Iranian Foreign Minister ‘Abbās ‘Arāqčī confirms in a letter to the United Nations that resolution 2231 has permanently ended and points out that the United States and the Europeans violated their commitments and misinterpreted the “Snap Back mechanism”. He confirmed that any step in this regard is legally invalid.

In a message addressed to the United Nations Secretariat and to the President of the Security Council on Saturday Iranian Foreign Minister ‘Abbās ‘Arāqčī announced that resolution 2231 issued by the Security Council has permanently suspended need on 18 October 2025, according to its clear stipulations.

“Washington withdrew from the agreement and violated the international law”

‘Arāqčī added that the nuclear agreement represented the faith of the international community in diplomacy and multilateralism as the only way to solve the conflicts, but the United States was first unable to fulfill its commitments, than unilaterally withdrew from the agreement and reinstated the illegal and unilateral sanctions only to enlarge them later on. He expressed that these steps were heinous violations of the international law the United Nations Charter.

He also pointed out the lack of commitment by the European parties to their commitments and yet imposed new additional sanctions on Iranian individuals and institutions, which have only added to the repeated and fundamental violations of the agreement.

The Iranian Foreign Minister explained that Iran was committed to the highest level to self restraint and aimed diplomatically to rebuild balance and preserve the agreement, but after a year of full commitment was forced to take gradual reparatory measures which were revocable, all based on its rights stipulated in the agreement.

“The constructive diplomatic path was foiled by the sanctions”

He also underlined that his country followed a constructive path to guarantee the return of the United States and the European Union to their commitments and fully lift the sanctions, however, the insistence of Washington and the European “troika” on baseless demands and on continued sanctions foiled the essential aim of the nuclear agreement.

He pointed out that Uran continued its constructive cooperation through conciliatory meetings with the Europeans and even talks with the American side, but its efforts were met with acts of sabotage and aggression targeting the peaceful nuclear installations under international supervision.

In his letter to the United Nations ‘Arāqčī said that the three European states launched a campaign of political and legal game aiming to activate the “Snap Back” mechanism in an illegal fashion by turning directly to the Security Council, ignoring the dispute settlement protocol stipulated in the nuclear deal.

He also confirmed that the attempts to reactivate this mechanism is formally and essentially void and lacks any legal authority, or formal recognition, adding that any measure taken contrary to resolution 2231 bares no legal commitment for the member states.

Iran’s position about the role of the United Nations

The Iranian Foreign Minister pointed out that resolution 2231 does not provide the General Secretary, or the United Nations Secretariat any authority to “resuscitate”, or to “reactive” the formerly ended resolutions, and any measure, or conformation by the Secretariat in this regards counts to be legally void and lacks legal basis, so cannot bare any binding results.

He also added that any step in this regard oversteps the authority of the General Secretariat and is in contradiction to its neutral administrative role. He underlined that any such step requires a new and clear resolution by the United Nations Security Council.

The Iranian Minister pointed out in his message that the member states of the Nonaligned Movement in their nineteenth ministerial meeting have confirmed that resolution 2231 has terminated its outlined timeframe. Also that the two voting meeting on 19 and 26 September 2025 showed that there was no consensus at all between the Council members about the authority to signal the beginning of the “Snap Back” mechanism.

أعلن وزير الخارجية الإيراني، عباس عراقتشي، في رسالةٍ وجّهها إلى. الأمين العام للأمم المتحدة ورئيس مجلس الأمن، اليوم السبت، أن القرار 2231 الصادر عن مجلس الأمن الدولي قد. انتهى مفعوله بشكلٍ نهائي في 18 تشرين الأول/أكتوبر 2025، وفقاً لأحكامه الصريحة.

