The Turkish authorities made an offer to the Syrian armed groups in the area, which is under their control in Idlib.

The so-called “Syrian Observer for Human Rights” revealed that the Turkish Intelligence offered the leadership “Murād Sultan” and “Sultan Shah” brigades both leaning towards Turkey to settle them in “Azerbaijan”.
The director of the “Syrian Observer” Rāmī ‘Abd ar-Raḥmān revealed in a televised interview that the Turkish offer was given only to the troops with Turkmen origin claiming that their roots go back to this area in the “Caucasus”.
The number of troops, which were sent by Turkey to Azerbaijan reached 1200 men. They were recruited in ‘Ifrīn and in Northern Syrian cities under the control of the militias belonging to Turkey. Then they were gathered in special camps within Turkish territories.

وبلغ عدد المسلحين السوريين الذين أوفدتهم “تركيا” إلى أذربيجان 1200 عنصر، جرى تجنيدهم في عفرين وفي مدن الشمال السوري المسيطر عليه من ِقبل ميليشيا موالية لتركيا وكان يجري تجميعهم ضمن معسكرات خاصة داخل الأراضي التركية
