاق يُظهر ضبط النفس وتحمل المسؤولية، لكنّنا نتوقع من الوكالة. والمجتمع الدولي الالتزام بالقانون الدولي وإدانة الهجمات على منشآتنا، فالتعاون لا يمكن أن يكون من. طرف واحد”، مشدداً على أن مقابل التزامات إيران يجب على الوكالة تحمل مسؤولياتها.
كما حذّر من أن أي إجراء عدائي ضد إيران بما في ذلك إعادة فرض العقوبات الأممية. التي تم إلغاؤها، فإن إيران ستعتبر هذه الخطوات العملية منتهية.
من جهته، قال المدير العام للوكالة الدولية للطاقة الذرية، رافائيل غروسي، إنه تم التوصل. إلى آليات عملية لاستئناف أنشطة التفتيش في إيران.
وفي منشور عبر منصة “إكس”، اعتبر غروسي أن الاتفاق يمثل “تقدماً مهماً في. الاتجاه الصحيح”، معبراً عن تقديره لوزير الخارجية المصري على “التزامه ومشاركته الفعالة” في إنجاح هذا التفاهم
وأضاف أن الجانب الأميركي أبلغ قطر بالهجوم بعد وقوعه بـ10 دقائق فقط، لافتاً إلى. أن الهجوم يعكس “سلوكاً متهوراً يهدد الأمن الإقليمي”.
وحذر من أن استمرار السياسات العدوانية الإسرائيلية. قد يقود المنطقة إلى مستوى لا يمكن إصلاحه، داعياً إلى اتخاذ كل الإجراءات اللازمة ضد “إسرائيل” لمنع المزيد من التصعيد
وفي سياق متصل، قال المتحدث باسم الخارجية الإيرانية، إسماعيل بقائي، إنّ طهران. والوكالة توصّلتا إلى تفاهم جديد يحدد صيغة التعاون والتواصل في ظل الوضع الجديد، عقب العدوان. الإسرائيلي – الأميركي الأخير الذي استهدف منشآت نووية إيراني.
وأوضح بقائي، في مقابلة مع التلفزيون الإيراني، أن التفاهم “يُحدد صيغة التعاون. الجديدة بين إيران والوكالة الدولية”، من دون الكشف عن تفاصيل إضافية حول طبيعة التفاهم أو البنود المتفق عليها