“واشنطن انسحبت من الاتفاق وانتهكت القانون الدولي

وأضاف عراقتشي، أن الاتفاق النووي مثّل إيمان المجتمع الدولي. بالدبلوماسية والتعددية، كسبيلٍ لحلّ النزاعات، لكن الولايات المتحدة امتنعت أولاً عن تنفيذ التزاماتها ثم انسحبت من. الاتفاق من جانبٍ واحد، وأعادت فرض عقوبات غير قانونية وأحادية توسّعت. لاحقاً، معتبراً أن هذه الخطوات انتهاك جسيم للقانون الدولي وميثاق الأمم المتحدة.

كما أشار إلى عدم وفاء الأطراف الأوروبيين بالتزاماتهم، بل بفرض. عقوبات إضافية جديدة على الأفراد والمؤسسات الإيرانية، ما أضاف خروقات متكرّرة وجوهرية للاتفاق.

وأوضح وزير الخارجية الإيراني، أن إيران التزمت بأقصى درجات ضبط. النفس، وسعت دبلوماسياً إلى إعادة التوازن والحفاظ على الاتفاق، لكنها اضطرت بعد عامٍ من الالتزام الكامل إلى. اتخاذ خطواتٍ تعويضية تدريجية وقابلة للرجوع استنادًا إلى حقوقها في نص الاتفاق.

“مسار دبلوماسي بنّاء أُحبط بالعقوبات

كما شدّد على أن بلاده اتّبعت نهجاً بنّاءً لضمان عودة الولايات المتحدة. والاتحاد الأوروبي إلى التزاماتهما ورفع العقوبات بالكامل، إلا أن إصرار واشنطن و”الترويكا” الأوروبية على مطالب. مفرطة واستمرار العقوبات أفشل الهدف الأساسي للاتفاق النووي.

وأشار إلى أن إيران واصلت تعاونها البنّاء عبر اجتماعات تشاورية. مع الأوروبيين وحتى محادثات مع الجانب الأميركي، لكن جهودها قوبلت بأعمال تخريبية وعدوانية. استهدفت منشآتها النووية السلمية الخاضعة للرقابة الدولية.

وفي سياق رسالته إلى الأمم المتحدة، قال عراقتشي إنّ الدول الأوروبية الثلاث تشنّ. حملة تلاعب سياسي وقانوني تهدف إلى تفعيل آلية “السناب باك” بصورة غير قانونية عبر اللجوء إلى. مجلس الأمن مباشرة، متجاهلةً مسار تسوية الخلافات المنصوص عليه في الاتفاق النووي.

كما أكّد أنّ محاولات تفعيل هذه الآلية باطلة شكلاً وجوهراً وتفتقر لأي. صلاحية قانونية أو اعتبار رسمي، مضيفاً أن أيّ إجراءٍ يُتّخذ خلافاً للقرار 2231 لا ينشئ التزاماتٍ قانونية على الدول الأعضاء.

موقف إيران من دور الأمم المتحدة 

ولفت وزير  الخارجية الإيراني، إلى أن القرار 2231 لا يمنح الأمين العام. أو أمانة الأمم المتحدة صلاحية “إحياء” أو “إعادة العمل” بالقرارات السابقة المنتهية، وأن أيّ إخطارٍ أو تأكيدٍ من الأمانة. في هذا الشأن يُعدّ باطلاً قانونياً ويفتقر إلى أي سند قانوني، ولا يمكن أن يُنتج أثراً ملزماً.

كما أضاف أن أي تحركٍ بهذا الصدد يتجاوز صلاحيات الأمانة العامة ويتعارض مع دورها الإداري المحايد، مشدداً على أن أي خطوة من هذا النوع تتطلب قراراً جديداً وصريحاً من مجلس الأمن الدولي.

وأشار الوزير الإيراني في رسالته إلى أن الدول الأعضاء في حركة عدم. الانحياز أكدت في اجتماعها الوزاري التاسع عشر انتهاء القرار 2231 في موعده المحدد، وأن جلستي التصويت في مجلس الأمن. في 19 و26 أيلول/سبتمبر 2025 أظهرتا غياب أي إجماع بين أعضاء المجلس حول صلاحية إشعار بدء. آلية “السناب باك
